About this file

This memorandum details Mission-Essential Contractor Services Justification for an Aircraft Wash contract at the 6th Air Refueling Wing (AMC) located at MacDill Air Force Base, Florida. The document outlines contingency service requirements during a crisis declared by the National Command Authority (NCA) or Overseas Combatant Command, specifying that contractor services may be required on an extended basis up to 24 hours per day. Key provisions include the ability for the Contracting Officer to increase or reduce support as needed, with any service changes to be negotiated and priced separately.

The memorandum indicates that changes to services will be communicated directly to one of three contractor personnel: Program Manager, VP of Operations, or Director of Contracts. The document references DFARS 237.7602 and notes that essential services are detailed in the Performance Work Statement (PWS) paragraph 4.28, though the specific details of those essential services are not included in this document. Technical Sergeants Hukel and Cooper are listed as the points of contact for any questions, with their email addresses provided. The document is signed by Captain Corbin J Blanchard, Officer in Charge of 6th Maintenance Operations.
