About this file

This is a Questions and Answers document for RFI FA301626Q0237, a carpet removal and installation project at JBSA Randolph (Fort Sam Houston), Texas. The project involves removing approximately 5,800 square feet of existing carpet from Building 145 (first and second floors) and installing new commercial carpet tile, specifically Mohawk Group SwitchCode Umpteen (BT594) in the color CHARLIE, or an approved "like product." The scope includes replacement of associated 4-inch rubber/vinyl cove base in all carpeted rooms, careful handling of 11 standard cubicle workstations and one larger office area with higher walls, and preparation work including standard adhesive removal, scraping, cleaning, and minor patching. The Government will disconnect/reconnect all electrical and data harnesses, relocate computers and IT equipment, move safes, and disconnect/reconnect cubicles prior to work commencement. The contractor may either lift cubicles in place or disassemble/reassemble them to ensure complete floor coverage. Existing transition strips and quarter-round trim should be carefully removed and reinstalled; replacement is required only for damaged items.

The project is a 100% small business set-aside with a 50% limitation on subcontracting per Revolutionary FAR Overhaul (RFO) 19. Service Contract Act labor standards apply. The Government is flexible regarding project execution—either continuous installation or phased by floor—with phased completion preferred to minimize disruption; total installation must not exceed 2–4 weeks. Building occupants will telework offsite during active work, with only a few Government personnel remaining for facility control. Contractors may use one passenger elevator (2,100-pound capacity) and must provide their own dumpster, with location subject to Government approval through Civil Engineering. Base access passes require 1–2 weeks lead time. Offerors must take their own measurements for square footage and cove base linear footage (site visit was offered), submit manufacturer technical data sheets and warranty certifications for "or equal" carpet alternatives, obtain Government approval of carpet and cove base color samples prior to ordering, and state their proposed completion timeframe. An asbestos test returned negative results. Quotes must include signed copies of all amendments. No Government funding ceiling or not-to-exceed amount was provided.

JBSA Randolph, TX Carpet Removal & Install

QUESTIONS & ANSWERS

Question 1: Under Attachment 1 Statement of Work Carpet Removal and Install 7 July 26 page 1 under scope 2.2 States the following:

A. The contractor is responsible for moving non-personal belongings/standard furniture in all spaces affected including cubicle furniture

B. Question is can we lift the cubicles for carpet removal and installation

Government Response: The Government will permit the contractor to lift cubicles in place. The contractor is responsible for ensuring this method allows for the complete removal of old flooring and installation of new flooring across the entire required area, as specified in the Statement of Work.

Question 2: Can you provide pictures of the areas receiving new flooring

Government Response: See attachments 3 - 6.

Question 3: Is installation going to be phased out per day what gets removed is reinstalled the same day or are the building occupants moving out building getting emptied complete the project replace all furniture occupants moving back in.

Government Response: The Government is flexible and can accommodate either a single, continuous installation or a phased approach. A phased approach is preferred to minimize disruption. The contractor should state their proposed approach in their quotation.

Question 4: Is there a location for a dumpster near the building and a location within the building for carpet storage?

Government Response: An on-site, contractor-provided dumpster is permissible. The location must be coordinated and approved by the Government inspector post-award. A designated indoor area for temporary material storage may also be coordinated with the facility manager.

Question 5: Site Visit: We understand this is currently in the market research phase. Does the

Government intend to host a voluntary site visit during this RFI period, or will that be reserved for a future formal solicitation?

Government Response: A site visit was scheduled and posted in the solicitation.

Question 6: Mandatory Source Policy: Will this requirement fall under the AF Category Management mandatory-use policy for carpet acquisitions, requiring the Tier II installer to utilize NTE pricing from established Tier I contracts (e.g., FA8057-17-C series)?

Government Response: This requirement is for JBSA Ft Sam Houston, an Army Installation. The AF

Category Management system applies to AF based procurements. Offerors are asked to quote carpet with installation as specified in the PWS and all Army and DoD instructions within the PWS.

Question 7: Furniture Logistics: The SOW indicates the contractor is responsible for moving cubicle furniture. Can the Government confirm if there is a specific laydown plan approval timeline should temporary on-site storage (Conex) be required?

Government Response: A specific laydown area and any temporary storage requirements must be included in the contractor's work plan, which will be coordinated and approved by the Government post-award.

Question 8: Associated Cove Base/Baseboard Quantities (SOW Section 5.0): The SOW states the

Contractor is responsible for "replacing associated cove base/baseboards with matching/coordinating material as approved by the government." However, no estimated linear footage or material height (e.g., 4-inch vs. 6-inch) is provided. To ensure all offerors are pricing on an identical basis, could the

Government provide the estimated linear footage and dimensional specifications required for the replacement baseboards?

Government Response: The Government does not have a pre-measured estimate for the linear footage.

Offerors are responsible for obtaining their own measurements to develop their price. A site visit was offered for this purpose.

Question 9: Dumpster Location and Placement Contradiction (SOW Section 9.0): The SOW contains a direct conflict regarding waste container placement. It initially mandates that the Contractor's dumpster

"shall be located outside the physical boundaries of the installation." However, the same section subsequently states that "On-site dumpsters shall be furnished by the Contractor and coordinated with the

Government inspector if required." Could the Government clarify if a dumpster may be temporarily staged on-site at Building 145 during the performance period, or if all waste must be hauled off-base on a daily basis?

Government Response: Section 9.0 states that although an on-site contractor furnished dumpster may be used, the actual waste/refuse/trash cannot be disposed (as in final disposal site) of on the installation.

Question 10: Hardwired Cubicle Disconnection/Reconnection (SOW Section 2.2): SOW Section 2.2 holds the Contractor responsible for "moving non-personal belongings/standard furniture in all spaces affected including cubicle furniture and replacing items after installation is complete." Can the

Government confirm if any of the modular cubicles scheduled for relocation are hardwired with active electrical, data, or telecommunication cables? If so, is the Contractor responsible for executing the professional disconnection and reconnection of these utilities, or will this be performed by Government

IT/facility personnel prior to furniture relocation?

Government Response: Yes, cubicles are hardwired. Customer will coordinate with Civil Engineering

(government) for disconnection/reconnection.

Question 11: Phasing and Facility Vacancy Requirements (SOW Section 4.0 / 8.5): The SOW specifies a project area of approximately 5,800 square feet on the second floor of Building 145. To facilitate our scheduling and labor allocation within normal operating hours (0700 to 1630), will the Government fully vacate the second floor of Building 145 to allow for a single, continuous installation, or must the

Contractor execute the work under a phased, room-by-room schedule to accommodate ongoing operations?

Government Response: 5800 square feet is the estimated square footage of all carpeted area in B145 (first and second floor). Phasing is not required, government/customer only needs a plan established for timeframe so we can send personnel off-site to telework as needed. (See question 69)

Question 12: Subfloor Condition and Mastic/Adhesive Remediation (SOW Section 2.1): SOW Section

2.1 requires the Contractor to perform "site-specific removal, installation and repair, as necessary, to support the installation of the new commercial carpet tile." Is there any historical facility data indicating the presence of hazardous materials (such as asbestos) or black adhesive mastic beneath the existing carpet that would require specialized abatement or chemical remediation prior to subfloor patching and leveling?

Government Response: The specific type of existing adhesive is unknown. Offerors should assume standard, non-hazardous adhesive removal is required. An asbestos test was completed with negative results.

Question 13: "Or Equal" Alternative Evaluation Standards (SOW Section 5.0 / Addendum to FAR

52.212-1): SOW Section 5.0 identifies "Mohawk Group, SwitchCode, Umpteen (BT594)" as the baseline carpet tile standard but permits a "like product." If proposing an "or equal" carpet alternative, is the offeror required to submit physical material samples for Government evaluation prior to the bid closing date, or are digital manufacturer technical data sheets and warranty certifications sufficient for evaluation under the LPTA criteria?

Government Response: For 'or equal' products, offerors must submit manufacturer technical data sheets and warranty certifications with their quote for evaluation. Physical samples are not required with the initial submission.

Question 14: Room Dimensions / Scale

The Area Map does not include measurements or a scale bar. Could you please provide dimensioned drawings or confirm the square footage breakdown per floor and per room so we can price the work accurately?

Government Response: No, a site visit is being offered for vendors to determine scope/square footage.

Question 15: Existing Subfloor Type and Condition

The type of existing subfloor (concrete slab, raised, or wood) and its condition will significantly affect the removal method, preparation requirements, and overall cost. This information was not included in the solicitation.

Government Response: The building was constructed circa 1900 and fully renovated between 2005-2010.

The subfloor is believed to be concrete slab. Offerors are responsible for verifying all site conditions. A site visit is available for this purpose.

Question 16: Existing Carpet Adhesive Type

Depending on the adhesive used in the current installation, additional preparation or chemical removal processes may be required. Could you please confirm the existing adhesive type or allow our team to assess this during a site visit?

Government Response: This information was available to be collected during the scheduled site visit.

Question 17: Furniture Inventory

The SOW references moving non-personal standard furniture prior to installation. A list or approximate count of furniture items in the carpeted areas would allow us to account for this accurately in our pricing.

Government Response: This information was available to be collected during the scheduled site visit.

Question 18: Square footage. The Statement of Work gives approximately 5,800 square feet for all currently carpeted areas. Attachment 1 is two pages, one marked "B145 First floor" and one marked

"Building 145 - Second Floor," and both show highlighted carpeted areas including a large open area on the east half of the second floor. Is the 5,800 figure the combined total for both floors, or does it cover one floor only? We'd rather get this right than guess at it on a firm fixed price.

Government Response: 5800 is the combined (first and second floor) estimate.

Question 19: Workstation count. Paragraph 2.2 puts moving and replacing cubicle furniture on the contractor, and the plans don't show furniture. How many cubicles or workstations need to be taken down and reset, and are they systems furniture that has to be disassembled or freestanding panels that can be rolled aside?

Government Response: There are 11 workstations and one larger office area with high walls. The workstations are standard systems furniture that cannot be rolled aside. The contractor may either lift them in place or disassemble them, as stated in the response to Question 1.

Question 20: Cove base. Paragraph 5 has us replacing the associated cove base with matching material.

Does that apply to every carpeted room, and can you confirm the approximate linear footage?

Government Response: It does apply to every carpeted room; we do not have an approximate linear footage – a site visit is available for vendors.

Question 21: What is the required project completion date or maximum period of performance after award?

Government Response: RFO Provision 52.212-2 Evaluation, Commercial Products and Commercial

Services page 17 specifies that “offerors are to specify a realistic completion time to remove current carpet and install new carpet as identified in the SOW”.

Question 22: Please provide the estimated linear footage of cove base/baseboard to be removed and replaced.

Government Response: The Government does not have a pre-measured estimate for the linear footage.

Offerors are responsible for obtaining their own measurements to develop their price. A site visit and drawings were offered for this purpose.

Question 23: Should offerors include subfloor repairs beyond normal scraping, adhesive removal, patching, and preparation? If so, please identify the anticipated conditions or required allowance.

Government Response: Offerors should base their price on subfloor conditions requiring normal preparation (scraping, adhesive removal, and minor patching). Any significant, unforeseen repairs required will be addressed pending Government inspection and approval.

Question 24: Please confirm whether the contractor must disassemble and reassemble powered cubicle systems or whether government personnel will disconnect and reconnect electrical/data components.

Government Response: The cubicles themselves will have disassembled/lifted to remove install, but the government will have the electrical harnessing disconnected prior to start of work.

Question 25: Is there a Government estimate, funding ceiling, or not-to-exceed amount for this requirement?

Government Response: Offerors are instructed to submit their best and most competitive price in accordance with the solicitation instructions.

Question 26: Does the Service Contract Labor Standards statute apply to this requirement? No wage determination appears in the posted package, please confirm and if applicable, provide the wage determination.

Government Response: Service Contract Act (SCA) labor standards apply and will be added to the solicitation via the amendment.

Question 27: Please confirm the applicable limitation on subcontracting for this acquisition and the percentage that applies.

Government Response: This requirement is 100% small business set-aside; the limitation on subcontracting is 50% or more to small businesses per Revolutionary FAR Overhaul (RFO) 19.

Question 28: Is the 5,800 sq ft figure a Government measurement, or should offerors verify by their own take off? Is a site visit available?

Government Response: The measurement is a government estimate, yes offerors should take their own and yes, a site visit was listed in the solicitation.

Question 29: Is carpet tile of a specified manufacturer, color, or performance grade required, or is any commercial grade product acceptable?

Government Response: Detailed specification in PWS including specific brand/color/etc. to base “like” material on.

Question 30: Please confirm the process and lead time for base access passes for contractor and subcontractor employees.

Government Response: 1-2 weeks

Question 31: Must the work be performed between 0700 and 1630 duty hours, or is after hours work permitted to minimize disruption?

Government Response: No, during duty hours, majority of personnel will be sent home to telework.

Question 32: The SOW mentions moving Cubicles.

a. How many Cubicles are in the area of work?

b. What type of Cubicles are these? (I.e. Standard Cubicle, Modular)

Government Response: There are 11 cube/workstations and one larger office area with higher cube walls and they are standard (the less easy to move/reconfigure type)

Question 33: Please identify all areas requiring cove base replacement and provide the total LF and required material.

Government Response: All rooms requiring carpet replacement require cove base replacement – site visit offered to allow measuring.

Question 34: Please identify all areas requiring baseboard replacement and provide the total LF and required material.

Government Response: The contractor is responsible for carefully removing any existing non-cove baseboard material for re-use. The contractor will only be required to replace baseboard material that is damaged during removal.

Question 35: Please confirm the required period of performance.

Government Response: We do not have a firm start/end date that is required – some will depend on if there is additional coordination needed based on the bid (ex. Dumpster placement we have to get approved for the temporary siting through CE).

Question 36: Please provide current photos of the project areas.

Government Response: See Attachments

Question 37: Please confirm the actual carpet quantity and provide the SF by room/area.

Government Response: Site visit was offered for vendors to take measurements.

Question 38: Will Building 145 remain occupied during construction? If so, is phased work required?

Government Response: We are flexible – we can entirely vacate (except for personnel that will allow access) or we can accommodate a phased approach. Phased is more convenient.

Question 39: Please identify the existing substrate and specify the required floor preparation.

Government Response: As stated in the response to Question 15, the subfloor is believed to be a concrete slab. Offerors are responsible for verifying all site conditions.

Question 40: Is any hazardous-material testing or abatement required before carpet removal?

Government Response: CE tested for asbestos (negative) – that was their only requirement to allow for the contract to proceed.

Question 41: Is there a required or preferred method for removing and disposing of construction debris from the building?

Government Response: No, but the more temporary the method (i.e. large trailer vs. offloaded dumpster) may affect if siting is required through CE. All waste is for the contractor to remove from and dispose of off the installation.

Question 42: Is an elevator available and authorized for transporting materials and debris between floors?

Government Response: We do have a passenger elevator rated for 2100 pounds.

Question 43: Are transition strips or thresholds required? If so, please provide the type, finish, and approximate LF.

Government Response: Detailed specifications in PWS.

Question 45: Does all co base have to be changed around carpet tile?

Government Response: Yes

Question 46: In regard to the area around the carpet tile that has quarter ground does it have to be replaced or will co base be installed there as well?

Government Response: Re-use of the existing quarter round is preferred. See response to Question 74.

Question 47: Do you already have the exact carpet tile / color / and style?

Government Response: Specifications were made in the PWS.

Question 48: Can we have some dumpsters dropped and picked up from the back of the building?

Government Response: Yes, but there is a siting approval process that will have to be done to do that.

Question 49: Are the computers on the desks going to be taken off / disconnected by you or us?

Government Response: We will disconnect/move the computers/monitors.

Question 50: - What exact color co base is needed and what exact color transitions?

Government Response: The cove base and transition strip colors must coordinate with the selected carpet tile. The contractor must submit color samples for Government approval prior to ordering materials.

Question 51: Regarding the quarter round currently in place, may we remove the existing carpet tile and install the new carpet tile while leaving the existing quarter round in place and tucking the new carpet tile underneath it?

Government Response: Yes

Question 52: Please confirm that there is no asbestos containing adhesives.

Government Response: Civil Engineering test for asbestos – results were negative

Question 53: In the Solicitation, page 17, #6 Delivery Terms: 2220 Wheelright St. Bldg 4194 Bay-E, JBSA-Fort Sam Houston TX 78234. In the SOW the first paragraph states: DESCRIPTION OF

SERVICE: The Army Support Activity requires removal of old carpet, and delivery and installation of new… Please confirm that awardee is to receive and deliver materials.

Government Response: The vendor selected will supply the carpet and other materials and bring them to site for installation.

Question 54: Building availability during performance. We would appreciate confirmation as to whether

Building 145, or individual areas within it, will be made available to the contractor unoccupied during performance, or whether spaces will remain in normal use. If areas are to be turned over in phases, any indication of the anticipated sequence would be most helpful. This would allow us to schedule our crew so that disruption to Army Support Activity operations is kept to a minimum.

Government Response: We can accommodate either option though a phased approach is more convenient

– phased by floor is sufficient.

Question 55: Access-restricted areas. We would also be grateful to know whether any areas within the scope are access-restricted or require a Government escort for contractor personnel, so that we may coordinate accordingly and well in advance.

Government Response: No, all cypher locked doors are non-carpeted areas.

Question 56: IT and electronic equipment. During the site visit we observed server racks and connected

IT equipment within the carpeted areas. We would appreciate confirmation as to whether this equipment will be relocated by Government personnel, or whether it falls within the contractor's scope. Our intention is to proceed with the greatest care and to avoid any interruption to your systems.

Government Response: Computer equipment will be relocated by the government.

Question 57: Furniture inventory. If the Government has an approximate count of workstations and cubicle systems within the affected areas, we would be grateful to receive it. This would allow all offerors to scope the work on a common basis.

Government Response: There are 11 cube/workstations and one larger office area with higher cube walls in large upstairs room with cubicles.

Question 58: Areas available for temporary staging. SOW paragraph 2.2 provides that items moved will be stored in the non-carpeted areas of the building. We would appreciate confirmation of which areas will be available for that purpose, and whether any must remain clear for operational or egress reasons.

Government Response: Both breakrooms/shower areas/restroom can be used and do not need access during installation (other than bathroom use for installation team). Large foyers on first floor can be used, but must be able to exit out of either the front or back door.

Question 59: Working hours. We would like to ask whether the Government would consider permitting work outside normal duty hours, including evenings or weekends. Working while spaces are unoccupied would significantly reduce furniture handling and minimize inconvenience to building personnel.

Government Response: No, intent is for personnel to telework offsite during installation, so building will be unoccupied. A few personnel will remain for positive control of the government facility.

Question 60: Period of performance. We would be grateful for confirmation of the expected period of performance following award, and whether phased completion as individual areas are finished would be acceptable.

Government Response: Phased completion would be acceptable with total installation taking no more than 2-4 weeks.

Question 61: Product color and finish approval. SOW paragraph 5 specifies Mohawk Group SwitchCode, Umpteen (BT594) or like product. We would appreciate confirmation of the required color, or whether color is to be coordinated with the existing carpet and submitted for your approval. Similarly, with respect to the cove base, we would welcome any preference as to manufacturer, color or profile, or confirmation that samples should be submitted for approval following award.

Government Response: Preferred color of Mohawk Group, Switch Code, Umpteen (BT594) is

CHARLIE. If like product is substituted government would need to approve color. No preference on cove base manufacturer, only that it color coordinate with selected carpet, samples would be ideal.

Question 62: Aluminum transition strips. We observed aluminum transition strips at thresholds between carpeted and non-carpeted areas. We would appreciate confirmation as to whether these are to be replaced with new material or reinstalled.

Government Response: None of the threshold’s between carpeted and non-carpeted are aluminum – existing thresholds coordinate with the wood laminate in the non-carpeted areas, would like them to be reused. Only aluminum is at the top and bottom of the slope in the downstairs hall – reinstallation is acceptable.

Question 63: When installing flooring around modular furniture, should the furniture be lifted in place to allow flooring installation underneath, or should it be completely moved out of the work area?

Government Response: No preference for us – so long as carpet is removed and installed in the entire area.

Question 64: For existing safes, should the flooring be cut around the safes, or will the safes need to be completely removed/moved to allow flooring installation underneath?

Government Response: Safes will be moved by the government prior to beginning of work.

Question 65: Will the contractor be permitted to use the building elevators for transporting materials and equipment during the project?

Government Response: Yes – only one, passenger elevator, max capacity of 2100.

Question 66: Existing Flooring Removal

Is the contractor responsible only for removing the existing carpet, normal adhesive scraping, cleaning, and minor patching, or does the scope also include complete adhesive removal, grinding, leveling, crack repair, moisture mitigation, or other significant substrate remediation?

Government Response: The scope of work requires standard carpet removal, adhesive scraping, cleaning, and minor patch/prep work. Major substrate remediation (e.g., extensive grinding, leveling, moisture mitigation) is not anticipated based on recent facility renovations.

Question 67: Cove Base / Baseboard

Please provide the approximate linear footage and specifications for the cove base/baseboard replacement, including the material type, height, and any specific product requirements.

Government Response: Standard 4-inch rubber/vinyl cove base is required. Offerors are responsible for verifying their own linear footage measurements. A site visit was conducted for this purpose.

Question 68: Furniture and Cubicle Moving

Please provide the approximate number of offices, workstations, and cubicles that will require moving.

Additionally, please clarify whether the contractor is responsible for disassembling and reassembling cubicle systems or only relocating movable furniture. Are electrical/data/IT disconnects and reconnections to be performed by others?

Government Response: Government personnel will perform all electrical, data, and IT disconnects/reconnects. The building layout was provided, and the site visit was offered to verify workstation counts (11 typical workstations). The contractor is permitted to lift cubicles in place or disassemble/reassemble them, provided all specified floor areas receive complete carpet removal and installation.

Question 69: Installation Phasing / Occupied Areas

Please clarify how the approximately 5,800 SF will be made available for installation. Will entire rooms or sections be cleared so the contractor can complete the work continuously, or will the work need to be performed in smaller phases while maintaining building operations and potentially moving furniture multiple times?

Government Response: The Government can accommodate either continuous execution or a phased approach by floor. During active work, affected building personnel will telework to provide clear workspace.

Question 70: Transitions and Accessories

Please identify the required transition strips, reducers, thresholds, or other flooring accessories at interfaces between the new carpet tile and existing non-carpeted flooring. Alternatively, please confirm if these accessories are not included in the contractor’s scope.

Government Response: Existing thresholds and transition strips may be removed and reinstalled. The contractor is responsible for replacing any trim or accessories damaged during removal or installation with coordinating commercial-grade transitions.

Question 71: The required carpet color/color number for Mohawk SwitchCode Umpteen (BT594), or whether the color will be selected/approved by the Government after award;

Government Response: See response to Question 61and SOW paragraph 5 which refers to the new carpet material.

Question 72: Whether there is a specified cove-base color, or whether the contractor should propose a coordinating color for Government approval.

Government Response: See response to Question 50, Question 61, and SOW paragraph 5 which references the cove-base and baseboards.

Question 73: Regarding the transitions from carpet squares to wood flooring. Does the government have the product brand and # for the contractor to acquire the same product? If so, can you please provide that information.

Government Response: The Government does not have the specific product brand or part number for the existing wood-to-carpet transitions. Reinstallation of existing transition strips is preferred. If damaged during removal, the contractor must supply and install a commercial-grade transition strip that provides a best commercial match to existing finishes for Government approval.

Question 74: In the upstairs hallway and landing at a minimum we will need to remove the quarter round from the baseboards. Will it be acceptable to remove the quarter round and reinstall if possible. Or to remove the existing quarter round and install new wood grain quarter round and stain to match existing color?

Government Response: The contractor may carefully remove and reinstall existing quarter round trim. In the event of breakage during removal, the contractor must provide and install new wood quarter round stained to match the existing baseboard and trim finish.

Question 75: Regarding the furniture and equipment, can you please list what will be moved by the customer and what will the responsibility of the contractor to move?

Government Response: Government personnel will remove all personal belongings, desktop IT equipment (computers, monitors, docking stations), and ensure cubicle electrical harnesses are safely disconnected prior to installation. The contractor is responsible for moving, lifting, or disassembling/reassembling all remaining furniture, desks, and cubicles required to complete the flooring installation.

Question 76: Will the partitions/cubicles in the shared office area upstairs be removed prior to the contractor commencing work in that area?

Government Response: No. As specified in the Statement of Work, the contractor is responsible for either lifting or disassembling/reassembling partitions and cubicles to ensure 100% floor coverage. Government personnel will not remove the modular cubicle systems.

Question 77: During the removal of the existing carpet squares if any part of the substrate is determined to be degraded or in need of repair, does the government agree that this will be classified as unforeseen conditions?

Government Response: Offerors are instructed to base their quotes on normal floor preparation (scraping, standard adhesive removal, cleaning, and minor surface patching/skimming). If major structural degradation, severe substrate failure, or unforeseen hazardous conditions are discovered upon removal of existing carpet tiles, the contractor must immediately notify the Contracting Officer in writing. Any verified differing site conditions exceeding normal preparation will be addressed through the standard

Differing Site Conditions / Changes process.

**Reminder: All offerors who provide a quote in response to FA301626Q0237 must also provide signed copies of each amendment with quote.
