Statement of Work Carbon Dust Collection System
Parker Dam, Arizona

STATEMENT OF WORK
Parker Dam Carbon Dust Collection System
PART 1 – GENERAL INFORMATION
1.01 INTRODUCTION
The Bureau of Reclamation is in need for the design and manufacturing of a carbon dust collection system for each of Parker Dam’s four generator units. The carbon brushes of the generators’ static excitation system produce a byproduct of carbon dust that can result in potential short circuits in the generator. The carbon dust collection system will be designed to fit on the generators’ slip rings and provide vacuum extraction, reducing the dust byproduct of the carbon brushes.
1.02 BACKGROUND
Parker Dam has four hydroelectric generators that are rated for 30MW. The four generating units are currently utilizing static excitation systems. The generator rotor field windings are supplied with DC power from power rectifiers. The power rectifiers are directly connected to carbon brushes that are pressed against slip rings. The slip rings are directly mounted to the generator rotor and connected to the rotor field windings. The connection between the carbon brushes and the slip rings allow for the power rectifiers to provide excitation to the generator field windings.
During operation, the carbon brushes are constantly pressed against the slip rings while the rotor is rotating. As a result, carbon dust is produced from the carbon brushes. The carbon dust can raise the potential for short circuits within the generator due to lower insulation.
1.03 SCOPE
Reclamation intends to procure a carbon dust collection system designed for the slip ring and carbon brush holder components of Parker Dam’s four generating units. The project work shall involve the manufacturing, delivery, and commissioning of the carbon dust collection system to fit Parker Dam’s four generator units. The contractor may conduct a site-visit to Parker Dam collect the necessary measurements for the system. The contractor shall provide on-site technical support and supervision for the carbon collection system. The installation will be completed by Parker Dam personnel. After installation, the contractor shall commission the carbon dust collection systems and provide system training to Parker Dam personnel. The contractor shall have the carbon dust collection system manufactured and delivered within 16 weeks.
The contractor shall furnish all materials, equipment, supplies, services, personnel, and all other resources to perform the services outline in this statement of work. The services generally outline in this statement of work shall be performed as direct by the Contracting Officer. In performing the required services, the Contractor shall provide all professional, technical, and related services necessary in receiving assignment, plan, and supervising work, estimating costs, checking work progress, checking completed work, and reporting results.
1.04 DELIVERY
The delivery of the equipment shall be made to Parker Dam at the following address:

PART 2 – TECHNICAL REQUIREMENTS
2.01 TECHNICAL REQUIREMENTS
The work shall require the manufacturing of four carbon dust collection systems for each of Parker Dam’s four generator units.
The following requires shall be met:
A. Manufacture a carbon dust collection system fitted for the slip ring and carbon brush holders of Parker Dam’s four generator units.
a. Parker Dam’s four generator units cycle on and off during different times. Due to this, the carbon dust collection system shall have one vacuum system per generator unit.
B. The designed system shall provide vacuum extraction at each of the carbon brushes of the generators’ excitation system. The vacuum systems shall have the following specifications:
a. Vacuum systems shall have the following specifications:
• System Voltage: 480V, 3-phase, Delta
• Frequency: 60 Hz
b. Vacuum systems shall be designed to have a capacity to ensure that at least 90% of carbon dust and material debris is collected from carbon brushes during generator operation.
c. Vacuum systems shall have vacuum efficiency that meets HEPA standards.
d. Vacuum systems shall meet the applicable CE/UL/CSA standards.
e. Vacuum systems shall have a 24/7 duty cycle.
f. The vacuum systems for each unit generator shall have a dust container tank with a capacity of at least 12.6 gallons.
g. Access to the carbon brushes shall be maintained to allow for standard access for carbon brush replacement.
h. Vacuum systems shall be designed to be mounting at the base of each generator unit.
C. The system shall replace the existing carbon brush-holders for each of the four generator units with new carbon brush-holders equipped with dust suction shoes.
a. The new brush-holders equipped with dust suction shoes shall provide constant spring pressure to carbon brushes consistent with Parker Dam’s existing carbon brush holders.
b. The new brush-holders shall be designed to fit where the existing brush-holders are located, including the installation points on the busbar.
c. The new brush-holder shall be designed to fit the same carbon brush size, grade, and style used in the existing brush-holders.
d. The system shall Maintain the existing number of brush-holder for each generator unit. Each generator unit has 20 brush-holders, a total of 80 brush-holders for all four generator units.
D. The designed system shall have dedicated flexible and/or rigid vacuum tubing between the vacuum units and their respective unit’s brush-holders equipped with collection shoes.
E. The designed system shall include monitoring control panels with the following features and specifications:
a. Power Supply: 480V @ 60Hz, Delta
b. Filtration state monitoring
• System shall be able to monitor for clogs and leaks in the vacuum systems
c. Auto-Start/Stop Functionality
• Capable of integrating to a SCADA system via low voltage wiring.
d. Automatic Shutdown for the following events:
• Fault detected within vacuum systems
• Dust container is at full capacity
e. Information transmitted by dry contacts.
2.02 DELIVERABLES
1) Submittals:
• Technical drawings of designed carbon dust collection system, including brush holder dimensions
2) Carbon Dust Collection System Materials for four (4) generator units.
3) On-Site Technical Support
4) Technical Support, Commissioning, and Training
PART 3 – SUPPORTING INFORMATION
3.01 SITE VISIT
A site visit may be conducted to collect measurements of each unit generator. The site visit must be coordinated with Reclamation and approved at least 14 days prior to the site visit.
3.02 EXISTING CARBON BRUSH AND HOLDER
1) The carbon brush that is currently being used by Parker Dam is the following:
• Manufacturer: Helwig Carbon Products, Inc.
• Item Number: 11-151027-180-1-02 H3
• Style: QP3 ST
• Grade: H3
• Size: 1.50” × 1.00” × 2.75”
2) Each of Parker Dam’s four generator units have twenty (20) carbon brush holder.
3.03 INSTALLATION SUPPPORT AND SUPERVISION
The installation of the carbon dust collection system will be completed by Parker Dam personnel during the facility’s scheduled maintenance for each unit. Parker Dam is scheduled for its next maintenance outage starting October 4, 2021 through February 25, 2022. The maintenance schedule is subject to change. The contractor will be notified if changes are made to the schedule.
Parker Dam – 2021/2022 Outage Schedule:
Unit P-3: Oct. 4, 2021 – Nov. 12, 2021
Unit P-4: Nov. 15, 2021 – Dec. 10, 2021
Unit P-1: Jan. 3, 2021 – Jan. 28, 2022
Unit P-2: Jan. 31, 2022 – Feb. 25, 2022
The contractor shall provide on-site installation support and supervision during the carbon dust collection system installation for the first unit generator. During the installation of the following three units, the contractor shall provide technical support remotely.
3.04 COMMISSIONING AND TRAINING
Upon completion of installation, the contractor shall commission the carbon dust collection system for each of Parker Dam’s four generator units and provide system training for operations and maintenance of the newly installed carbon dust collection system to Parker Dam personnel.
3.05 PERIOD OF PERFORMANCE
The carbon dust collection system for Parker Dam’s four unit generators shall be manufactured and delivered to Parker Dam within a period of 16 weeks.
3.06 SECURITY
The operation of the Lower Colorado Dams Office (LCDO) facilities and power plants require continuous and effective security measures. Contractors shall be escorted by an authorized Reclamation employee at all times while within the LCDO facilities and power plants. Contractor personnel shall not be permitted to enter established and designated restricted areas unless so authorized by the Government. Entry shall be in accordance with and subject to the security regulations established in the area. It shall be the Contractor’s responsibility to ensure that its personnel do not enter these areas unless authorized.
