Performance Work Statement (PWS)

For

Emergency Communications Center Dispatch Consoles

PART 1

GENERAL INFORMATION

1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to design, deliver, and install Ergonomic Purpose-Built

Dispatch Consoles, except as Specified in section C-3 as government furnished property and services at Little Rock AFB.

The contractor shall perform to the standards in this contract.

1.2 Background: The Little Rock Air Force Base Emergency Communications Center currently has a dysfunctional layout with failing countertop desks that cause communication failures during emergency operations. With a pending renovation we will have a new open space with raised floors that we will need to furnish with purpose-built consoles for dispatch operations.

1.3 Objectives: The contractor will design, provide, deliver, and install dispatch console furniture for six (6) operating workstations. This will include four (4) dispatcher workstations and two (2) supervisor workstations.

1.4 Scope: The proposed solution will provide the following capabilities, and be installed at building 481 on Little Rock

Air Force Base:

Design, provide, deliver, and install dispatch console furniture for six (6) operating workstations with CPU cabinets, map tables, and other storage space. This will include at least four (4) dispatcher workstations, two (2) supervisor workstations, and two (2) map tables and the necessary storage and computer cabinets as described below. The console must accommodate a variety of computer, communication, display, environmental controls, Storage, and operator interface devices.

Overall design and layout should include & account for the following:

• Maintain a 20” access path behind the workstations on the left and right walls in accordance with the attached drawings.

• Maintain access to two windows and entryway as identified on attached drawings.

• Map tables should be centrally located for ease of access by all workstations.

The four (4) dispatcher workstations shall include:

• Power sit-to-stand functionality in accordance with the ANSI-HFES ergonomic standard with adjustable height of

22” to 48”.

• Dual surface desks with independent adjustability of the monitor array and worksurface

• Monitor surface should be capable of holding eight (8) 24” monitors in a 4 monitor wide by 2 monitor tall pattern with a weight of 30 pounds per monitor.

• Monitor mounts should be VESA Compatible and allow minimal/minor individual monitor movement with focus being on moving the entire monitor array as one.

• The ability to adjust monitor focal depth up to 10” as an entire monitor array in accordance with HFES National

Ergonomic Standard – ANSI/HFES 100-2007

• Pre-wire 4 monitor locations with VGA cables

• Pre-wire all 8 monitor locations with HDMI

• Pre-wire all 8 monitor locations with USB 3.0 for touchscreen monitors, with B Male end at monitor and USB A end at computer.

• Cable channel will be installed on the desks and utilized for all power, communication, video, and date wiring paths to ensure there are no pinch points for wires.

• Include personal climate control systems including fan and heater

• Desk top material shall be durable, sanitary, and seamless

• Desktop Task Lighting on flexible arms.

• Footwell, Ambient bias, and Monitor arc lighting customizable for brightness and color

• Data dock that includes the following pre-wired to computer cabinet: 6x Dual USB, 1x CAT6, 2x Dual USB

(Charge Only).

• Charging shelf that includes powered 1x USB, 1x USB-C and 1x 120v plug for charging and quick access storage of mobile devices.

• Computer/CPU Storage cabinets for four (4) computers per workstation. Storage should be vented but enclosed. It should allow easy access from the rear of the desks for maintenance without interrupting dispatcher operations.

Cabinets should be equipped with power outlets and advanced cooling systems. Cabinets shall have interior lighting to assist with maintenance.

• Each workstation should include 18” wide x 30” Tall bookcase/cubbie for individual and binder storage.

The two (2) supervisor workstations shall include:

• Power sit-to-stand functionality in accordance with the ANSI-HFES ergonomic standard with adjustable height of

22” to 48”.

• Single surface desks

• Monitor surface should be capable of holding three (3) 28” monitors in a 3 monitor wide by 1 monitor tall pattern with a weight of 30 pounds per monitor. Mounts should be VESA compatible.

• Pre-wire 1 monitor location with VGA cables

• Pre-wire all 3 monitor locations with HDMI

• Pre-wire all 3 monitor locations with USB 3.0 for touchscreen monitors, with B Male end at monitor and USB A end at computer.

• Cable channel will be installed on the desks and utilized for all power, communication, video, and date wiring paths to ensure there are no pinch points for wires.

• Include personal climate control systems including fan and heater

• Desk top material shall be durable, sanitary, and seamless

• Footwell, Ambient bias, and Monitor arc lighting customizable for brightness and color as applicable

• Data dock that includes the following pre-wired to computer cabinet: 3x Dual USB, 1x CAT6, 2x Dual USB

(Charge Only).

• Charging capability that includes powered 1x USB, 1x USB-C and 1x 120v plug for charging of mobile devices.

• Computer/CPU Storage cabinets for four (2) computers per workstation. Storage should be vented but enclosed. It should allow easy access from the rear of the desks for maintenance without interrupting dispatcher operations.

Cabinets should be equipped with power outlets and advanced cooling systems. Cabinets shall have interior lighting to assist with maintenance.

The map table & Storage:

• Map Table Dimensions of 108”x44” and of a fixed Height of 30”

• Transaction Window Storage Dimensions 72”x24” and of a fixed Height of 30”

• Table will be capable of having a 50” monitor mounted flat with power and HDMI extended to below raised floor and will have space for a 3’x5’ backlit map box covered by plexiglass.

• Map Table should have CAT6, HDMI and USB Power at desktop.

• Desk top material shall be durable, sanitary, and seamless

• Map Table should have bookcases/cubbies around the perimeter with 4 single drawers

• Transaction window storage should have 4 drawers across the top with bookcase/cubbies below.

Validate all components of the system performance after installation.

Contractor will utilize attached diagrams and drawings to ensure compliance with expected layout.

Provide training to all operators and department personnel as appropriate.

The vendor/contractor will provide all project management, design, labor, materials, and installation. The vendor/contractor will also provide all system documentation and training of the users at LRAFB.

1.5 Period of Performance: All design and installation work must be completed within July 31st 2025. A warranty, to include all software, hardware components, installation and labor of the proposed solution, will cover not less than one year from the date of LRAFB final acceptance.

1.6 General Information

1.6.1 Quality Control: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor's quality control program is the means by which he assures himself that his work complies with the requirement of the contract.

1.6.2 Recognized Holidays: All federal holidays. On-site warranty support will be performed within 14 days of any component failure.

1.6.3 Hours of Operation/Place of Performance: The contractor is responsible for conducting onsite maintenance between the hours of 0600-1800 Monday thru Friday. All exceptions must be precoordinated. The Contractor must at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this performance work statement. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the work force are essential.

1.6.4 Security Requirements: None

1.6.4.1 PHYSICAL Security. The contractor shall be responsible for safeguarding all government property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.

1.6.5 Special Qualifications: None

1.6.6 Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are

Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed. Contractors are to wear LRAFB identification badges while working on the installation. Contractor badges will be coordinated and provided during the first on-site visit.

PART 2

DEFINITIONS & ACRONYMS

AFB - Air Force Base

PWS - Performance Work Statement

Contracting Officer's Representative (COR) - A representative from the requiring activity assigned by the Contracting

Officer to perform surveillance and to act as liaison to the contractor

CCE- Contracting Center of Excellence

Defective Service - A service output that does not meet the standard of performance associated with it in the Performance

Work Statement.

Quality Assurance Surveillance Plan (QASP) - An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.

Quality Control - Those actions taken by a contractor to control the performance of services so that they meet the requirements of the PWS.

Quality Assurance - Those actions taken by the government to assure services meet the requirements of the Performance

Work Statement.

PART 3

GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES

3.1 GENERAL: The government shall provide, the facilities, equipment, materials, and/or services listed below.

3.1.1 Equipment: The Government will provide all computers, monitors, and peripheral devices. Government will provide raised floor with power and data available under the raised floor.

3.1.2 Services: Escort to equipment locations and secure locations as needed.

3.1.3 Utilities. All utilities in the facility will be available for the contractor's use in performance of duties outlined in this

PWS. The Contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities.

3.1.4 Facilities: The Government will furnish access to the necessary workspace for the contractor to conduct installation, build and inventory of required items.

PART 4

CONTRACTOR FURNISHED ITEMS AND SERVICES

4.1 General: Except for those items specifically stated to be government furnished in Part 3, the contractor shall furnish everything required to perform this PWS.
