About this file
This Request for Information from the United States Army seeks industry input regarding the availability of a commercially available trailer or equivalent that meets the requirements in the attached Technical Purchase Description for the M870A4 Semitrailer, Lowbed, Construction Equipment Transporter (SLCET) 40 Ton. Specifically, the Army is interested in whether modifications would be needed to an existing commercial product to satisfy the specifications, and estimates of the associated time and costs for any modifications. Participation in responding to the RFI is voluntary with no obligation, and is intended to influence future acquisition strategy for the M870A4 program. The RFI does not constitute a solicitation and provides no commitment by the Government.

Nothing in this document, however, supersedes applicable laws and regulations unless a specific exemption has been obtained.
3. REQUIREMENTS.
3.1 General design. The subject army M870A4 is considered a tactical rear area support vehicle due to its mission profile, including some trail travel, under extreme climatic conditions.
a. All performance and definition requirements here in this PD are concurrent requirements.
b. The M870A4 shall have an expected Economically Useful Life (EUL) of 30 years (T) and 35 years (O).
c. Design will be such that maintenance and servicing can be accomplished keeping any new special tools or support equipment to a minimum. Any new special tools/support equipment added to the Army supply system must be approved by the ILS IPT.
3.2 Prime mover. The prime mover for the M870A4 shall be the M983A4 Light
Equipment Transporter (LET). All references to the prime mover in this document shall be synonymous with M983A4 Light Equipment Transporter (LET). The M870A4 shall show no evidence of part failure, deformation, permanent set, or interference between parts when operated in accordance with its mission profile.
3.3 Weight.
3.3.1 Vehicle curb weight (VCW). The Vehicle Curb Weight (VCW) is defined as the weight of the M870A4, with all accessories, attachments, Basic Issue Items (BII), and a full load of lubricants on board. Hardware, devices or material not included in the BII and required to secure payloads to the trailer shall be organic to the trailer and included in the VCW.
3.3.2 Gross vehicle weight (GVW). The Gross Vehicle Weights (GVW) is defined as the maximum payload plus the VCW of the M870A4.
3.3.3 Gross combined vehicle weight (GCVW). The GCVW is defined as the GVW of the M870A4 plus the GVW of an M983A4 LET with Long Term Armor Strategy (LTAS) B-kit and Mine Resistant Ambush Protection (MRAP) level underbody protection. The VCW of the trailer shall be based on an armored M983A4 LET GCVW of 151,000 pounds (68490 kg) and GVW of 46,300 pounds (21000 kg).
3.4 Vehicle dimension requirements. The M870A4 without payload, on level ground, shall conform to the dimensions specified in Table I.
http://www.railinc.com/
TABLE I. Vehicle dimension requirements.
Overall length 48 feet (14630 mm) maximum Deck height 44.6 inches (1130 mm) maximum Overall width with outrigger brackets stowed 102 inches maximum (2590 mm)
(T) 96 inches (2438 mm) maximum (O
Overall width with outrigger brackets expanded 126 inches (3200) (T) 120 inches (3050 mm) (O)
Upper fifth wheel height (empty) from the ground to underside of upper 5th wheel plate. 65 ± 1 inches (1650 ± 25 mm)
3.4.1 Overall clearance. The angle of approach shall be no less than 15 degrees and the angle of departure shall be no less than 15 degrees.
3.4.2 Overall length. The overall length of the M870A4 shall not exceed 48 feet when measured from the forward most to rearward most point on the M870A4.
3.5 Army human system integration (HSI).
3.5.1 System safety. The M870A4 and furnished accessories shall comply with all Federal
Motor Vehicle Safety Standards and Federal Motor Carrier Safety Regulations, applicable to a vehicle of this weight class at the time of manufacture, except 1) there shall be no license plate area and 2) the ABS warning light will be located on the front left corner of the trailer. The M870A4 and furnished accessories shall comply with MIL-STD-1180 Safety Standards for Military Ground Vehicles. The M870A4, parts and components shall be free of sharp projections and edges that may cause operator/maintainer injury. Operators and maintenance personnel shall not be unknowingly exposed to rotating or moving parts, hot surfaces, electrically energized components, components containing high pressures, or any other inherently hazardous components or systems. All hand holds and steps shall be an integral and permanent part of the M870A4 IAW MIL-STD-1472. A moveable ladder, if provided, shall be stored in a readily accessible location. All step surfaces and work areas shall be provided with a non-skid surface.
3.5.2 Human factors. System design and integration shall accommodate operation and maintenance by a 5th through 95th percentile Soldier wearing Personal Protective Equipment (PPE), and a combination of PPE and arctic or MOPP IV clothing. All hand holds and steps necessary for Army personnel to gain access to locations on the M870A4 deck shall be an integral and permanent part of the M870A4. The M870A4 design shall utilize MIL-STD-1472.
All functional items of the M870A4 and all modes of operations shall be operational in/under arctic conditions with personnel in arctic clothing. All functional items of the M870A4 shall be operational in a safe manner under all climatic conditions.
3.5.3 Manpower. The M870A4 shall be operable and maintainable by individuals with Military Occupational Specialty (MOS) 12N (Horizontal Construction Engineer), MOS 12G (Quarrying Specialist), MOS 12V Concrete and Asphalt Equipment Operator, MOS 88M (Motor Transport Operator), MOS 91E (Metal Worker), MOS 91B (Wheel Vehicle Mechanic), and MOS 91L Construction Equipment Repairer. All operator tasks are to be with a crew of one MOS 12N personnel.
3.6 Materials and corrosion.
