About this file

This file is a Questions and Answers document from a site visit conducted on June 3, 2025, for the renovation of High Reservoir #2 (Building #8444) at Baumholder Military Community under solicitation GDP-B0061-5P. The document addresses eight clarification questions submitted by prospective contractors following the site visit, with responses provided by the Government's Point of Contact, Pascal Koenig from the Department of Public Works.

Key clarifications include: both water reservoir chambers can be renovated simultaneously; concrete repair work will not be treated as unseen site conditions and no quantity estimates are provided; a cove with approximately 5 cm radius is required between columns and floor per the Statement of Work; both reservoir tanks have identical dimensions and fittings; the required screed slope is at least 1 cm/m; scope of work is limited to what is described in the SOW with no shaft insulation required despite discrepancies in attached drawings; ceiling color in drinking water chambers should be white with beam supports as shown in provided pictures; and access hatches shall remain operable as-is and must be dismantled, stored securely, or protected during construction. The document clarifies that measurements should be taken from submitted plans rather than drawings, and references the SOW as the authoritative scope document for bid preparation.

GDP-B0061 HIGH RESERVOIR N2

GDP-B0061-5P Renovation of High Reservoir Nr. 2, Bldg. #8444
Site Visit: Tuesday, 03 June 2025. 1500
DPW POC: Pascal Koenig
QuestionAnswer
1Can the government please provide information on the extent to which the facility will remain in operation during the renovation work? Can both water reservoirs be renovated at the same time?Yes, both chambers can be renovated at the same time.
2With regard to the concrete repair work, no quantities can be estimated or calculated at this stage. Can the government confirm that any surface renovation work (reinforced concrete) will be treated as “unseen site conditions” for this reason, or can it specify an estimated quantity for calculation purposes? No.
3Can the government please confirm the verbal statement made during the site visit that the sloped screed should also have a coving (radius approx. 5 cm) between the columns and the floor? This is written in the SOW under 0003 "In addition to the sloping screed, a cove (radius ca. 5cm) between walls and floor shall be built by the contractor incl. all required work"
4Can it be confirmed that the second reservoir tank has the same dimensions and fittings as the one inspected during the site visit?Yes, both are the same.
5Could the Government please provide information which slope for the screed is required? At least 1cm/m.
6Between the SOW and the attached drawing are discrepancies. For example, the shaft shows an exterior insulation! Could the Government please confirm that only the work, described in the SOW, should be offered? Please take the submitted plans for measurements. In the SOW there is nothing written about insulation of a shaft. So it is not required.
7SOW p. 29: The ceiling color in the drinking water chambers should be white. Beam supports are also mentioned here. Beam supports are not visible in the plan/sections. Could the Government please provide information about this topic?Maybe this is just a misunderstanding, please see attached picture (can be found in attachment 1 page 2).
8Could the Government please provide more information about the access hatches? Should they be operable hydraulic, electric etc?No, access hatches shall stay as they are right now. Access hatches shall be dismantled and stored secure, or protected during construction work.
