About this file
This document is a Quality Assurance Surveillance Plan (QASP) Matrix for noxious weed survey and treatment services. The matrix establishes performance standards and quality metrics for contractor performance across three rating levels, with corresponding payment adjustments based on achievement.
The primary task addresses daily treatment record and electronic data collection and submission for noxious weed survey and treatment using all methods. Quality Standard for Rating 1 (highest) requires that all areas within the defined project area are surveyed, 90% or better effective treatment on targeted plants is achieved within each treatment area, 20% or less loss of non-target species occurs, all treatment records are complete and accurate with timely submission, and all electronic data meets 90% accuracy or greater with timely submission. Quality Standard for Rating 2 requires deficiency corrections through contractor-funded rework, with full payment following successful rework, or a 20% payment reduction if Quality Standards are not met after a second inspection. Quality Standard for Rating 3 (unacceptable) results in no payment if less than 80% of Quality Standards are achieved, with complete failure to provide treatment records and electronic data resulting in automatic non-payment. Monitoring methods include weekly review of Quality Control Plan documents by the Contracting Officer's Representative (COR), periodic onsite inspections by Inspector(s) and/or COR, final inspection for treatment efficacy and non-target kill via ocular estimate at least 14 days after completion with utilization of monitoring plots when Ratings 2 or 3 are suspected, and office review of treatment records and electronic data by the COR.
