11. Basis for Award
Proposals will be evaluated in accordance with FAR 13.106-2 "Evaluation of Quotations or Offers." FAR 15.3 does not apply to the acquisition. The Government will conduct comparative evaluations where offerors are compared to each other to select the contractor that is best suited and provides the best overall value to the Government. The Government intends to award a contract to the Offeror whose proposal that is determined to be the most advantageous to the Government, with appropriate consideration given to the four (4) evaluation factors: Factor 1 Experience, Factor 2 Management Approach, Factor 3 Past Performance and Factor 4 Cost/Price.
The Government reserves the right to award without discussions. Additionally, the Contracting Officer reserves the right to make no award under this solicitation.
Factor 1 Experience, Factor 2 Management Approach, and Factor 3 Past Performance are of equal importance to each other. All non-cost factors are more important than Factor 4 Price/Cost.
However, price may become more important in selecting the successful firm as technical proposals become more comparable.
Adequacy of Response: The proposal will be evaluated to determine whether the offeror's methods and approach have adequately and completely considered, defined, and satisfied the PWS requirements in its entirety including the Specific Tasks identified and detailed in Part 5 of the PWS.
Feasibility of Approach: The proposal will be evaluated to determine the extent to which the offeror is expected to be able to successfully complete the proposed tasks and technical requirements within the required schedule.
Best Value Trade-Offs: The Government reserves the right to make an award to other than the low-priced firm if the superior technical solution, or the solution indicating a reduced performance risk, warrants paying a premium. The Government's objective is to obtain the highest technical quality considered necessary to achieve the performance objectives, with a fair and reasonable price.
12. Important Notes:
• The evaluation and discussion procedures at FAR subpart 15.3 Source Selection does not apply to this acquisition. The Government will conduct evaluations using comparative analysis and will follow FAR Part 13 in considering the Offerors’ responses to this solicitation.
• This is a Small-Business Set Aside.
• The company who provides the overall best value to the Government considering technical evaluation factors and price will be issued a Master BPA.
• Price lists and catalog prices can be provided as they may help with direct award under the $10K threshold.
Factor 4 – Price:
The total evaluated Price (TEP) to be used in the award determination will be the total of ALL CLINS including all ordering periods. The proposed price will not be adjectively rated. Each offeror’s proposal will be evaluated for price fairness and reasonableness, utilizing the analytical techniques and procedures prescribed in FAR 15.404-1. These techniques for evaluating an Offeror’s proposal may be used singly or in combination with others to ensure the proposed prices are fair and reasonable. The Government reserves the right to conduct price realism analysis as determined necessary by the Contracting Officer. The level of detail of the analysis conducted, and type(s) of analysis conducted will be determined by the contracting officer based on competition and other factors.
The Government intends to issue Master BPAs on five (5) 12-month ordering periods with an additional six (6) month optional extension through October 2030.
