About this file

This is a Department of the Air Force Justification for Other Than Full and Open Competition (J&A) document dated March 2026 for an acquisition valued under $10 million. The 60th Contracting Squadron under Air Mobility Command (AMC) seeks to purchase material handling equipment consisting of a Raymond reach truck, model number 7200-R35TT, along with a spare battery, battery charger, and all items required for operational installation. The document indicates the reach truck model 5600-OPCT30TT shall be provided and installed as part of the system.

The contracting officer invokes 10 U.S.C. 3204(a)(1) authority citing only one responsible source, with the primary rationale being operational continuity and cost efficiency. Existing equipment in the 60th Logistics Readiness Squadron is manufactured by Raymond, mechanics are trained exclusively on Raymond equipment, and spare parts inventory is maintained only for Raymond systems. The document references a previous acquisition (contract #FA442725P0047) of two Raymond handling forklifts awarded to Lunar Holdings LLC that demonstrated small business competition exists in this market segment. To promote competition, the requirement will be solicited on sam.gov as a 100% small business set-aside. The contracting officer will determine fair and reasonable pricing in accordance with FAR Subpart 15.4. The J&A is signed by SSgt Alexander Love-Gaunt (Contracting Officer) on 01 April 2026 and Coronel Homer (Technical and Requirements Personnel) on 04 April 2026.

I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):

Agency: AMC Contracting Activity: 60th Contracting Squadron

II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):

This acquisition will limit sources by requiring the brand name Raymond. However, this limitation does not preclude small business and or competition. In fact, market research has shown a healthy amount of competition within the small business Raymond-forklift (material handler) space.

III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):

Purchase Material Handling Equipment reach truck, model number 7200-R35TT. The reach truck Model 5600-OPCT30TT shall be provided and installed, and system shall consist a) spare battery; b) battery charger, and all other items required to install an operational truck system.

IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):

10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.

V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):

The order pickers manufactured by Raymond, all our preexisting equipments in 60 LRS are manufactured by Raymond Company. Mechanic(s) are trained on Raymond handling equipments and maintains Raymond equipment spare parts only. Purchasing any other brand will cost more money on training and maintaining separate spare parts.

VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):

Previous acquisitions by 60 CONS include contract #FA442725P0047 - two (2) Raymond handling fork lifts, awarded to Lunar Holdings LLC, 7WX93. In the previous contract they also found small businesses capable of meeting this type of requirement.

This requirement shall be solicited on Sam.gov, set-aside for 100% small business to ensure competition is promoted.

VII. Determination of Fair and Reasonable Cost (RFO 6.104-1(a)(7)):

The Contracting Officer is responsible for evaluating, determining, and documenting the anticipated contract cost/price is fair and reasonable in accordance with RFO Subpart 15.4, Contract Pricing.

VIII. Any Other Facts Supporting the Justification (RFO 6.104-1(a)(9)):

N/A

IX. Actions to Overcome Barriers to Competition (RFO 6.104-1(a)(11):

Maintaining proper documentation of pricing will overcome barriers to competition if a subsequent acquisition is made. This historical pricing can be used to determine if future acquisitions are competitive or non competitive and if this brand of forklift becomes less competitive based on small business capability and pricing we can remove the barrier and open it up to different brands.
