Questions and Answers Solicitation #: 140R3021Q0037 Carbon Dust Collection System

Question 1 - Who will provide the new carbon brush suction shoes?

Answer 1 - The contractor will supply the new carbon brush shoes. Please refer to the Statement of Work (SOW) section 2.01(C) for the carbon brush shoes requirements

Question 2 -How many brush holders are there?

Answer 2 - Each generator has 20 brush holders. There are four generators with a total of 80 brush holders.

Question 3 - Are there any drawings for the slip ring and brush holders?

Answer 3 - We do not have drawings for the brush holders. The drawing for the slip ring is attached

Question 4 - Who is responsible for electrical?

Answer 4 - Parker Dam will be completing the installation of the system including the electrical work.

Question 5 - Who will be supplying the electrical supplies (conduits, conductors, etc)?

Answer 5 - The contract does not include electrical supplies. Parker Dam will handle the electrical installation and supplies of the system.

Question 6 - Who is responsible for compress air lines?

Answer 6 - The carbon dust collection systems are to be stand alone system that runs independent to the power plant with the exception to the electricity.

Question 7 - Is Parker Dam connecting the fire suppression sprinkler to the port on the collectors?

Answer 7 - No.

Question 8 - Do they want an air compressor for each collector or one central air compressor?

Answer 8 - Each collector is to operate independent of the other collectors. This will require each collector to have its own air compressor.

Question 9 - In the event there is a fire, the exhaust air with the smoke would fill the room. Is there a location to exhaust the air outside?

Answer 9 – No.

Question 10 - Will the crew be working straight through till the entire project is complete or will they require days off? What will be the hours on site for the crew Parker is supplying?

Answer 10 - Installation by Parker Dam staff will be scheduled around the power plant’s outage schedule.

Question 11 - Are there an outline drawings available for reference?

Answer 11 - Yes, a drawing will be attached.

Question 12 - At what locations are the vacuum systems going to located?

Answer 12 - No, specific location has been determined. A potential location may be beside the unit generator, below the platform where the carbon brush holders are located. See photos below. These locations are noted in the layout drawing attached.

Question 13 - Where would the routing of the tubing run from the carbon brush holder to the collector system?

Answer 13 - The tubing must not obstruct the platform decking of the generator. Potential route would be to run through the deck into the air housing. Then through and out of the air housing, running along its walls to the collector system

Question 14 - Are there dust test results? What is the kst value?

Answer 14 - No dust test was conducted for our generators. We do not have kst values.

Question 15 - Will collector be inside/outside?

Answer 15 - The collector will be located outside of our generators but inside the power plant.

Question 16 - Any fire protection requirements?

Answer 16 - No

Question 17 - Does system require sprinklers? No Any NFPA concerns/issues?

Answer 17 - No

Question 18 - Do you have pictures of current unit? Yes, pictures will be uploaded (see attachments XX) Answer 18 - Can you supply the dust hazard analysis? No, dust hazard analysis was conducted

Question 19 - Do you have any additional spec details for unit sizing requirements?

Answer 19 - We do not have specs for the sizing of the unit. We are looking for the contractor to provide the expertise to size and spec the system based on our generator's excitation system.

Question 20 - Typically there will be information related to system CFM and Static Pressure (system resistance) requirements; if the dust is combustible/fire; will unit be located inside/outside; will exhausted air be returned to facility or to atmosphere; dust loading; any requirement for sprinklers;

NFPA concerns under 652; etc?

Answer 20 - The unit is to be located outside of the generator, but inside the power plant. Exhausted air will be returned to the facility. The system will not require sprinklers.

Question 21 - Is there a POC I can discuss these questions with?

Answer 21 – All questions must go through the Contract Specialist, Tanya Wirth at tlwirth@usbr.gov.

Question 22 - During the site visit on 7/14, will one of the generators be offline and will we be able to take measurements on the equipment? There are a few key elements to the design (and system price) that we will not be able to determine until we have conducted a full survey of the equipment.

Answer 22 – Unfortunately, we will not be able to conduct measurements during this site-visit.

The measurement taking will be reserved for when the contract is awarded.

Question 23 - This is a small business set-aide. What is the official qualification of a small business?

Answer 23 – Vendors must be registered as small in SAM.gov for the NAICS code used in this requirement.

Question 24 - Because (we are) not a small business we will have to bid this solicitation through a 3rd party small business. Are you able to provide a list of preferred small businesses or DBEs?

Answer 24 – Yes.

Question 25 - I want to confirm the delivery schedule. The solicitation states that “the contractor shall have the carbon dust collection system manufactured and delivered within 16 weeks.” However the mailto:tlwirth@usbr.gov outage schedule provided does not allow for 16 weeks until the first outage. Please clarify what the delivery schedule will be.

Answer 25 - The 16 week lead time was originally intended to be timed with the first outage schedule. Unfortunately, the schedule no longer allow for 16 weeks until the first outage, the 16 week lead time is to provide the contractor with the adequate time to design and delivery the equipment. The installation schedule will be dependent on the timing of the delivery of the equipment.

• Unit P-3: Oct. 4, 2021 – Nov. 12, 2021

• Unit P-4: Nov. 15, 2021 – Dec. 10, 2021

• Unit P-1: Jan. 3, 2021 – Jan. 28, 2022

• Unit P-2: Jan. 31, 2022 – Feb. 25, 2022
