About this file

This is a Solicitation and Blanket Purchase Agreement (BPA) pricing schedule and terms document for the U.S. Food and Drug Administration (FDA), Office of Applied Microbiology and Technology (OAMT). The FDA seeks to establish a five-year BPA for procurement of one Agilent 4150 TapeStation System Bundle (Model G2992A) with the ability to purchase additional units, proprietary ScreenTape consumables, accessories, replacement parts, and maintenance and support services. The requirement encompasses five product/service categories: (1) Agilent TapeStation Instrumentation; (2) Proprietary Agilent ScreenTape Consumables and Reagents; (3) Accessories, Replacement Parts, and Ancillary Supplies; (4) Maintenance and Support Services (Agilent CrossLab Silver Service Plan); and (5) Software, Firmware, and Software Support Services. The initial Agilent 4150 TapeStation System must be delivered within 30 calendar days of BPA award; subsequent orders for consumables and accessories must be fulfilled within 10 business days; additional instrumentation units within 30 calendar days; and software/firmware updates within 30 calendar days of manufacturer release.

This is a total small business set-aside (1,000 employee threshold for NAICS 334516) using FAR Part 12 commercial acquisition procedures. All unit prices must be firm-fixed for the full five-year performance period with no option years. Award will be made to the lowest-priced, technically acceptable vendor based on evaluation criteria including technical capability (pass/fail), authorized Agilent reseller/service provider status, past performance references from the prior 3-5 years (acceptable/neutral/unacceptable), and price reasonableness. Technical capability is weighted significantly higher than price. Quotations are due July 17, 2026, at 10:00 AM Eastern Time, submitted via email to Michele.Jackson@fda.hhs.gov with questions due by July 10, 2026. Vendors must submit three volumes: Volume I (Technical specifications and capability documentation, excluding pricing); Volume II (completed BPA Pricing Schedule with all fully-loaded unit prices across all CLINs); and Volume III (Past Performance references with minimum two references including contact information). Offers must include the SF 18 form and Buy American Certificate. The Contracting Officer is Michele Jackson. All invoices must be submitted electronically through the U.S. Department of Treasury's Invoice Processing Platform (IPP).

Attachment 6 – Solicitation BPA Agilent TapeStation Blanket Purchase Agreement – Agilent 4150 TapeStation System, Consumables, Accessories, and Maintenance Services Section 1 – General Information & Summary of Requirement This is a Request for Quotation (RFQ) for commercial products prepared in accordance with the commercial acquisition procedures of FAR Part 12. The Solicitation number is HFP-2026-133932. The NAICS Code for this requirement is 334516.

This acquisition is a total small business set aside.

The small business size standard for this NAICS code is 1,000 employees. The full table of size standards is available at: https://www.sba.gov/document/support-table-size-standards Description of Requirement:

The U.S. Food and Drug Administration (FDA), Office of Applied Microbiology and Technology (OAMT), has a requirement to establish a five (5) year Blanket Purchase Agreement (BPA) to support the procurement of one (1) Agilent 4150 TapeStation System Bundle (Model G2992A), with the ability to purchase additional units, proprietary ScreenTape consumables, accessories, replacement parts, and associated maintenance and support services throughout the full five-year period of performance, as outlined in Attachment 1 - Statement of Work (SOW).

OAMT currently operates Agilent TapeStation instrumentation integrated into validated standard operating procedures (SOPs), quality control workflows, and ongoing genomic microbiology research protocols. The laboratory relies on the Agilent TapeStation platform for DNA and RNA quality control analysis, including determination of nucleic acid concentration, fragment size distribution, and integrity prior to downstream applications including next-generation sequencing (NGS), whole genome microarray, and quantitative polymerase chain reaction (qPCR) workflows.

Establishment of this BPA will allow OAMT to:

Procure one (1) Agilent 4150 TapeStation System as the initial requirement under the BPA, with the ability to order additional units as laboratory needs evolve.

Place additional orders for consumables, accessories, and maintenance services throughout the five-year period of performance on an as-needed basis via individual BPA calls.

Reduce administrative burden associated with repetitive procurements for proprietary Agilent products and services.

Ensure continuity of laboratory operations and validated workflows over the full five-year period of performance.

The BPA will cover the following five (5) categories of products and services:

Category 1: Agilent TapeStation Instrumentation Category 2: Proprietary Agilent ScreenTape Consumables and Reagents Category 3: Accessories, Replacement Parts, and Ancillary Supplies Category 4: Maintenance and Support Services (Agilent CrossLab Silver Service Plan) Category 5: Software, Firmware, and Software Support Services Section 2 – Period of Performance / Delivery The period of performance for this BPA is five (5) continuous years from the effective date of BPA award. 352.239-78 Information and Communication Technology Accessibility Notice (FEB 2024 Deviation)

Section B – Evaluation Basis for Award Award will be made to the lowest-priced vendor whose quote is determined to be technically acceptable. Technical acceptability will be determined on a pass/fail basis against the salient characteristics and minimum requirements of the requirement. Quotations that do not meet all salient characteristics will be determined technically unacceptable and will not be considered for award. Price will be evaluated for reasonableness.

The Government will evaluate quotations against the following factors:

· Technical Capability: The vendor's demonstrated ability to provide genuine Agilent OEM products and services across all five (5) categories for the full five-year period of performance, including compatibility with Government-owned Agilent TapeStation instrumentation and validated laboratory workflows, and compliance with all technical requirements specified in the attached SOW.

· Authorized Status: Confirmation that the vendor is a current, authorized Agilent reseller and/or service provider, with the ability to maintain that status for the full five-year period of performance.

· Past Performance: References were 3 to 5 years prior and applicable to this requirement and evaluated as acceptable, neutral or unacceptable

· Price: Evaluated for reasonableness and completeness across all CLINs. All unit prices must be firm-fixed for the full five-year period of performance The Government will evaluate offers for award purposes by considering the total estimated BPA value across all five categories for the full five-year period of performance. Quotations that do not meet all technical requirements and salient characteristics specified in the attached SOW will be determined technically unacceptable and will not be considered for award.

Section C – Instructions to Vendors 52.212-1 – Instructions to Vendors—Commercial Products and Commercial Services (NOV 2025) Applies in its entirety except as modified below Addendum to FAR 52.212-1.

(a) Submission of offers. Submit signed and dated offers via email to Michele.Jackson@Fda.hhs.gov at or before the exact time specified in this solicitation. As a minimum, offers shall include—

1. The solicitation number;

2. The name, address, and telephone number of the Vendor;

3. The Vendor's Unique Entity Identifier (UEI) and, if applicable, Electronic Funds Transfer (EFT) indicator;

4. Information necessary to evaluate the factors contained in the provision at 52.212-2 or as described in the solicitation;

Responses to provisions that require Vendor completion of information, representations, and certifications (other than those collected via the System for Award Management (SAM)); and A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and any solicitation amendments.

(b) Period for acceptance of offers. The Vendor agrees to hold the prices in its offer firm for 180 calendar days from the date specified for receipt of offers.

(c) Late submissions, modifications, revisions, and withdrawals of offers.

Vendors are responsible for submitting offers and any modifications or revisions to the Government office designated in the solicitation by the time specified in the solicitation.

Any offer, modification, or revision received after the time specified for receipt of offers is "late" and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition. However, a late modification of an otherwise successful offer that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted.

Vendors may withdraw their offers by written notice to the Government received at any time before award.

(d) BPA award. The Government intends to evaluate offers and award a BPA without discussions with vendors. Therefore, the Vendor's initial offer should contain the Vendor's best terms. However, the Government reserves the right to conduct discussions, if necessary. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.

a) Evaluation factors. The Government will award a contract resulting from this solicitation to the Vendor responsible whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

· Technical Capability: The vendor's demonstrated ability to provide genuine Agilent OEM products and services across all five (5) categories for the full five-year period of performance, including compatibility with Government-owned Agilent Tape Station instrumentation and validated laboratory workflows, and compliance with all technical requirements specified in the attached SOW. (Pass/Fail)

· Authorized Status: Confirmation that the vendor is a current, authorized Agilent reseller and/or service provider, with the ability to maintain that status for the full five-year period of performance.

· Past Performance: The vendor must demonstrate successful delivery, installation and maintenance within the last 3 - 5 years for a Agilent 4150 Tape Station System or equivalent. (Acceptable/Neutral/Unacceptable)

· Price: Evaluated for reasonableness and completeness across all CLINs. All unit prices must be firm-fixed for the full five-year period of performance

Technical capability is significantly more important than the price.

(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful vendor within the time for acceptance specified in the offer, shall result in a Blanket purchase agreement without further action by either party. Before the vendor’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
