About this file

This document is an amendment providing clarification questions and answers regarding Solicitation 140P1323Q0001 for pest control services at Big Bend National Park. The services include termite control at five locations and monthly manhole inspections and quarterly visits to residences, offices, restrooms and other structures. The amendment specifies that additional treatments may be required to achieve the 95% efficacy rate target. Contractors can store equipment on site in a secured trailer and must coordinate service dates and access with the park to avoid delays. An attached spreadsheet provides details on 241 manhole and 172 quarterly inspection locations. Clarification was also provided that rodent control is not included in the scope. The base term is one year with four optional one-year extensions.

Subject: Amendment 01 to Solicitation 140P1323Q0001, Big Bend National Park Pest Control

Site visits at Big Bend National Park for interested parties were concluded December 29th, 2022. The following is a summary of clarification questions resulting from these visits:

1) Attachment 1 “Map of All Sites” shows that there are only 5 sites requiring Termite Control Services, is this correct?

a) Correct, five (5) sites will need bait stations.

2) As stated in Attachment 6 “Performance Work Statement” there is a requirement to reach a 95% efficacy rate within the initial 3 months of service and later, maintain this rate. It is understood by the Government that to achieve and maintain the desired efficacy rate additional treatments and/or additional treatment sites may be required. It shall be understood by the Offeror that the additional cost associated with the additional treatments shall be incorporated into the quoted price proposed for the base year.

3) Can the awarded contractor leave a trailer for equipment storage on site at Big Bend National Park?

a) Yes, a trailer for storage can be kept at a designated location within Big Bend National Park.

Coordination is required with the park, and it is expected the contractor will maintain their own list of materials/items stored (i.e. MSDS data), and the contractor would secure the trailer.

4) Because many of the service sites are private residences of Park employees a concern was expressed regarding access if residents are not home. How will Big Bend NP ensure that Pest Control Technicians will have no issues of access to residential sites on scheduled service dates?

a) After award, the awardee will coordinate with the park for requested dates of service. These will need to be approved prior to technicians being scheduled to avoid delays/interruptions. If the contractor schedules technicians without planning with the park, any extra incurred costs would be the responsibility of the contractor. Park employees will need to accompany the awardee for the initial visit(s) or keys will be issued.

5) Can the Park please make available an Excel file of the Service Sites (manhole and residence/buildings)

a) Yes, Amendment 01 includes requested file as an additional attachment. There are two tabs within the excel file; one for Residence and Structure Areas and one for Manholes.

6) What are the manhole structure sizes more or less? What is the largest size?

a) Best guess is the average is three feet dep and four feet wide. Please see FAR 52.237-1 for information on site visits.

CONTRACTING PROGRAM

7) Are there any manhole covers different from regular covers? Will the manholes need different equipment to open them? If possible, can you please name the different equipment needed to open them?

a) Manhole covers are all standard sizing: 24-inch openings. NPS suggests a sledgehammer and manhole cover puller.

8) The solicitation does not specify rodents (mice or rats) as part of the covered pests, we just like to make sure that rodent control will not be expected within this contract, please.

a) Rodents are not specified as they are not expected.

9) Is there a past contract for pest control at Big Bend and if so would you please let me know how many days more or less it took them for monthly and quarterly visits?

a) There is not a current or past contract in place for these services.

10) What is the retreatment timeframe expectation?

a) Retreatment timeframes are expected to be reasonable. If the awardee is notified of an issue and have a monthly manhole trip scheduled for 1-2 weeks out, the park understands pairing that visit with the retreatment is reasonable. If there are extreme issues, the awardee shall work with the park for retreatment timeframes.

11) Please confirm there are 241 manholes and 172 quarterly locations (residence, offices, restrooms, etc...).

a) Please see the attached spreadsheet covering all Residence and Structure Areas and Manholes.

12) Please confirm there are only 5 locations that need outside termite stations.

a) Correct, please see Column J, Termite, of attached spreadsheet for termite treatment locations.
