Request for Information Master List B2025 Installation of Intrusion Detection System(IDS) and peripherals in Rooms 160 and 163
| Question # | Date Received: | Date Sent to Customer: | Question: | Customer Answer: | CONS Answer: |
| 1 | 03-Sepember-2026 | 08-Sepember-2026 | Could a walkthrough be accommodated? If so, please provide the available date and time options, required attendee information or forms, and any security or facility-access requirements. | Unfortunately, since we are approaching end of year, we do not have time to hold a site visit. | |
| 2 | 08-Sepember-2026 | 08-Sepember-2026 | UL 2050 certification and certificate holder |
Reference: SOW §2, Governing Directives and Compliance
| Section 2 requires that all work be performed in accordance with UL 2050, Standard for National Industrial Security Systems. UL 2050 certification is issued by UL through a UL-listed alarm service company holding the CRZH designation, and it covers a specific system at a specific facility. It is not a certification of the room, and the installing contractor cannot satisfy it without holding the listing. ESI does not hold it. Please confirm in writing which firm in the proposed contracting chain carries the UL 2050 CRZH listing and will issue the certificate for Building 2025. If the position is that the Government has waived a contractor-issued certificate for this effort, we require that in writing from the contracting officer. | No | ||||
| 3 | 08-Sepember-2026 | 08-Sepember-2026 | DD Form 254, facility clearance and personnel security |
Reference: SOW §4 and §7.3
| Section 4 states that personnel performing work "will not require special or higher certifications than standard personnel security clearances." Section 7.3 states the Government will provide escorts as required. Those two statements point in opposite directions. If cleared personnel are required, the installing company needs a Facility Clearance sponsored through a DD Form 254 and individual technicians need active clearances. If escorted uncleared technicians are acceptable, that needs to be stated plainly. Please provide the DD Form 254 for this effort, or confirm in writing that no facility clearance is required and that escorted uncleared personnel may perform the installation. | DD 254s are not required, escorts will be provided by the Gov’t, when required. | ||||
| 4 | 08-Sepember-2026 | 08-Sepember-2026 | Governing platform language — AMAG Symmetry |
Reference: SOW §3.1, System Platform and Integration
| Section 3.1 states that the new IDS "must be built upon the AMAG Symmetry platform." Please confirm that the Government requires AMAG Symmetry as a sole platform and will not accept substitutions. If equivalents are in fact acceptable, please confirm what the Government will accept as proof of full compatibility with the existing base access control system and the 21 SFS monitoring platform, and confirm that every bidder has been given the same instruction. A bidder pricing an equivalent against a sole-platform requirement will produce a low number that is not responsive. | This project is a connection to the existing installation AMAG system, connectivity compatibility to the current system is the primay objective to meet the project requirements and intent. Upon completion of connectivity, positive testing of system, would be proof of concept and compatibility | ||||
| 5 | 08-Sepember-2026 | 08-Sepember-2026 | Contract status, solicitation number and quote deadline |
Reference: Not addressed in the SOW or attachments
| Please confirm your firm’s position on this requirement: whether you hold an award, are preparing a bid, or are gathering market pricing. If it has not been awarded, please provide the solicitation number, the Government proposal due date, the NAICS code and any set-aside status, and state the deadline by which you need our pricing. No quote deadline accompanied the package we received. | FA251726QA040 is in the Combined Synopsis Soliciation Attachment along with the all the other information like the NAICS, Small business set aside and quote due date, which got extended to 14 Septemeber on Amendment 2 of the Soliciatiation. | |||
| 6 | 08-Sepember-2026 | 08-Sepember-2026 | Wage determination |
Reference: Not addressed in the SOW or attachments
| Please identify the applicable wage determination for this on-installation work — Davis-Bacon Act or Service Contract Act — and provide the determination number. Labor is the majority of this project and it cannot be priced without knowing which applies. | Wage Determination is in Attachment 6 - Wage Determination Under The Service Contract Act, this is a service requirement, not construction. | |||
| 7 | 08-Sepember-2026 | 08-Sepember-2026 | Room 163 device schedule |
