About this file

This Single Source Justification document is for laser wire markers to be procured by the Air Force (569 EMXS Cable Shop) at Robins Air Force Base, Georgia. The contract will cover one basic year and four option years, with a total requirement for two laser wire markers that must comply with Aerospace Standard SAE AS5649. The current equipment is over 20 years old, with one unit unserviceable and the other decommissioned, creating a critical need for replacement to prevent potential aircraft grounding and work delays.

Market research was conducted from September to October 2025, using multiple search methods including Small Business Administration and GSA searches, which yielded no alternative suppliers. The procurement will use Defense Working Capital Fund (4930) and is classified as a commercial off-the-shelf (COTS) item under NAICS Code 333998. Previous contracts were sole-source awards to Spectrum Technologies. The government recommends posting a solicitation with specific product specifications to encourage competition, while acknowledging that multiple manufacturers can potentially meet the AS5649 compliance requirement.

Open Competition (OTF&OC) prescribed by FAR 13.106-1(b)(1).

The 569 EMXS Cable Shop supports all major weapons systems within the Department of Defense (DoD).

The two laser wire markers currently used in the shop are 20+ years old and at end of life. One of the units (Tri-Star M-100L) is unserviceable and currently produces poor quality work. The second unit (CAPRIS 50-100) was decommissioned by the Original Equipment Manufacturer (OEM) and currently not operational.

Without updated, dependable equipment, the current workload would be delayed potentially resulting in grounded aircraft.

Currently, Technical Order (TO) 1-1A-14 (Instruction and Repair Practices - Aircraft Electric and Electric Wiring), Work Package 008 00 (Wire, Cable, and Harness Marking), designates the following, “For direct wire marking, when available, employ UV laser equipment CAPRIS 50-100PCS (3611-99-968-3679) or equivalent”. As stated previously, the CAPRIS 50-100 is no longer being made and has been replaced by the OEM with the Nova 50-100i. At this time, the TO has not been updated to reflect the equipment change.

However, the TO does reference supplement 1-1A-14J which calls out Aerospace Standard Society of Automotive Engineers SAE AS5649 compliance for laser wire markers. The laser wire markers in the Cable Shop currently support annually in work load. Only OEM trained technicians have the skill to make repairs when the markers are down. Due to this, the average repair cost per visit is approximately . With the current makers being at end-of-life, this cost will continue to increase as the machines are fazed out. The need for continuous repairs and calibrations will result in maintenance costs exceeding the cost of replacing the units.

Due to the aforementioned facts, it has been determined by the undersigned that the laser wire markers must meet the specifications detailed in the Product Description (PD) for this requirement to include compliance with SAE AS5649.
