Project: New CDC Office Suite
Location: Embassy Chancery Building
Estimated Start Date: 2024
Description: Reconfiguration of existing Computer Room 165 at the Chancery Building to the New CDC
Office Suite.
PART ONE ‐ GENERAL
1.1. Summary
Center of Diseases Control agency has a requirement of new office space at the NOB in Panama
City which shall include an office space for 1 Director, 1 Deputy director and 4 staff personnel. The
Facility Management Office has designated a currently vacant computer room which shall be reconfigured for the purpose of accommodating the agency’s requirements.
Specifications in this SOW will serve as direction for development and delivery of the renovation proposal, construction documents, and construction by a contractor. The work shall be in accordance with international professional standards of construction, safety, and diligence.
1.2. Project Description
Reconfiguration of the CDC Office, work will include but not limited to the following index:
a. Demolition of existing infrastructure of the current Computer room including ceiling tiles, HVAC, electrical conduits, etc.
b. Relocation of existing telecom rack and cables to the new equipment room.
c. Construction of new gypsum board walls.
d. Furnish and installation of new HVAC Ducting including VAV boxes, actuator, diffusor and return grilles, and connection to the existing BAS system.
e. New electric power installation for the office suite workstations.
f. Furnish and installation of new data port and telephone outlets for every workstation.
g. Relocation of fire siren strobe.
h. Furnish and installation of new ceiling tiles.
i. Furnish and installation of new LED light fixtures.
j. Built new gypsum board partitions with batt insulation for the new hard walled offices.
k. Installation of new carpet
k. Finishing coating and Paint.
1.3. Government Furnished Material (GFM)
• Wiring and connection for temperature controller to the VAV Box.
• Temperature controllers Talon Siemens.
• Cables for Telecom infrastructure; data, and telephone.
• Fire and protection accessories including sprinkles relocation and fire alarm relocation.
• VT Architectural Doors.
• Carpet tiles.
• Ceiling tiles 600mm x 600mm.
1.4. Project Requirements
1.4.1. Coordination – The Contractor shall coordinate the project requirements with the Embassy Contracting Officer’s Representative (COR).
1.4.2. The Contractor shall carry out the demolition, construction, repairs, installation, renovation, debris removal, etc. as described in this document.
1.4.3. The Contractor shall take special care of existing carpeting, walls, furniture, and fixtures which the contractor shall protect from damage or deterioration caused by the renovation activities with the use of padded cardboard or plastic coverings within the suit and adjacent area affected by the construction.
1.4.4. Construction Documents – The Contractor shall have a copy of the SOW and during onsite during the project. The coordination and supervision of all work shall be the responsibility of the Contractor. All work must be executed with minimal disruption to the traffic and operations on the work site.
1.4.5. The COR will have the right to always access the construction site, inspecting the project construction in its entirety.
1.4.6. Site access will be coordinated by the Contractor and must be in compliance with embassy security rules and regulations.
1.4.7. During construction, hold regular scheduled meetings with the COR for progress reporting and coordination.
1.4.8. The COR will determine the location of the Material/Equipment storage, Break Area, and
Toilet.
1.5. Substitutions and Product Options
Contractor's Representation: Request for substitution constitutes a representation that the
Contractor:
1.5.1. Has investigated proposed product and determined that it is equal to or superior in all respects to that specified.
1.5.2. Shall coordinate installation of accepted substitution into Work and make such other changes as may be required for Work to be complete in all respects.
1.5.3. Waives all claims for additional costs, under his responsibility, related to substitution, which subsequently becomes apparent.
1.5.4. If substitution is not approved or accepted, Contractor shall furnish specified product.
1.5.5. During Solicitation, only written requests for substitutions of products in place of those specified will be considered. Such requests must be received at least two weeks prior to Proposal Date. Requests received after that time will not be considered. Approval of substitutions will be set forth in an Amendment.
1.5.6. Requests for substitutions supported with complete data, drawings, and appropriate samples shall include data listed below:
• Product description, performance, and test data, and applicable reference standards.
• Changes required in other elements of Work because of substitution.
• Effect on construction schedule.
• Product Options: For products specified by naming several products or manufacturers, select any product and manufacturer named.
1.6. Quality Control
1.6.1. The Embassy and OBO (Overseas building operation) has the right to inspect and test all services, to the extent practicable at all times and places during the work. OBO and Facility
Personnel may perform full time quality assurance inspections [QAI] and tests during construction to confirm the work is installed according to the Construction Documents.
1.6.2. Maintain quality control over suppliers, manufacturers, products, services, site conditions, and workmanship to produce work of specified quality.
1.6.3. Contractor shall be approved by manufacturer to perform the work for the specified guarantee period.
1.7. Life Safety Protection
1.7.1. The Contractor shall ensure that the works are carried out in accordance with safety and health regulations, with particular attention given to personal protective equipment, guard rails, scaffolding, electric leads, and access ladders. The work shall meet OSHA standards ‐ http://www.osha.gov/ and/or Safety and Health Requirement
Manual, EM 385‐1‐1. (See attached SAFETY REQUIREMENTS FOR CONTRACTORS AND
SUBCONTRACTORS)
1.7.2. The Contractor shall not, at any time, leave work in an unsafe condition or any condition that might cause injury to personnel, damage to existing work, plant or equipment, but shall continue that work until it is at a safe stage.
1.7.3. Fire Protection – Immediately remove debris from demolition area.
1.7.4. Do not store debris on site for more than 48 hours.
1.7.5. All hot work requires COR approval 24 hours in advance.
1.7.6. The Contractor must provide a properly sized ABC Class fire extinguisher.
1.7.7. Storage of hazardous material will be in COR approved areas only.

CONTRACTORS AND SUBCONTRACTORS, for work applicable paragraphs.
PART TWO ‐ EXECUTION
2.1. Demolition
2.1.1. The contractor will provide restricted and control demolition work area approved by the
COR. All debris will be groups together or removed from the property daily. Dirt and rubble can be placed in a provided location until a large enough quantity is buildup or when the
COR determines the requires to be disposed of.
2.1.2. The contractor shall enclose construction area with plastic tarp or similar enclosure to prevent dust from spreading to adjacent areas. The contractor shall also protect existing walls, ceiling, and furniture from damage and dirt as described in section 1.4.3.
2.1.3. The Contractor shall remove all existing electrical elements from the existing suite including unused electric outlets on wall and ceiling, EMT conduits and utility boxes currently surface mounted, and all existing light fixtures.
2.1.4. Removal of existing ceiling tiles and aluminum structure. The Contractor shall notify the COR prior to the demolition of the existing ceiling tiles. Embassy technicians will remove the cover plates from the fire sprinkler heads and remove these tiles. The contractor shall take special care not to damage existing installation above the ceiling tiles while performing the demolition.
2.1.5. Demolition of existing gypsum wall B and unify wall A and C making a 90° (See Attachment
# 2 Office 165 CDC ‐ Floor Plan ‐ Current Layout).
2.1.6. Removal of the existing main entrance wood doors and metal frames. (This door may be reutilized within the office suite reconfiguration.)
2.1.7. Removal of the existing wood doors and metal frames of the existing HVAC closet. These doors may be reutilized within the office suite reconfiguration of the new closet rooms.
The contractor shall cut an opening from the remaining frame lintel of the removed doorway to above the tile ceiling height. This will allow for the passing of the cable bundle for the telecom rack relocation.
2.1.8. Cut the opening on the gypsum wall at the location of the new main entrance. See
Attachment #2 – Floor Plan ‐ Hard Wall Detail and Door Elevation and Current Layout for location reference and dimensions.)
2.1.9. Remove existing Air Handling Unit. The Contractor shall notify the COR prior to the removal of the AHU and coordinate the shut off water supply and other utilities for the AHU. The contractor shall take care to disconnect and remove the existing water supply and cap the existing pipes below the tile ceiling height below inside the mailroom, the COR will determine the cut off and cap location. Disconnect any ductwork, piping, or electrical connections to the air handling unit. The Contractor shall remove all existing HVAC components from the suite. Use a crane or other lifting equipment to safely remove the unit from the building and transport it to a disposal site. The COR will determine where the AHU will be relocated for storage.
2.1.10. Remove any remaining structural supports, piping, and debris from the HVAC room. The floor surface shall be clean and level.
2.1.11. Remove existing vinyl floor tiles.
2.2. Existing Telecom Rack relocation
2.2.1. The contractor shall relocate the existing telecom rack from its current location to the final location in the new equipment room. This room shall be converted into a telecom closet.
See Attachment #2 Floor Plan. Notify the COR prior to performing the relocation.
2.2.2. The Contractor shall Install new cable trays above the tile ceiling for the existing cable bundle from its source to the final location at the telecom closet.
2.2.3. The contractor may perform the relocation without disconnection of the cables from the rack. Embassy personnel from the IT Unit will be available to guide the contractor.
2.2.4. Remove the cable trays carefully without disconnecting the telecom rack.
2.2.5. Mount telecom rack over a Pallet, and move beside to the new location, dismount the telecom rack on the location indicated in the blueprints. See Attachment #10 Telecom
Plan.
2.2.6. Mount new cable trays while carefully lifting the cables until reaching the new location of the telecom rack.
2.3. Installation of new HVAC Ducting
2.3.1. The Contractor shall furnish and install new HVAC ducting for the office suite. See
Attachment #4 Mechanical Plan and Details.
2.3.1. Furnish and install 5 new perforated return air grille 600mm x 600mm 150L/S (Price 10
Series Perforated Return Grille or similar approved by COR) with O.B.D. (Price VCS3 opposed blade damper or similar approved by COR). See Attachment # 4 CDC Office 165
– Mechanical Plan.
2.3.3. Furnish and install 6 new Price brand air vent diffusers model ASCD 600mm x 600mm to work with the new 8” VAV Boxes according to the new office layout. See Attachment #4

2.3.4. Furnish and Install 3 new VAV Box Model TSS‐EH‐8 and 1 VAV Box model TSS‐EH‐10 manufactured by Johnson Controls. 3 VAV covering 4 areas.

2.3.5. Furnish and install new rough in conduit and 4x4 outlet box for each of the new VAV Box actuators. See Attachment # 4 OFFICE 165 – CDC Proposed MECHANICAL Plan
2.3.6. Furnish and install rough in conduit and 4x4 outlet box, conduit connection for each of the room temperature sensor to the VAV Box actuator. 4 total.
2.3.7. Furnish and install four (4) VAV Box actuators, size determined in the drawings. (Siemens
Predator 587‐103). See Attachment #4 Mechanical Plan for Location.
2.3.8. Furnish and install new transfer ducts – See Attachment #4 Mechanical Plan for Location.
2.4. Construction of new Partitions.
2.4.1. Build 2 new private hard wall offices with the measurements in the drawings attached.
(See Attachment # 2 OFFICE 165 ‐ Floor Plan ‐ New Hard Walls) with Gypsum Wall Board for wall specifications. The Contractor shall verify all measurement on site and notify COR of any variation found. The COR must approve any changes to the measurements.
2.4.2. Patch, mud and sand all new wall partitions to smooth finish.
2.4.3. Furnish and install new hollow metal frames for the two new private hard wall offices, main entrance and the new entrance to the new equipment room at room 166 in compliance with ANSI A250.8 and with details indicated for type and profile see Attachment #2 ‐ Floor
Plan ‐ Door and Frames Details. Frames shall be fabricated in full‐welded unit construction, with corners mitered, reinforced, and continuously welded full width of miter. Knockdown frames are acceptable for drywall. Form frames from cold‐ or hot‐rolled steel sheet of the following thicknesses: Wide 1.5mm, Gauge 16.

2.4.5. Install three new Government Provided 1‐3/4” bonded mineral core wood veneer
Architectural door from VT Industries Heritage Series with Savannah Mahogany finish
#SA02. (See Specification DOOR‐VT‐Specs.)
2.4.6. Install Corbin Russwin Mortise ML2051 lock with Newport NSM trim.
2.4.7. Furnish and Install Bommer 5000 Full Mortise Door Hinges at 4‐1/2” height for the 4 doors.
See Specification Corwin Russwin – Mortise Lock Catalog.
2.4.8. Furnish and install approximately 63 lineal meters of 4” vinyl cove base (color black) for the new wall partitions, use brand M‐D Materials or similar approved by COR. For installation, contractor shall glue the vinyl cove base using Contact Cement of industrial grade following manufacturer instructions for application. The contractor shall perform this activity after completing the carpet installation.
2.4.9. Furnish and install approximately 6.5m2 of 12”x12” vinyl floor tiles with a similar color for the equipment room, use brand M‐D Materials or similar approved by COR. For installation, contractor shall glue the vinyl tile using Contact Cement of industrial grade following manufacturer instructions for application.
2.5. Electrical Installations
2.5.1. The contractor shall provide ¾” EMT conduits with full compression steel fittings.
2.5.2. Furnish and Install 14 (fourteen) 20A/120V Duplex Receptacle Hubbell electric outlet and
14 (fourteen) two‐gang two duplex receptables stainless steel outlet covers and connect to the existing panel on room. (See Attachment # 8 Office 165 CDC Proposed – Plan Plan Proposed)
2.5.3. Furnish and Install 16 Led panels 600mmx600mm, 40 Watts, 4100K, 100‐277V, LUXOLAR or similar lighting fixtures. (See Attachment # 7 Office 165 CDC – Proposed Lighting Plan)
2.5.4. The Contractor shall hard wire 1 of the LED fixtures (labeled F1B) to the local battery unit for emergency egress. (See Attachment # 7 Office 165 CDC – Proposed Lighting Plan)
2.5.5. Furnish and install 3 independent light switches Leviton 20A 120/277V AC or like control two sets of LED fixtures. The light switch plate shall be a single brushed stainless‐steel cover to house the 3 light switches. The grounding cable shall be color coded green, neutral and independent. (See Attachment # 8 Office 165 – Proposed Power Plan)
2.5.6. Furnish and install three (3) ¾” EMT conduit and three (3) new 4x4 outlet box for the new temperature sensor outlets.
2.5.7. Furnish and Install 4 (four) LEV‐OSP20‐RD0 Power Pack 20A 120/277V W/Relay and an
Occupancy Sensors LEV‐OSC20‐MOW 360 186 m2 Power Pack or similar in each office space area. See Attachment #7 Lighting Plan.
2.5.8. Furnish and install 4 new circuit brakers for VAV (Siemens 20A 480V or similar approved by
COR) with O.B.D. See Attachment # 4 OFFICE 165 – CDC Proposed MECHANICAL Plan
2.6. New data port and Telephone outlets
2.6.1. Furnish and install rough in conduit for 7 new telecom outlets. Conduit shall be ¾” EMT inside the GWP wall and above the suspended ceiling. Furnish and install 4x4 outlet boxes for each of the new outlets. Install pull strings for cabling.
2.6.2. Cables: US Embassy personnel will install data and telephone cables after the contractor has completed the conduit infrastructure.
2.7. Ceiling Installation
2.7.1. Furnish and install new suspended tile ceiling system according to the new office layout.
2.7.2. The Contractor shall notify the COR of any Fire sprinkler head that require relocation, the
Embassy personnel shall perform relocation if required.
2.7.3. Install a GFM nodular, or cast or molded, mineral‐base acoustical panels for acoustical panel ceiling Ultima Beveled Tegular Product Number 1911M, as manufactured by Armstrong World Industries, Inc. See Attachment #4 Reflected Ceiling Plan for layout and location of devices.

2.7.5. The contractor shall provide manufacturer's standard direct‐hung metal suspension systems of types, structural classifications, and finishes indicated that comply with applicable requirements in ASTM C 635.
2.7.6. Provide manufacturer's standard factory‐applied finish for type of system indicated.
2.7.7. Finish coating shall comply with ASTM C 635 requirements for "Coating Classification for
Severe Environment Performance".
2.7.8. The contractor shall size for five times the design load indicated in ASTM C 635, Table
1,"Direct Hung," unless otherwise indicated.
2.7.9. Anchors: Concrete anchors of type and material indicated below, with holes or loops for attaching hangers of type indicated and with capability to sustain, without failure, a load equal to five times that imposed by ceiling construction, as determined by testing per
ASTM E 488 or ASTM E 1512 as applicable, conducted by a qualified testing and inspecting agency.
1) Type: Post‐installed expansion anchors.
2) Corrosion Protection: Stainless‐steel components complying with ASTM F 593 and
ASTM F 594, Group 1 alloy 304 or 316 for bolts; alloy 304 or 316 for anchor.
3) Power‐Actuated Fasteners in Concrete: Fastener system of type suitable for application indicated, fabricated from corrosion‐resistant materials, with clips or other accessory devices for attaching hangers of type indicated, and with capability to sustain, without failure, a load equal to 10 times that imposed by ceiling construction, as determined by testing per ASTM E 1190, conducted by a qualified testing and inspecting agency.
2.7.10. Wire Hangers, Braces, and Ties: The contractor shall provide wires complying with the following requirements:
1) Zinc‐Coated Carbon‐Steel Wire: ASTM A 641/A 641M, Class 1 zinc coating, soft temper. Size: Select wire diameter so its stress at three times hanger design load (ASTM C 635, Table 1, "Direct Hung") will be less than yield stress of wire but provide not less than 3.5‐mm‐ diameter wire.
2) Flat Hangers: Mild steel, zinc coated or protected with rust‐inhibitive paint.
3) Angle Hangers: Angles with legs not less than 22 mm wide; formed with 1‐ mm‐ thick, galvanized steel sheet complying with ASTM A 653/A 653M, Z275 coating designation; with bolted connections and 8‐mm‐ diameter bolts.
2.7.11. Seismic Stabilizer Bars: Manufacturer's standard perimeter stabilizers designed to accommodate seismic force.
2.7.12. Seismic Struts: Manufacturer's standard compression struts designed to accommodate seismic forces.
2.7.13. Seismic Clips: Manufacturer's standard seismic clips designed and spaced to secure acoustical panels in‐place.
2.7.14. Impact Clips: Where indicated, provide manufacturer's standard impact‐clip system designed to absorb impact forces against acoustical panels.
2.7.15. The design and specifications for the metal suspension system is based on products manufactured by Armstrong World Industries, Inc. The contractor may submit for approval by the COR equivalent product that comply with same or similar following requirements:
1) Narrow‐Face, Uncapped, Double‐Web, Steel Suspension System: Main and cross runners roll formed from cold‐rolled steel sheet, pre‐painted, electrolytically zinc coated, or hot‐dip galvanized according to ASTM A 653/A 653M, not less than G30
(Z90) coating designation, to produce structural members with 15 mm wide faces.
2) Structural Classification: Heavy‐duty system.
3) Face Design: With 1/8‐inch (3.2 mm) wide, slotted, box‐shape flange.
4) Face Finish: Painted in color as selected from manufacturer's full range.
5) Reveal Finish: Painted in color as selected from manufacturer's full range.
6) Basis‐of‐Design Product: Silhouette® XL 1/8" Reveal, 9116" Bolt Slot System, as manufactured by Armstrong World Industries, Inc.
2.8. Carpet Installation
2.8.1. The Contractor shall install Government provided nylon modular carpet model Iconic
Earth style Metalmorphic pattern manufactures by Mohawk Group.
1) Tile size: 32” x 36”
2) Installation style: Brick Ashlar or Harringbone.
2.8.2. Examine substrates, areas, and conditions for compliance with requirements for maximum moisture content, alkalinity range, installation tolerances, and other conditions affecting carpet performance. Verify that substrates and conditions are satisfactory for carpet installation and comply with requirements specified by the Manufacturer.
2.8.3. The Contractor shall verify that concrete slab complies with ASTM F 710 and the following:
1) Slab substrates are dry and free of curing compounds, sealers, hardeners, and other materials that may interfere with adhesive bond. Determine adhesion and dryness characteristics by performing bond and moisture tests recommended by the Carpet manufacturer.
2) Moisture Testing: Perform tests recommended by manufacturer. Proceed with installation only after substrates pass testing. The surface shall be completely dry.
3) Subfloors are free of cracks, ridges, depressions, scale, and foreign deposits.
2.8.4. Use trowelable leveling and patching compounds, according to manufacturer's written instructions, to fill cracks, holes, depressions, and protrusions in substrates. Fill or level cracks, holes, and depressions 1/8 inch (3 mm) wide or wider, and protrusions more than
1/32 inch (0.8 mm), unless more stringent requirements are required by manufacturer's written instructions.
2.8.5. Remove coatings, including curing compounds, and other substances that are incompatible with adhesives and that contain soap, wax, oil, or silicone, without using solvents. Use mechanical method recommended by the Manufacturer.
2.8.6. Broom and vacuum clean substrates to be covered immediately before installing carpet.
After cleaning, examine substrates for moisture, alkaline salts, carbonation, or dust.
Proceed with installation only after unsatisfactory conditions have been corrected.
INSTALLATION
2.8.7. Install carpet using Direct‐Glue‐Down Installation method according to the Carpet and Rug
Institute for commercial installation (CRI – 104).
1) Layout: lay down bent or wrapped carpet tile in the area in which to be installed 24 hours prior to actual installation.
2) Floor Adhesive: Select the appropriate adhesive and trowel notching recommended by the carpet manufacturer and/or adhesive supplier or refer to the CRI 104 as a minimum. Attain 100% transfer of the floor adhesive into the carpet backing, while maintaining full coverage of the floor.
3) Spread the floor adhesive uniformly over the subfloor with the specified trowel.
Trowel notches wear down during use. Maintain proper trowel size throughout the installation. After sufficient open time, press the carpet into the adhesive and roll with an appropriate roller.
4) Seam Adhesive: Apply a 3.2 mm continuous bead of seam adhesive to the base of the first edge, where the face yarn enters the backing to seal the first edge as well as the second when the edges are butted, together to form the seam.
2.8.8. Comply with written recommendations for seam locations and direction of carpet; maintain uniformity of carpet direction. At doorways, center seams under the door in closed position.
1) Bevel adjoining border edges at seams with hand shears.
2) Level adjoining border edges.
2.8.9. Do not bridge building expansion joints with carpet.
2.8.10. Cut and fit carpet to butt tightly to vertical surfaces, permanent fixtures, and built‐in furniture including cabinets, pipes, outlets, edgings, thresholds, and nosing. Bind or seal cut edges as recommended by carpet manufacturer.
2.8.11. Extend carpet into toe spaces, door reveals, closets, open‐bottomed obstructions, removable flanges, alcoves, and similar openings.
2.8.12. Install pattern brick ashlar, random, or half lap.
CLEANING
2.8.13. Perform the following operations immediately after installing carpet:
1) Remove excess adhesive, seam sealer, and other surface blemishes using cleaner recommended by carpet manufacturer.
2) Remove yarns that protrude from carpet surface.
3) Vacuum carpet using commercial machine with face‐beater element.
2.8.14. Protect installed carpet to comply with CR1 104, Section 15, "Protection of Indoor
Installations."
1) Restrict traffic over adhesive installations for a minimum of 48 hours to allow proper adhesive cure.
2) Restrict exposure to water from cleaning or other sources for a minimum of 30 days.
3) If required to protect the finished floor covering from dirt or paint, or if additional work is to be done after the installation, cover it with non‐staining building material paper.
4) Protect the installation from rolling traffic by using sheets of hardboard or plywood in affected areas.
2.8.15. Protect carpet against damage from construction operations and placement of equipment and fixtures during the remainder of construction period. Use protection methods indicated or recommended in writing by carpet manufacturer.
2.9. Finishing Details
2.9.1. Paint all walls, existing and new, with anti‐fungus latex paint existing and new wall partition.
Pintuco Koraza Base White or similar quality approve by the COR. The contractor shall also paint any stained or dirty adjacent walls affected during the construction.
2.9.2. Final Clean Up.
2.9.3. All works performed shall be finish to the embassy standards. The Contractor shall notify the COR the schedule for the final delivery of the work. The COR will then coordinate with the Contractor for a final inspection and acceptance of the project. If required, the COR may remit a final punch list of items for repairs and schedule for the completion of the required repairs or improvements for a final acceptance of the works.

Overview ML2000 Series
Quality The ML2000 Series is a Grade 1 mortise lock designed to meet the rigors of high-traffic commercial, institutional, industrial and government applications.
Constructed of heavy-gauge steel, the lockbody features our patented Quick Reversible latchbolt, and a 1" stainless steel deadbolt. A wide variety of trim designs and functions and a 10-year warranty lend to the ML2000’s versatility and reliability, making it the ideal choice for use in offices, schools, hospitals, hotels and other high-use applications.
Security Further discourage intrusion and abuse with the ML2000VR (Vandal Resistant) series mortise lock. This lock features vandal-resistant stainless steel escutcheons with tapered edges and Torx® pin tamper resistant screws. When matched with Corbin Russwin patented high-security cylinders, any door can become a formidable barrier to intruders.
