In order to be determined responsive an offeror must submit all documentation, complying with the instructions provided in this section

L, to include the following:

1. Acknowledgement of compliance with all solicitation terms and conditions.

2. Acknowledgement of all solicitation amendments

In addition to the requirements outlined above required to determine responsiveness of prospective offerors, the proposal shall consist of five separate volumes:

L.1.2. Proposal content/verbiage. Proposals must demonstrate a comprehensive understanding of the nature and scope of work required. The Government will not search for data to cure problems or address inconsistencies in proposals. Statements such as "will comply," "noted and understood,"

"in accordance with industry best practices/standards," etc. without supporting narrative, are not acceptable. Cursory responses or responses that merely reiterate or paraphrase solicitation or technical specification’s language will not be considered to satisfy the requirements of the RFP.

L.1.3. Adequate price competition. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer's opinion, adequate price competition exists then no additional data will be requested and certification under

FAR 15.406-2 will not be required. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists, offerors may be required to submit cost data to the extent necessary for the contracting officer to determine the reasonableness and affordability of the price.

L.1.4. Government Point of Contact. The Contracting Officer (CO) is the sole point of contact for this acquisition. Address any questions or concerns to the CO and the Alternate POC listed below. The deadline for all questions, concerns, and/or requests for clarification is 15 calendar days prior the proposal due date. The Government will not respond to submissions past the deadline. Contact information is as follows:

L.1.5. Firms prohibited to bid. The Government identifies the one (1) firm listed below as the developer of the IDIQ’s Technical Specifications. This firm is ineligible from bidding on the IDIQ as the prime or sub-contractor because as the requirement developer, they possess source selection information that is relevant to the contract but is not available to all potential offerors. However to prevent any potential Conflict of Interest (CoI) and an appearance of an unfair competitive advantage IAW FAR 9.505, the offerors are instructed not to contact/use the below identified Firm as their subcontractor or enter into a joint venture partnership (or similar partnership or consorzio), and/or make a teaming arrangement with them for the purpose of bidding on this solicitation.

Furthermore, Offerors are prohibited from hiring an employee from the prohibited firm listed below. This restriction applies to this RFQ and remains in effect until the awarded contract period of performance is over.
