About this file

This document is a justification for other than full and open competition under the authority of FAR 6.302-1 for a sole source procurement. The U.S. Coast Guard Surface Forces Logistics Center seeks to contract for the services of a qualified technical representative familiar with Ansul fire suppression systems to advise on proprietary system information, ensure compliance with manufacturer procedures and standards during verification testing, and assist with testing of the system for Work Item 35 on USCGC ELM (WLB-204) during its FY22 dockside repair availability. The justification cites the need for the technical representative's expertise in Ansul system techniques, designs, testing, quality assurance, and documentation to perform the required work safely and without risk of damage to equipment. Market research included a sources sought notice, but full and open competition is deemed not feasible without access to the proprietary technical data required.
