10k: SIPRNET, JWICS and COURIER CARD - Secret Internet Protocol Network (SIPRNET) and Joint Worldwide Intelligence Communications System (JWICS) access will only be as directed by the Government requirement activity and at government facilities only. Contractors requiring access to the SIPRNET must have a final Secret clearance or Interim TS clearance. Contractors requiring access to JWICS must have a final TS clearance and be indoctrinated for Sensitive Compartmented Information access. SIPRNET/JWICS may

contain NATO information and a NATO awareness brief and acknowledgment is required for all personnel prior to being granted access to the SIPRNET/JWICS. A written acknowledgment shall be maintained by the COR. Contractors requiring a courier card must have a minimum final Secret clearance, pass all required training and coordinate with their government COR or local government POC if TDY for their request to be submitted for approval. The contractor shall not access, download or further disseminate any classified information from SIPRNET/JWICS which is outside the execution of the defined contract requirements unless specifically authorized in writing by the Government Program Manager and the KO. In the event that any special access is required, the KO must modify the requirements and DD 254.

11a: Contractor performance is restricted. Government agency or activity will provide security classification guidance for performance of this contract. Visit request to the CM and/or Security Management Office for need-to-know verification is done through JCAVS IAW Oct 2005 memo.

11l: (a) The Contractor shall not release to anyone outside the Contractor's organization any unclassified information, regardless of medium (e.g., film, tape, document), pertaining to any part of this contract or any program related to this contract, unless (1) The Contracting Officer has given prior written approval; (2) The information is otherwise in the public domain before the date of release; or (3) The information results from or arises during the performance of a project that has been scoped and negotiated by the contracting activity with the contractor and research performer and determined in writing by the contracting officer to be fundamental research in accordance with National Security Decision Directive 189, National Policy on the Transfer of Scientific, Technical and Engineering Information, in effect on the date of contract award and the USD (AT&L) memoranda on Fundamental Research, dated May 24, 2010, and on Contracted Fundamental Research, dated June 26, 2008, (available at DFARS PGI 204.4 (DFARS/PGI view)). (b) Requests for approval under paragraph (a)(1) shall identify the specific information to be released, the medium to be used, and the purpose for the release. The Contractor shall submit its request to the Contracting Officer at least 10 business days before the proposed date for release. (c) The Contractor agrees to include a similar requirement, including this paragraph (c), in each subcontract under this contract. Subcontractors shall submit requests for authorization to release through the prime contractor to the Contracting Officer. (d) IAW DoDM 5200.01-Vol 4, Feb 24, 2012, Contractors with access to CUI shall receive an initial orientation to the DoD Information Security Program. At a minimum, on-site contractors with access to CUI shall receive annual refresher training that reinforces that policies, principles, and procedures covered in their initial CUI training and specialized CUI Training

10k: SIPRNET, JWICS and COURIER CARD - Secret Internet Protocol Network (SIPRNET) and Joint Worldwide Intelligence Communications System (JWICS) access will only be as directed by the Government requirement activity and at government facilities only. Contractors requiring access to the SIPRNET must have a final Secret clearance or Interim TS clearance. Contractors requiring access to JWICS must have a final TS clearance and be indoctrinated for Sensitive Compartmented Information access. SIPRNET/JWICS may contain NATO information and a NATO awareness brief and acknowledgment is required for all personnel prior to being granted access to the SIPRNET/JWICS. A written acknowledgment shall be maintained by the COR. Contractors requiring a courier card must have a minimum final Secret clearance, pass all required training and coordinate with their government COR or local government POC if TDY for their request to be submitted for approval. The contractor shall not access, download or further disseminate any classified information from SIPRNET/JWICS which is outside the execution of the defined contract requirements unless specifically authorized in writing by the Government Program Manager and the KO. In the event that any special access is required, the KO must modify the requirements and DD 254.

11a: Contractor performance is restricted. Government agency or activity will provide security classification guidance for performance of this contract. Visit request to the CM and/or Security Management Office for need-to-know verification is done through JCAVS IAW Oct 2005 memo.

11l: (a) The Contractor shall not release to anyone outside the Contractor's organization any unclassified information, regardless of medium (e.g., film, tape, document), pertaining to any part of this contract or any program related to this contract, unless (1) The Contracting Officer has given prior written approval; (2) The information is otherwise in the public domain before the date of release; or (3) The information results from or arises during the performance of a project that has been scoped and negotiated by the contracting activity with the contractor and research performer and determined in writing by the contracting officer to be fundamental research in accordance with National Security Decision Directive 189, National Policy on the Transfer of Scientific, Technical and Engineering Information, in effect on the date of contract award and the USD (AT&L) memoranda on Fundamental Research, dated May 24, 2010, and on Contracted Fundamental Research, dated June 26, 2008, (available at DFARS PGI 204.4 (DFARS/PGI view)). (b) Requests for approval under paragraph (a)(1) shall identify the specific information to be released, the medium to be used, and the purpose for the release. The Contractor shall submit its request to the Contracting Officer at least 10 business days before the proposed date for release. (c) The Contractor agrees to include a similar requirement, including this paragraph (c), in each subcontract under this contract. Subcontractors shall submit requests for authorization to release through the prime contractor to the Contracting Officer. (d) IAW DoDM 5200.01-Vol 4, Feb 24, 2012, Contractors with access to CUI shall receive an initial orientation to the DoD Information Security Program. At a minimum, on-site contractors with access to CUI shall receive annual refresher training that reinforces that policies, principles, and procedures covered in their initial CUI training and specialized CUI Training
