This is a Request for Quotation (RFQ) for commercial electrical services issued by the 4th Contracting Squadron at Seymour Johnson Air Force Base in North Carolina. The solicitation number is FA480926Q0030, issued on May 5, 2026, with an offer due date of May 18, 2026 at 10:00 AM local time. The acquisition is a 100% small business set-aside, with a NAICS code of 238210 (electrical contractors) and a size standard of $19,000,000. The contract will be awarded on a firm fixed-price basis to a single responsible quoter whose offer provides the best value to the Government.

The Government seeks complete turn-key installation of new electrical circuits and outlets at eight unaccompanied military housing (dormitory) buildings: 3613, 3614, 3615, 3616, 3603, 3605, 3606, and 3607. For each building, the contractor must provide all labor, materials, and equipment to install two new 20-amp, 120-volt GFCI circuits powering eight new 15-amp duplex receptacles located in ground-floor stairwells at the east and west ends. Eight separate contract line items (CLINs 0001–0008) are provided, one for each building, each with a quantity of one unit. Performance is required within 90 calendar days from the date of award. The delivery location and place of performance is Seymour Johnson AFB, North Carolina. Quoters must submit three parts: a price proposal (completing SF 1449), past performance information (no more than three relevant contracts within the past three years), and technical capability documentation including a valid, current state-issued electrical contractor license in good standing. A mandatory site visit is scheduled for May 11, 2026 at 9:00 AM EDT at the Seymour Johnson Visitors Center; contractors must RSVP by May 8 at 4:00 PM EDT. Award will be evaluated based on price, technical capability, and past performance quality, with emphasis on recency, relevancy, and performance on similar-scope projects. Offerors must also comply with numerous special contract requirements including required insurance (workers' compensation, general liability, and automobile liability), health and safety standards, contractor access procedures, and base-specific regulations (mandatory seatbelts, cell phone restrictions, traffic rules). Telegraphic and telefax proposals are not acceptable; all initial proposals and revisions must be submitted via email prior to the offer due date.
