Big Bend National Park (BIBE) Pest Control Service
General Pest and Termite Control Performance Work Statement
Three types of pest control service are required: General Pest Control, Termite Control, and
Manhole/Sewer Pest Control. Reference attached Integrated Pest Management Project Locations for specific service type per location. Attachments also lists address and GPS coordinates to assist in providing site aerial view via web-based satellite imaging.
GENERAL PEST CONTROL
Service the Residence and Structure areas listed on a quarterly pest management schedule. If visible pest activity is noted either at the time of the inspection or in between quarterly visits appropriate measures to eliminate the activity shall be taken.
Pests covered in this service are Ants – (fire, carpenter, harvester), Roaches – (American, German, Oriental), centipedes, earwigs, millipedes, pill bugs, silverfish, scorpions, spiders, conenose bugs.
Residence and Structure Services to include treatment to the immediate exterior of structures by applying approved materials to areas around perimeters covering up to 5 feet from all assigned buildings. Interior treatments will be performed in accordance with label directions of approved materials. Treatments will consist of crack and crevice applications, around plumbing areas, baseboards, beneath and behind appliances, doorways and to accessible attic spaces. Anticipated volumes and percentages of active ingredients of materials to be used need to be provided.
Suggested, in accordance with manufacturer instructions, pesticide for this treatment is:
• PT CY-KICK Pressurized Insecticide (499-470 or 00049900470)
TERMITE CONTROL
At all designated sites in, install Termite Bait Stations around assigned structures. The installation of each of the bait stations will be in accordance with labeled instructions. There are currently no bait stations at listed sites- all sites shall require installations of new bait stations.
Perform quarterly renewal inspection of the bait stations and the immediate area surrounding the structures. Inspection dates shall be assigned for each structure with supported documentation of each site visit to be provided to Park. If visible termite activity is noted either at the time of the inspection or in between visits, appropriate measures to eliminate the activity shall be taken. Anticipated volumes and percentages of active ingredients of materials to be used need to be provided. Suggested, in accordance with manufacturer’s instructions, Termite Bait
Station for this treatment is:
• Always Active Sentricon Bait System
• An alternative meeting the same standards as above Sentricon system may be substituted
MANHOLE/SEWER PEST CONTROL
Service the Manhole Locations on a monthly pest management schedule for sewage/manhole.
Anticipated volumes and percentages of active ingredients of materials to be used need to be provided. Sewage/Manhole Service to include treatment with one of the following suggested pesticides in accordance with manufacturer instructions:
• Maxforce Complete Granular Bai (432-1255 or 00043201255)
• Magnetic Roach Bait - Boric Acid @ 33.3% - EPA Registration #: 54452-2
• Niban Granular Bait - Boric Acid @ 5% - EPA Registration #: 64405-2
PROCEDURES AND LOGISTICS
• Upon award of BIBE Pest Control Contract the contractor shall, upon initial site visit, asses the level of pest presence at each site. This assessment will be used to set a baseline to determine the efficacy of future treatment. The efficacy rate shall remain at or above
95% and be achieved within the first 3 months of service. Should the efficacy drop below the 95% between regularly scheduled services due inadequate pest treatment, additional service to immediately correct will be performed at NO CHARGE to the Government.
Requests for this type of service shall come from NPS Contracting Officer/Specialist and/or Contraction Officer Representative (COR).
• Any special problems such as sanitation and/or pest exclusion needs, etc. will be brought to management’s attention both initially and ongoing.
• Technicians shall be certified to acquire, handle, and apply the pesticides. Technicians will make routine inspections and perform service inside and outside the structures as needed to maintain pest curtailment.
• SDS and product labels need to be provided.
• Approximate measurements of structures to be treated can be found in attachments.
• Schedule for service needs to be communicated with the park Contracting Officer
Representative (COR) to ensure that park staff is available to grant access to buildings, gates and residences as needed.
• Contractor will provide tools, equipment, and labor necessary to properly open manhole covers for treatment of pest control product(s) and properly close manhole covers after treatment.
• NPS water sources are available for use.
• All work shall be performed during Monday -Friday from 8am – 5pm. Federal holidays shall be observed.
• Lodging shall be arranged and managed by the awarded/performing contractor. Chisos
Mountains Lodge is the only lodging facility located inside the Park and is operated by a private concessionaire. Outside of this facility the closest lodging is in the community of
Terlingua, TX. The Park sees seasonal peak visitation during the months of October thru
April- it is important to plan accordingly.
DURATION AND PERIOD OF PERFORMANCE
This Contract is for one Base Year starting within 45 days After Receipt Of award (ARO) with 4 option years. All Days are approximate and based on ARO.
1. Base Year: February 1st 2023 – January 31st, 2024
2. Option Year #1 February 1st 2024 – January 31st, 2025
3. Option Year #2 February 1st 2024 – January 31st, 2026
4. Option Year #3 February 1st 2026 – January 31st, 2027
5. Option Year #4 February 1st 2027 – January 31st, 2028
An annual report shall be prepared and submitted to the contracting officer’s representative 60 days prior to the expiration of the contract’s year that identifies: treatment dates, approximate time spent per site, number of applicators, the quantity of pesticides per site, effectiveness of treatment, chemicals used, the EPA registration number, and the total square foot of areas treated. Recommendations for further treatments may be prepared by the NPS COR based upon site inspections and information obtained from these reports. A decision to proceed or comply with any of the recommendations provided are optional for the Government.
INVOICING AND PAYMENT SCHEDULE
Invoicing schedule for provided services may be proposed but shall not exceed 16 invoices per contract year.
