About this file
This is a Statement of Work (SOW) for electrical outlet installation at Seymour Johnson Air Force Base in North Carolina, dated April 7, 2026. The requirement involves supplying and installing new Ground Fault Circuit Interrupter (GFCI) protected electrical circuits and duplex receptacles in eight unaccompanied military housing buildings. Specifically, the contractor must install one new 20-amp, 120-volt GFI protected circuit in each of the east and west end ground floor stairwells across all eight buildings, totaling 16 circuits powering 64 duplex receptacles (4 per stairwell). The work includes routing approximately 360 feet of conduit per facility (approximately 2,900 linear feet total), installing PVC conduit and #12 THWN-THHN copper wiring in surface-mounted configurations, creating exterior envelope penetrations, installing new 20-amp single-pole circuit breakers in existing Siemens electrical panels, and proper labeling and testing of all components.
All materials must be new, code-compliant, and listed by a nationally recognized testing laboratory. Work must conform to the National Electrical Code (NFPA 70), U.S. Army Corps of Engineers Safety Manual 385-1-1, UFC 3-501-01, and UFC 3-520-01. The contractor must designate an on-site Project Lead, submit a project schedule within seven business days of contract award, provide daily progress reports, protect government property, perform daily cleanup, and coordinate facility access at least three calendar days in advance. Each building must be completed within ten calendar days of work commencement, with a total project period of performance of 90 calendar days. Final acceptance requires successful joint walkthroughs, verified completion to specifications, successful testing of all receptacles with GFI protection, updated panel directories, and proper site cleanup. The government will provide site access during normal duty hours (0700-1600), a designated point of contact, marked-up drawings identifying intended conduit routes, and a designated laydown area for material storage.

STATEMENT OF WORK
FOR DORM CAMPUS RECEPTACLE ADDITION
Requirements and Optimization Section Seymour Johnson Air Force Base (AFB) North Carolina 4/7/2026
1.0 INTRODUCTION & BACKGROUND
1.1 Location: Unaccompanied Military Housing, Eight (8) Buildings Areas of work: Exterior hallway, electrical room, ground floor stair well.
1.2 Background: A determination has been made for the need of 4 duplex receptacles to be installed on each building’s ground floor stairwells. The buildings are of the same general design.
2.0 PURPOSE
2.1 The primary objective is to supply and install a new GFI protected electrical circuits to each east and west end ground floor stairwell, powering four (4) new duplex receptacles that meet NEC and appropriate NEMA ratings, per stairwell. The new receptacles shall provide safe, accessible power for authorized use. All work will be performed on a building-by-building basis to minimize disruption to residents.
3.0 SCOPE
3.1 Project Magnitude: The overall scope of this project involves the installation of a new 20-amp GFI protected circuit and four (4) duplex receptacles in each designated ground floor stairwell. The contractor is responsible for all labor, materials, and equipment to complete the installation, from the electrical panel to the final receptacle. The contractor shall be required to install circuits in all locations designated by the government Point of Contact (POC).
3.2 General Work Requirements:
3.2.1 Circuit Installation: Route a new dedicated 20-amp, 120-volt, GFI protected circuit from the designated electrical panel at each building to each east and west end ground floor stairwell. The total conduit run from the electrical panel is approximately 360 feet per facility. Total run length must be field verified by the contractor.
3.2.2 Conduit and Wiring: Install PVC conduit, wiring, and junction boxes in a clean, professional manner in accordance with attached drawings. Those drawings are nominal and all routes must be field coordinated with government POC. All wiring shall be run in surface-mounted conduit in a clean and professional manner as appropriate for the site conditions. The conduit, fittings, and hangars shall be painted the same general color as the surface to which it will be mounted. Those colors are white and brick red. This painting should be done in manner which does not allow for overspray on the surface to which it will be mounted.
3.2.2.1 Exterior Enclosure Penetrations: The contractor will be required to create a single exterior envelope penetration per facility to run conduit from interior electrical panel to exterior of facility. This penetration must be made in a clean professional manner. This penetration must be sealed to maintain the integrity of the exterior enclosure.
3.2.3 Receptacle Installation: Install four (4) Duplex, receptacles in each stairwell at locations nominally shown on attached drawings. The receptacles are intended to serve bike racks. Final installation location will be field verified with government POC.
3.2.4 Panel Work: Install a new 20-amp single-pole circuit breaker in the designated panel for each new circuit. Breakers shall be of the type designed for panel. Panels are Siemens with bolt on type breakers. Breaker types will be field verified. All panel work must be performed neatly, and the panel directory shall be updated to reflect the new circuit.
3.2.5 Labeling: All new receptacles, junction boxes, and circuit breakers shall be clearly and professionally labeled following the same format in existing panels.
3.3 Discovery of Unforeseen Conditions: During the execution of work, the contractor is required to immediately report any pre-existing electrical code violations, panel capacity issues, or other hazardous conditions discovered in the work area to the government POC for directions before proceeding.
4.0 CONTRACTOR REQUIREMENTS
4.1 The Contractor shall designate in writing a dedicated, on-site Project Lead responsible for the successful execution of this requirement. The Contractor shall develop and maintain a project schedule, coordinating all work activities and site access with the designated Government Point of Contact (POC) or Contracting Officer's Representative (COR). Access to all facilities and associated electrical rooms shall be requested no less than three (3) calendar days in advance.
4.2 Property Protection: Before work begins in any area, the contractor shall protect all government property and resident walkways.
4.3 Cleanup: The contractor shall perform daily cleanup of the work area. All construction debris, packaging, and old material must be removed from the site and disposed of legally and properly. Upon completion of each building, the work area must be returned to its original state of cleanliness. The contractor will be responsible for repairing any turf or sod damage caused by vehicles on the project site.
4.4 System Interruption: Should the work require a temporary shutdown of the main electrical panel, the contractor must coordinate the shutdown with the government POC at least five (5) business days in advance to ensure residents can be properly notified.
5.0 TECHNICAL REQUIREMENTS
5.1 The Contractor shall furnish and install all electrical materials, components, and equipment required for the completion of this project. All materials shall be new, free from defects, and listed and labeled by a nationally recognized testing laboratory (NRTL) for their intended purpose. The Contractor shall ensure that all work and materials fully comply with the most current editions of all applicable codes, standards, and regulations, including but not limited to:
· National Electrical Code (NEC) (NFPA 70)
· U.S. Army Corps of Engineers Safety Manual 385-1-1
· UFC 3‐501‐01 Electrical Engineering
· UFC 3‐520‐01 Interior Electrical Systems
· Unified Facilities Guide Specifications (UFGS), particularly those pertaining to electrical systems (Division 26 and 33)
6.0 PERIOD OF PERFORMANCE
Work shall be executed on a building-by-building basis to ensure minimal disruption. Upon commencement of work within a given facility, the Contractor shall complete all specified tasks for each facility within ten calendar days. Total period of performance will be 90 calendar days.
DELIVERABLES

8.0 GOVERNMENT-FURNISHED ITEMS
8.1 Access and POC: The Government will provide access to the worksites, including all necessary rooms and electrical panels, during normal duty hours (0700-1600). The Government will also provide a designated POC for all coordination.
8.2 The Government has performed a comprehensive initial survey to identify areas where receptacles are to be installed. The government has provided its intended locations for conduit runs in the form of marked up drawings. These drawings are not representative of all site conditions and final installation must be field verified.
