3.0 SCOPE OF SERVICES:

The Contractor shall provide all professional services necessary for the accomplishment of the contract project and such required services shall be in accordance with requirements as described herein.

a. The Contractor shall provide Services for the following tasks marked by an

“X”:

[X] Base: Cost proposal to install interior concrete floor in the Greenhouse with an associated drain system along with an exterior concrete slab at Pecan Station in Somerville, TX.

[X] Add\Alt #1: Cost proposal to provide and new dividing wall in the greenhouse at Pecan Station in Somerville, TX.

4.0 PROJECT REQUIREMENTS:

a. The Contractor shall install a new interior concrete floor for the existing Greenhouse with a drainage system along with an exterior concrete slab.

The project is located at the Southern Plains Agricultural Research Center, Pecan Site at 10200FM 50 Somerville, Texas.

b. The project will include the installation of drain system for the greenhouse.

c. The Contractor will install a dividing wall in the center of the greenhouse subject to funding availability.

d. The Contractor’s proposal shall adhere to the criteria stated within these project requirements, drawings, and specifications. All construction shall comply with applicable federal, state, and local code requirements as well as current industry standards, (ie., UBC, UPC, NFPA, UL, ASTM, ACI, NEC, NEMA, etc.) and health and safety codes, in effect at the time of contract award.

e. A rough estimate of the building square footage area is 2400 sqft;

however, the Contractor is responsible for taking their own measurements.

f. The Contractor is responsible for all conditions that would be visible during a normal site visit by a qualified contractor.

g. Davis Bacon Wage Rates apply to all construction contracts in excess of $2,000. Employee payroll logs for the project will be required to verify wage rates are being adhered to.

h. Projects in excess of $35,000 will require Payment and Performance bonds. Obtaining and the cost of these bonds is the responsibility of the Contractor.

i. Contractor is required to be registered in the Government’s System Award Management (SAM) in order for bid to be accepted.

j. Contractor must register in Government’s Invoice Payment Platform (IPP) and submit invoice electronically for payment.

4.1 Base bid:

a. The project will provide and an interior concrete floor with a drain system for the Greenhouse along with an exterior concrete slab at the Somerville, TX Pecan site for the Southern Plains Agricultural Research Center.

b. The Contractor bid will provide a turnkey project.

c. Contractor will remove center concrete sidewalk and properly dispose or recycle concrete, as necessary. The Contractor will saw cut concrete at site of removal to prevent damage to existing concrete that will remain. All saw cutting of concrete will be done wet to minimize dust formation and all necessary requirements to protect workers and other site personnel will be adhered to.

d. The Contractor will excavate the exterior on the south end of the building (side with entrance door) to pour a concrete slab 12’ wide and the length of the greenhouse sidewall (24’) with additional 10” on the west side (12’ x 34’). Slab will be 1” below the attachment point of the greenhouse siding.

e. The Contractor will remove the existing gravel flooring in the greenhouse and store on site in area designated by the Government.

f. The Contractor will locate water line entering the building on the exterior and set new isolation valve (curbstop) on the exterior below ground.

Extend water line into the building via the side wall and set hose bib and stub out for future connection. New Line will be properly supported.

g. The Contractor will remove any plumbing lines that will be in the new concrete slab.

h. The Contractor will excavate the area as necessary to provide a stabilized sand base of at least 2 inches beneath the new concrete slab. The stabilized sand bed will be used to smooth and level area and will be compacted by appropriate machine or hand tools prior to placement of the new concrete.

i. The Contractor will install a two new 26’ pre-sloped trench drain.

1. Trench drain will be 6” wide Zurn CPZ886 with ductile slotted iron grates or equivalent.

2. Trench drains to be offset by 4-8” from centerline (on opposites of centerline. Drainpipe will not be encased in concrete.

3. To be installed as per manufacturer recommendations.

4. Minimum of 4” along the side and bottom of the drain.

5. Trench drain will drain from the end of the trench.

6. Rebar will be used to position the trench drain in place.

7. For piping, bore through perimeter beam or cut out section and replace.

j. The Contractor will install a new exterior underground collection tank:

1. Tank a minimum of 500 gallon.

2. Constructed of precast concrete.

3. Tank level indicating device (electro-mechanical device with remote display.

4. Two access ports for tanks, 18” minimum diameter extending at least

6” above the surface.

5. Install a removal submersible pump (e.g., Little giant 5E pump) on an

8” raised platform.

6. Provide electrical power for the sump pump.

k. The Contractor will ensure the new concrete has minimal slope to drain water to the center trench drain. (1/4” - ½” fall should be sufficient from edge to trench drain)

l. The concrete will be re-enforced using #4 steel rebar on 12-inch centers each way. All re-bar to be raised off ground and will not be within 1½“of the surface of the concrete.

m. The interior concrete will be a minimum of 5½ inches thick with a strength of 4000 psi and with a slump of 3-5. The concrete will be a minimum of 4 inches thick beneath the new trench drain.

n. The exterior concrete pad will be a minimum of 5½ inches thick with a strength of 4000 psi and with a slump of 3-5. The concrete will slope away from the building very gradually.

o. The new concrete will be placed to allow for proper drainage. The new concrete work will not have any low spots that will allow water to accumulate. The Contractor will verify proper grades/slopes of concrete.

p. All concrete will be tested by independent source with reports of break points provided to the Government.

q. The concrete will have a smooth finish to allow for easy cleaning.

r. Contractor will install slip dowels with slow activating epoxy at all expansion joint’s locations where new concrete meets old concrete.

Expansion joints will be ¾” fiberboard, cedar, or redwood with peel-off plastic strip or an approved equivalent.

s. All rebar will be set 1½” below the finished floor.

t. Construction joints set a maximum of 24’ apart.

u. Rebar joints will be lapped 18” and tied together.

v. Contractor will use mechanical vibration means for all concrete to include around the trench drain to remove air pocket\voids.

w. Trench drain grate will be installed while concrete is poured to ensure drains are not deformed. Grate will be covered to prevent damage from concrete.

x. The Government’s Representative must inspect the area prior to any concrete is placed.

y. All expansion and construction joint concrete edges will be eased will be eased with a 1/8” rounding tool.

z. All expansion joints are to be sealed with a joint sealer. Joint sealer is to be Sonneborn SL-2 (two-part mixture) or equivalent product. Prior to installation of sealant, joint area is to be cleaned, free of all loose dirt, and primed as directed and then the sealant installed. Area will be secured while joint compound cures.

aa. Concrete support forms to remain in place a minimum of 24 hours after concrete is placed.

bb. Contractor will fill re-grade around area around exterior slab.

cc. The concrete will be wet-cured, or a curing compound may be used. Wet curing of the concrete will require the concrete to be kept moist for a period of seven days. This may be accomplished by wetting and covering with plastic sheeting or maintaining the concrete wet with sprinklers or other means.

dd. All areas will be graded smooth as necessary, and any area damaged by trucks will be filled and graded smooth.

ee. The Contractor is responsible for visiting the site prior to submitting a bid to observe existing conditions. No compensation will be provided for conditions that would be visible during an on-site visit for persons experienced performing this type of work.

ff. Pending being cost effective; the Contractor will use biobased products meeting the minimum standard for content as defined in ASTM D6866 (Biobased Content Testing). The Contractor must comply with Section 9002 of the Farm Security and Rural Investment Act of 2002 (FSRIA), Executive Order (EO) 13423, “Strengthening Federal Environmental, Energy, and Transportation Management,” and the Federal Acquisition Regulation to provide biobased products. The Contractor shall utilize products and material made from biobased materials (e.g., insulating foam, composite panels, and concrete and asphalt release fluids) to the maximum extent possible without jeopardizing the intended end use or detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to applicable Federal specifications and standards. Cost is acceptable reason for not using biobased products. All supplies and materials to be used in the performance of work described herein are subject to the approval of the Contracting Officer Representative (COR).

4.2 Add\Alternate #1:

a. The Contractor will provide a turnkey project to provide and to install a new dividing wall.

b. New wall will be constructed square aluminum tubing and twin wall 8 mm polycarbonate panels. See Attachment 4.

c. Contractor will join polycarbonate panels using aluminum H-channel designed for purpose.

d. Any open top or bottom of the twin wall polycarbonate wall will be closed with polycarbonate end cap.

e. New wall will be centered on interior support beam.

f. The new wall will have a 3’ wide access door construction of aluminum.

The door will be centered in the new wall.

g. The new wall will have sufficient support not to move when the door is opened or closed. The Contractor will provide additional framing support if necessary.

h. New wall will be constructed of material that is not subject to corrosion.

Aluminum tubing and angle is acceptable.

5.0 GENERAL REQUIREMENTS:

5.1 Permits: Where governing regulations and imposed codes and standards require notices, permits, licenses, inspections, tests, and similar items or actions in order to lawfully proceed with the required work, the Contractor shall obtain items and take those actions in accordance with the regulations of the governing authority. The costs of such permits, licenses, inspections, etc., are the obligation of the Contractor.

5.2 Installation: It shall be the responsibility of the Contractor to complete work in accordance with the manufacturer’s recommendations and Industry Standards.

Additional procedures and materials may be required than is indicated herein.

If any item specified herein conflicts with the applicable codes and recommendations, the Contractor shall bring it to the attention of the Contracting Officer for immediate resolution.

5.3 Submittals: Provide manufacturer’s descriptive literature/shop drawings for all materials to the COR for review. The descriptive literature shall be annotated/highlighted to show its conformance with contract requirements.

Submittals are required for concrete, rebar, holding tank, and trench drain and will be stamped by the general contractor prior to submission to the Government. Any work\material completed before approval of a submittal is at the contractor’s own risk.

5.4 Quality Control: The work performed under this contract shall be subject to continuous audit by the COR. Quality control is the exclusive responsibility of the Contractor with all required manufacturer’s inspection requirements being performed.

5.5 Protection of Work and Property/Safety Requirements:

a. The Contractor shall protect the work, the site, and all existing property and structures within the limits of the construction activities or that may be affected thereby until acceptance of the work. Any damage to property shall be repaired at the Contractor’s expense, to pre-damaged condition to the satisfaction of the COR\LSM.

b. Safety and health matters, as they relate to the work, are the exclusive responsibility of the Contractor. The Contractor shall furnish, erect, and maintain barricades, warning lights, signs, guards, or take other precautions as may be required by law or local authorities of the protection and security.

c. Contractor is responsible for verifying location of any underground utility and is responsible for any damaged caused to such utilities.

d. Contractor shall furnish a Site Specific Safety Plan (SSSP) or Accident Prevention Plan (APP) 10 days after contract award. SSSP\APP shall be approved by the Government before construction work commences.

5.6 Temporary Facilities:

a. Temporary utilities (water and electricity) may be furnished to the Contractor by the Government, if so requested. The Contractor shall maintain and protect all such utilities during the course of construction and shall repair or replace any items damaged through its own negligence.

b. Should the Contractor require any power or utility shutdowns during construction, the Contractor shall obtain approval for such shutdown from the COR three working days prior to the need.

c. No restrooms facilities will be available. The Contractor is responsible for providing their own restrooms.

5.7 Materials and Equipment:

a. The material and equipment to be furnished under these contract documents shall be the standard products of manufacturers regularly engaged in the production of such materials and equipment and shall be the manufacturer’s latest standard design.

b. All materials and equipment to be incorporated in the work shall be handled and stored by the manufacturer, fabricator, supplier and\or contractor before during and after shipment in a manner to prevent warping, twisting, breaking, chipping, rusting and any injury, theft or damage of any kind to the materials and equipment. All materials and equipment furnished by the Contractor shall be subject to inspection and approval by the CO/COR.

5.8 Cleanup: The construction site shall be kept clean and free of debris at all times. Upon completion of the project, and prior to final inspection, the Contractor shall remove from the premises all unused material, trash, and debris resulting fro the work to the satisfaction of the COR.

5.9 Warranty:

a. Provide one-year general contractor’s warranty for areas repaired.

5.10 Final Payment/Contract Closeout: The following submittals are REQUIRED

PRIOR TO FINAL PAYMENT:

a. General and Subcontractors one (1) year warranty on work.

b. All warranties from manufacturers covering equipment\material.

c. O&M manuals for all equipment.

d. As-built drawings.

e. Release of liens.

f. Payroll sheets

g. Any other documents as required by the contract.

6.0 PROJECT SCHEDULE: The contract time for this project is 120 calendar days from the Contractor’s Notice to Proceed.
