Attachment 8: Evaluation Factors and Submission Requirements for Award Basis of Award: The U.S. Fish & Wildlife Service anticipates award of between five and eight IDIQ contracts as a result of this solicitation, but reserves the right to award a greater or lesser number. Award will be made on a best-value, trade-off process pursuant to FAR subpart 15.101-1. This process permits tradeoffs among cost or price and non-cost factors and allows the Government to accept other than the lowest priced proposal. The Government may consider award to other than the lowest priced offeror or other than the highest technically rated offeror when it is in the best interest of the Government. Technical (non-cost) evaluation factors, when combined, are significantly more important than price. The Government intends to award without discussions, but reserves the right to conduct discussions if the Contracting Officer deems necessary.

Factor 1 Past Experience/Quality Offerors will be evaluated to determine whether they have performed similar contracts in terms of size, scope, and complexity to the work required in the solicitation. Quality of work submitted will be assessed. Based upon experience suitability to the requirement and level of quality in submissions, the evaluation will determine the best value to the Government. (15 Page Limit)

Submission Requirements:

· The offeror shall submit at least two samples (two samples of each three categories for total of six) of each of the following:

· Three Dimensional Exhibits

· Kiosks

· Visitor Centers (to include new or alterations of existing visitor centers or structures)

· Examples shall demonstrate how headlines, illustrations or photographs, text, captions, colors, electronic equipment, dioramas, and other elements combine to clearly communicate the intended message of clients.

· Examples shall document quality illustration, durability, and vandal resistance of craftsmanship and materials.

· Documentation may include but is not limited to plans, specifications, elevations, photographs, and perspective view of final installations.

· Projects provided for Past Experience/Quality must have been completed within the last ten (10) years.

Factor 2 Past Performance Past performance will be evaluated based upon information provided in the technical proposal. (6 Page Limit) The Government may review other sources of information for evaluating past performance. Other sources may include, but are not limited to inquires of owner representatives, past performance information retrieved through CPARS and FAPIIS using all CAGE/Unique Entity Identifiers (i.e. DUNS) of team members (i.e. partnerships, joint ventures, teaming arrangements or parent companies/subsidiaries/affiliates) identified in the offeror’s proposal. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate, and complete past performance information rests with the offeror.

Submission Requirements:

· The offeror shall submit reference information for each of the projects provided under Factor 1. Reference information shall include:

· Point of contact name

· Point of contact phone number

· Point of contact email

· Contract title

· Contract amount

Factor 3 Key Personnel/Management Plan Offerors key personnel will be evaluated to determine whether possess the requisite knowledge, skills, and abilities to successfully perform under this requirement. Management plan will be evaluated to determine the ability to effectively manage projects as well as internal and subcontracted personnel. Based upon key personnel’s suitability to the requirement and management capability, the evaluation will determine the best value to the Government. Key personnel that possess higher qualifications regarding education, experience, technical knowledge and expertise to fulfill the scope requirements may receive a more favorable rating. (10 Page Limit)

Submission Requirements:

· The offeror shall submit a management plan that clearly demonstrates through narrative the ability to select and effectively manage both in-house and subcontracted personnel. The management plan shall address the ability to manage projects under this IDIQ including developing and adhering to schedules, cost control, documenting and obtaining project phase approvals, and keeping the customer apprised of ongoing progress.

· The offeror shall submit resumes of the primary key personnel that clearly demonstrate that the offeror’s proposed personnel have the knowledge, skills, and abilities to perform all functions under this contract. Provide interpretive writer certification (for example through NAI) or provide interpretive writing samples demonstrating equivalency.

Factor 4 Sample Project The sample project narrative technical approach will evaluate the offerors understanding of the project as well as the offeror’s approach to a typical project. The price will be evaluated for fair and reasonableness, realism, and to determine realistic and reasonable application of labor hours to tasks. (4 Page Limit for Narrative portion, Proposal Schedule and Cost Proposal do not count towards limit)

Submission Requirements:

· Offer shall review the Sample Task Order Project Statement of Work (Attachment 10) and provide a narrative approach to the sample project (limited to 4 pages). Narrative shall include a brief description of the offeror’s management plan, approach to the project, project schedule, and key personnel.

· Offeror shall review the Sample Project Statement of Work (Attachment 10) and remit a completed Sample Task Order Proposal Schedule (Attachment 9) and associated backup pricing documentation using the Sample Cost Proposal Template (Attachment 12). Offeror shall detail labor categories and labor hours. Rates used shall be the same IDIQ rates proposed for Factor 5.

Factor 5 Price The Price for labor rates will be evaluated for fairness and reasonableness, but not rated.

Submission Requirements:

· The offeror shall remit a completed rate schedule (Attachment 5).

· Rate schedule shall include rates for any known subcontractors. Contractor and Subcontractor rates shall be fully loaded including any overhead, general conditions, profit, etc.

Additional Evaluation Information:

*Experience, past performance, and key personnel of subcontractors will be considered. If subcontractors will be utilized to fulfill the requirements of these evaluation factors, there shall be no deviation of subcontractors submitted at the time of proposal submission and subcontractors awarded subcontracts after Contract Award without the approval of the IDIQ Contracting Officer.

**Pages submitted beyond the stated page limits will not be evaluated.

***FWS Reserves the right to consider geographical exceptions when making final award decisions to ensure adequate coverage.
