About this file

Attachment 8 is an executive summary document that provides a risk ranking methodology for Treatment, Storage, and Disposal Facilities (TSDF) based on three risk levels: High, Medium, and Low. The ranking criteria assess facilities on key indicators including waste tracking precision, regulatory compliance, housekeeping practices, technological capabilities, and relationships with regulators. High-risk sites are characterized by inability to track waste, unresolved violations, poor housekeeping, negative regulator relationships, and non-compliance with environmental laws and regulations. Low-risk sites, conversely, demonstrate precise property tracking, good housekeeping, positive regulator interactions, appropriate waste management technology, and minimal or no active notices of violations.

The related federal contract opportunity is a Defense Logistics Agency (DLA) solicitation (SP4510-25-R-1001) for TSDF 3rd Party Inspections, specifically targeting Service-Disabled Veteran Owned Small Businesses (SDVOSB) under NAICS code 541620 with a $19 million size standard. Quotes are due by 2:00 p.m. Eastern Standard Time, to be submitted via email. The procurement covers commercial items/services prepared under FAR 12 and 13, with requirements for safe contractor performance, compliance with federal/state/local regulations, and potential overseas deployment using the Synchronized Predeployment and Operational Tracker (SPOT) for some locations.
