Attachment 5: Technical Worksheet

Request for Proposal: HTC71125RE117

** Submission Rules & Instructions: **

1. When completing this Technical Worksheet, the Offeror shall answer each question based on Attachment 1, Performance Work Statement (PWS) requirements. The Offeror shall assume the Government has no prior knowledge of the past or present experience the Offeror may have.

2. The Offeror’s entire submission, based on this Technical Worksheet, SHALL NOT exceed 20 pages in length. Technical Worksheets that exceed 25 pages, will have only the first 20 pages evaluated and all other pages will be removed before the Technical Worksheet is evaluated.

3. The offer shall not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the contractor intends to meet the minimum requirements identified in the PWS. Statements paraphrasing the PWS or parts thereof, flowcharts simply listing activities related to the PWS, and phrases such as “standard procedures will be employed” without description of how the Government’s requirements will be met will be considered unacceptable.

4. All requested attachments, port certifications, licensing, permits, documentary evidence (photos), and Material Handling Equipment (MHE) lists shall not count against the page limits.

NOTE** Failure to complete this document in its entirety or attach requested documents may result in an Offeror being ineligible for award.

*An “unacceptable” rating on any question below will result in an overall “unacceptable” Technical Worksheet rating.

The Government will evaluate the Offeror’s technical approach to determine if the Offeror submitted a sound approach for accomplishing the PWS task areas identified below:

1. Labor

Please describe your company’s ability to provide qualified and appropriate labor types necessary to meet the Government’s port support needs and required productivity. Include in your response how this labor will be utilized to provide flexible start times, operate multiple work sites, and transition to contingency operations, maintaining work schedules 24/7 as outlined in the PWS. 2. Equipment

Please describe your company’s ability to secure, provide, and safely use the following: Material Handling Equipment (MHE), gear capable of moving all classes of cargo (vehicles, containers, aircraft, and breakbulk), and ramps (fixed or portable) with a capacity up to 70 Ton (or 72,574 Kgs). Include in your response how you will provide heavy tow equipment capable of handling inoperable wheel or track vehicles weighing up to 150,000 Lbs (68,038.9 Kgs). 3. Certifications/Port Access

3a. HAZMAT Certifications. Provide proof of current certification or signed self-certified letter stating at least two proposed personnel are trained and tested in handling Hazardous Material per the requirements of the Code of Federal Regulation (CFR) Title 49, Section 172.702, or Host Nation equivalent. 3b. Port Access. Provide proof of a valid and current business license or work permit for the prime and/or subcontractors issued by the applicable Host Nation as evidence to legally work at all named ports within the PWS. (Ref PWS Section 4.6) Click here to enter text.
