About this file

This document is a Statement of Work for a federal contract opportunity issued by the United States Coast Guard to monitor the electrical load of the Information Processing Node (IPN) at the C5ISC Alexandria facility.

The key details are:

  • The contractor must purchase and install electrical hardware to monitor the incoming power feed to the MDPL17-001 electrical panel, and configure the existing Vertiv SiteScan software to integrate the new hardware. This will allow remote monitoring of the IPN's electrical load.
  • The period of performance is from date of award to one year. The contract will be awarded on a firm-fixed-price basis to the lowest priced, conforming offer.
  • A site visit is scheduled for 13 August 2024. Questions are due by 20 August 2024, and quotes must be submitted by 22 August 2024. The anticipated award date is on or before 29 August 2024.
  • The NAICS code is 561210 (Facilities Support Services) and the Place of Performance is the USCG C5ISC Alexandria facility.

Alexandria IPN Load Monitoring

PR #52800PR240000376

UNITED STATES COAST GUARD

STATEMENT OF WORK DOCUMENT

1.0 PROJECT TITLE: FY24 ALEXANDRIA IPN LOAD MONITORING

The purpose of this statement of work is to define needed Acquisition Program

Management Office Support for the purchase of supplies and services necessary to monitor C5ISC-ISD-DCI Alexandria’s Information Processing Node (IPN) electrical load with the current Vertiv SiteScan system.

2.0 BACKGROUND

A previous FY23 procurement installed the necessary hardware in Alexandria and modified existing software configuration to allow remote monitoring of the IPN though Vertiv’s SiteScan software. C5ISC-ISD-DCI is executing this acquisition to add electrical load monitoring hardware and tie it into the existing SiteScan hardware and software so that the electrical load of the IPN can also be monitored. This will allow C5ISC-ISD-DCI to know when utility power is lost or outside of normal parameters, as well as allowing the Branch to identify, evaluate, and report on electrical efficiencies made to the IPN. This practice, as utilized at

Kearneysville’s Enterprise Data Center, has led to a near 50% reduction in energy costs.

The Alexandria IPN exists physically in one building, with two physically separate spaces labeled L17A and L17B, on the C5ISC Alexandria campus. L17A and L17B share one utility feed through a 300kVA transformer, which eventually feeds an 800A Automatic Transfer Switch and then panel MDPL17-001. See

Enclosure (1) New Riser Diagram & Panel Schedules. This acquisition supports the installation of an electrical meter in panel MDPL17-001, and the necessary hardware and software configuration to monitor L17A and L17B’s electrical load from the existing SiteScan software.

3.0 SCOPE

The contractor must perform the following:

1. Purchase and install the appropriate electrical hardware to monitor the incoming power feed to electrical panel MDPL17-001.

a. The electrical hardware must provide real-time monitoring of amps, voltage, and kW or kWH.

b. The electrical hardware must be configured and physically wired to communicate via BACnet with the existing Vertiv SiteTPI-E located in building L17A

c. The electrical hardware must be provided power from one of the power panels located in L17A that is fed from the building’s

Uninterruptable Power System, to ensure the meter remains powered during a loss of utility. See Enclosure (1) New Riser

Diagram & Panel Schedules.

2. Configure SiteScan software.

a. Back-up the existing SiteScan Web System.

b. Configure existing SiteScan Web system to add programming for

Alexandria, VA site.

c. Provide the Government with a list of registry points, with which the government will review and provide the contractor a list of points we wish to monitor within 72 hours.

d. Program existing SiteTPI-E to include the energy meter monitored points provided by the government.

e. Add the energy meters to the L17A graphic image.

f. Download new configuration to test modules to verify database integrity.
