About this file
This is a Statement of Work (SOW) for a five-year Blanket Purchase Agreement (BPA) to procure Agilent 4150 TapeStation instrumentation, consumables, accessories, and maintenance services for the FDA's Office of Applied Microbiology and Technology (OAMT). The initial requirement includes one Agilent 4150 TapeStation System Bundle (Model G2992A) to be delivered no later than 30 days after award, with the Government reserving the right to purchase additional units and related products throughout the performance period. The instrumentation is required to support DNA and RNA quality control analysis for genomic microbiology research, next-generation sequencing workflows, and related laboratory applications. The system must process up to 16 samples per run, deliver complete analysis results within 20 minutes, and be fully compatible with existing Government-owned instrumentation and validated standard operating procedures.
The SOW encompasses five categories of deliverables: (1) Agilent TapeStation instrumentation units; (2) proprietary ScreenTape consumables and reagents; (3) accessories, replacement parts, and ancillary supplies; (4) Agilent CrossLab Silver Service Plan maintenance services including one preventive maintenance visit per 12-month period and repair services with specific response times (acknowledgment within 4 business hours, on-site arrival within 2 business days, system restoration within 5 business days); and (5) software, firmware, and support services. All consumables must be genuine Agilent OEM products with a minimum of six months remaining shelf life at delivery. The contractor must maintain status as an authorized Agilent reseller and service provider, with all maintenance performed by OEM-trained and authorized personnel. Performance metrics include 95% minimum system uptime during scheduled business hours per 12-month service period, consumable and accessory fulfillment within 10 business days, and field service reports submitted within 5 business days of each maintenance event. The BPA includes remedies for non-performance including failure to deliver the initial instrument within 30 days of award, missed response time standards, and use of non-OEM parts without approval.
