MEMORANDUM FOR ALL CONTRACTOR PERSONNEL

FROM: LITTLE ROCK AIR FORCE BASE INSTALLATION COMMANDER

SUBJECT: Information on Novel Coronavirus – Potential Impacts

1. As many of you are aware, the global situation concerning the novel coronavirus disease

2019 (COVID-19) is rapidly evolving. As a result of the current COVID-19 situation, prudent management requires that Little Rock Air Force Base be prepared and determine what, if any, measures should be taken to ensure the welfare and safety of the total force, while ensuring mission continuity.

2. Contractors should continue to work IAW with the contract’s terms and conditions unless directed otherwise by the cognizant Contracting Officer. Please direct any COVID-19 concerns and identify potential impacts to the welfare and safety of your workforce or contract performance, which impacts our total force, to your Contracting Officer. Close communication and coordination between the Contracting Officer and contractor as the situation evolves is vital. The stakeholders should consider all potential scenarios at the contract level as the impacts may vary based on each specific contract, situation or location.

3. You are also encouraged to engage with your employees as soon as possible to share information and discuss any COVID-19 concerns they have.

a. Little Rock Air Force Base may restrict workplace access for 14 days for civilian employees and contractor personnel whose travel has included CDC

Threat Health Notice Level 2 and Level 3 locations. If these civilian employees and contractor personnel feel feverish or develop a fever, cough, or difficulty breathing, they should notify their supervisor or chain of command. For all other travel, Little Rock Air Force Base will encourage self-observation and accommodation of social distancing.

c. If you need medical support, please contact your doctor. If you develop severe shortness of breath or feel severely ill, please call 911 or go to the nearest ER.

Please call them prior to arrival and inform them of your travel history.

4. DoD travel considerations for service members, civilian personnel and contractor personnel continue to evolve. Again, please communicate and coordinate with your Contracting

Officer for the latest possible impacts to your contract/performance.

5. In accordance with the Defense Federal Acquisition Regulation Supplement (DFARS) clause at DFARS 252.237-7023 and 252.237-2024, as prescribed at DFARS 237.7603, Contractors providing services designated as essential contractor services by a requiring activity shall be prepared to continue providing such services, in accordance with the terms and conditions of their contracts, during periods of crisis. If your contract is considered Mission Essential in accordance with the DFARS regulation, please review your Mission Essential plan with your

Contracting Officer to mitigate any concerns and/or future issues.

6. Please direct all questions to your assigned Contracting Officer.
