QUALTIY ASSURANCE SURVEILLANCE PLAN (QASP)

FOR

Acquisition Program Manager

13 Aug 24 DRAFT

SECTION A: PURPOSE/OBJECTIVES/RESULTS

1. Purpose: This quality assurance surveillance plan (QASP) was developed in accordance with Federal Acquisition Regulation (FAR) Part 46.401. This plan will be used by the government to ensure consistent evaluation of contractor performance for services specified in the Acquisition Program Manager Contract. This QASP provides Contracting Officer’s Representative (COR) with an effective and systematic method of evaluating contractor provided services as required by the terms and conditions of the contract.

2. Objective: This QASP prescribes how the Government will assess contractor performance in the management of the Program Manager contract. This plan is put in place as a means for government surveillance and oversight of the contractor’s efforts.

This is not intended to duplicate the Contractor’s quality control plan nor is it part of the contract. This plan is based on the premise that the contractor is responsible for contract management and quality control; whereas, the Government is responsible for quality assurance in the evaluation of Contractor performance. The objective in contracting for a Program Manager is to aid the unit in managing the programs, projects and contracts.

3. Results: The Acquisition Program Manager contract requires the contractor to accomplish the following activities; timely placement of the Acquisition Program Manager, maintain contract personnel qualifications, resolve performance issues, and accurately report contract performance.

4. This QASP describes the method(s) used to evaluate contractor-provided services rather than the details of how a Contractor accomplishes work. The government will use periodic surveillance as a means to evaluate Contractor Performance. The Government will use this QASP and a Contractor’s quality control procedures to determine contractor compliance with the contract.

5. This QASP is a living document and shall be revised or modified by the Quality Assurance Project Coordinator. Changes will be made as circumstances warrant throughout the life of the Acquisition Program Manager contract to ensure adequate oversight of contractor performance is maintained.
