About this file
This is a Colocation Specifications attachment for the Illinois Department of Innovation and Technology's (DoIT) St. Louis Data Center Colocation Space for ICN (Information and Computing Network) contract opportunity. The specification outlines the technical and operational requirements for colocation services at either the 210 North Tucker Boulevard or 900 Walnut Street facilities in St. Louis, Missouri. The contract seeks to establish a 10-year agreement to provide dedicated colocation space and services to support DoIT Network Services/ICN operations serving K-12 customers, state agencies, and paying customers across Illinois. The vendor must provide full racks or individual cabinets based on equipment needs, with comprehensive support including 24/7 Network Operations Center (NOC) access, on-site technical support services, and access for DoIT engineers on a 24/7 basis.
The specification requires vendors to provide multiple power delivery options including -48V, 120V, 208V, and dual A+B feeds with UPS and backup generators, supported by a Service Level Agreement guaranteeing 99.99% uptime with adherence to Uptime Institute Tier III and Tier IV practices. Additional mandatory services include environmental controls meeting ASHRAE standards for temperature and humidity regulation, fire suppression and smoke control, Letters of Authorization for cross-connects and fiber installations, and on-site "Smart Hands" support for hardware, cabling, connectivity, and device management. The facility must comply with national and international power standards including IEEE, ASHRAE, NEC, NFPA, TIA, ANSI, and ISO standards. Vendors must clearly delineate services provided directly by the vendor versus those provided by the data center owner if the vendor is a third party.
