About this file

This is a Criteria for Responsiveness Certification Form for a Request for Proposal (RFP) issued by the Colorado Department of Education (CDE) regarding college entrance and 10th grade assessments. The RFP requires offerors to demonstrate compliance with ten responsiveness criteria, including submission of a prefatory letter meeting established timelines, proper proposal formatting and packaging, and provision of sample test forms aligned to Colorado Academic Standards. The proposed college entrance exam must be used and accepted by institutions of higher education throughout the United States and must assess reading, mathematics, and science at minimum, with each area receiving a separate score. A college entrance writing assessment must be available upon student request. The 10th grade assessment must evaluate English language arts and mathematics competencies. Offerors advancing to Stage 3 of the evaluation process must commit to hosting a webinar on report interpretation and use and participating in live demonstrations and interviews in Colorado on dates and at locations specified by CDE.

The RFP establishes specific data governance and security requirements, including CDE ownership of all data produced from the assessments, prohibition on the sale of individual student data, and restrictions on developing individual student profiles for marketing purposes. Offerors must agree to Colorado's data privacy and security policy provisions and submit any questions regarding contract provisions by November 11, 2015. Offerors may designate sample test materials as confidential or secure and may provide their own nondisclosure agreements for such materials. Authorization is required from an offeror representative authorized to act on behalf of the offeror(s) in matters pertaining to the RFP criteria for responsiveness, with certification that all statements are true and correct and that the offeror commits to meeting the requirements of Criteria 9 and 10.
