About this file
This document is Attachment 2 of a Blanket Purchase Agreement (BPA) Terms and Conditions that supplements FAR clause RFO 52.212-4 for commercial products and services. The BPA is a simplified monthly charge account mechanism authorizing the contractor to provide maintenance and inspection services for designated equipment during the period of 20 July 2026 to 19 July 2031.
The BPA establishes key operational parameters: individual purchase (call) orders are limited to $25,000.00, with only the Contracting Officer authorized to obligate amounts exceeding this threshold. Mission Partners personnel will use the Government Purchase Card (GPC) for decentralized orders up to $25,000.00, while orders exceeding this amount require submission to the 436th Contracting Squadron (436 CONS) for centralized processing. The contractor must waive all surcharges associated with GPC processing through U.S. Bank. An Authorized Caller List identifying individuals authorized to make purchases, their organizational components, and individual dollar limitations will be provided by the Contracting Officer and updated annually. Delivery tickets must accompany all orders and include supplier name, BPA number, purchase date, purchase number, itemized supplies or services, quantity, unit price, extensions, discounts, and delivery date. Summary invoices must be submitted monthly or upon BPA expiration, whichever occurs first, supported by receipted delivery tickets. Contractors must furnish price lists to the contracting office as requested, including all covered items with beginning and expiration dates. Any price changes or new items require updated price list submissions with up to 14 calendar days grace period between submissions. Either party may cancel the BPA at any time with 10 days written notice.
