(a) Basis for Award: This procurement will be evaluated using Price and Other Factors, as outlined in FAR 13.5.

The best value determination will be based on the policies and procedures in FAR Parts 12 (Acquisition of Commercial Items) and 13 (Simplified Acquisition Procedures). While the relative importance of factors will not be explicitly stated, all factors will be considered.

ADDENDUM TO FAR 52.212-2 Evaluation – Commercial Products and Commercial Services

(a) Basis for Award: This procurement will be evaluated using Price and Other Factors, as outlined in FAR 13.5.

The Government will award a contract to the responsible offeror whose offer, conforming to the solicitation, represents the best value to the Government. The evaluation will consider the following factors: Technical Solution, Past Performance, Business Registration, and Price.

The best value determination will be based on the policies and procedures in FAR Parts 12 (Acquisition of Commercial Items) and 13 (Simplified Acquisition Procedures). While the relative importance of factors will not be explicitly stated, all factors will be considered.

Evaluation Factors:

Factor 1 – Capability: We will evaluate your capability statement to determine if your organization, financial resources, specialized equipment, and technical expertise are sufficient to successfully meet the requirements of the Performance Work Statement (PWS).

Factor 2 – Qualification: We will review the resumes and certifications/licenses of your key personnel to verify they possess the necessary experience, skills, and credentials to perform the work outlined in the PWS.

Offerors will be invited to an interview conducted in English. We will contact you after the solicitation closes to schedule the time and location.

Factor 3 – Past Performance: This factor assesses your ability to successfully perform similar work. We will consider your past performance on contracts within the last five years. For ongoing contracts, at least twelve months of work must be finished by the date this solicitation is released.

We will review information from:

Your references

Our agency's records

Government databases

Commercial sources

Past performance databases

We may also review the past performance of your proposed subcontractors.

If we can't find relevant information about your past performance, you will receive a neutral rating. However, a lack of relevant experience may lower your overall score.

Factor 4: Price Evaluation

While price will not be scored or rated directly, it is a critical component of ensuring we receive the best value. We will thoroughly analyze your proposed pricing to determine if it is fair, reasonable, and complete, following the guidelines in FAR Subparts 13.106 and 15.404.

Completeness and Format: Please ensure your Pricing Schedule is fully completed, including pricing for the base period and all four option years. Your Price Matrix must be submitted in Microsoft Excel format, with a separate tab for each period of performance (Base, Option 1, Option 2, Option 3, and Option 4). The matrix should clearly demonstrate a logical pricing process, detailing:

Labor mix and fully burdened labor rates for each labor category.

Costs for materials and supplies (if applicable).

Proposed profit and General & Administrative (G&A) costs.

Price Reasonableness & Analysis: We will evaluate your pricing to ensure it aligns with market rates and what a prudent business would charge for similar services. This analysis will include a review of your cost breakdown and supporting documentation.

Option Year Considerations: You are only required to submit pricing for the base period and the first two one-year option periods. Do not include a price for a potential six-month extension of services. We reserve the right, as outlined in FAR 52.217-8, to extend the contract by up to six months. If we exercise this option, we will use the same rates as the last six months of the final option period.

Total Evaluated Price (TEP): For evaluation purposes, we will calculate a Total Evaluated Price (TEP) by adding the cost of the base period, all four option periods, and the potential six-month extension. This TEP will be used to assess price reasonableness and determine best value.

Balanced Pricing: We will also assess your pricing for balance across all Contract Line Items (CLINs) and sub-CLINs. Significantly unbalanced pricing – where some CLINs are dramatically overpriced or underpriced – could lead to your offer being deemed unacceptable. We are looking for a fair and equitable distribution of costs.

The Government’s acceptance of your offer, even with negotiations, will create a binding contract within the acceptance timeframe specified in your proposal.
