About this file

This is a Performance Work Statement (PWS) for Task Order 2.2 under the NESDIS Consolidated Antenna & Ground Systems Contract (NCAGSS), an Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The PWS specifies operations requirements for the National Oceanic and Atmospheric Administration (NOAA) Antenna as a Service (NAaaS) program, managed jointly by the Office of Satellite and Product Operations (OSPO) and Office of Common Services (OCS). The contractor must provide 24/7 operational support for satellite antenna ground systems supporting spacecraft in Geostationary Earth Orbit (GEO), Low Earth Orbit (LEO), and Space Weather Operations (SWO) Lagrange Point Orbits, with primary work locations at the NOAA Satellite Operations Facility (NSOF) in Suitland, Maryland and the NESDIS Consolidated Backup Unit (CBU) in Fairmont, West Virginia.

Key operational requirements include satellite and antenna operational support with 99% minimum operational capability for antenna tracking; systems analysis and problem resolution; network and security operations with 24/7 monitoring; communications security (CEC) key loading requiring SECRET-level security clearance; and continuity of operations (COOP) support. The contractor must maintain comprehensive documentation and provide extensive reporting including weekly status reports, monthly progress reports, daily log reports, and metric performance reports. Critical performance objectives require 98% on-time deliverable submission, mission-critical incident response within 15 minutes during business hours and 2 hours during non-business hours, and hardware replacement within 2 hours of request. The contractor must support contract transitions, implement software updates, conduct operator training, participate in configuration management and multiple standing meetings, and manage cable infrastructure. The PWS references an IDIQ Statement of Work for general requirements and identifies 28 specific deliverables with defined submission schedules ranging from daily to annual frequencies.
