Attachment 5 – POR Abstract
National Security & Intelligence Center of Excellence
(NS&I CoE)
1.1 BACKGROUND
The U.S. Army has permitted approximately 1,600 acres of land at Redstone Arsenal to the Federal Bureau of Investigation (FBI) which will enable the FBI to enhance its operations, operational support, technology, training, and research and development capabilities and capacities. The FBI, in close collaboration with Redstone Garrison Directorate of Public Works, seeks to further its own mission goals and objectives by leveraging Redstone Arsenal’s long-range goal to transform itself into a key U.S. Government (defense and non-defense) research, development, test and evaluation center and technology hub. The FBI envisions the development of its campuses at Redstone Arsenal (FBI Redstone) as spearheading the construction of 21st century facilities across the FBI’s facilities portfolio.
The volume of data collected in the course of the FBI investigations continues to rapidly expand. As criminal and terrorist threats become more diverse and dangerous, the role of technology becomes increasingly important to investigations. Additional facilities are needed on the FBI Redstone’s North Campus to provide state-of-the-art capabilities that support the FBI’s expanded role in dealing with rapidly changing 21st century threats.
The following sections provide a summary overview of the North Campus facilities and structure planned for NS&I CoE. Additional information and requirements will be provided during Phase II of the two-phase design-build solicitation process.

1.2 OVERVIEW OF THE NS&I CoE
A. VISION FOR THE NS&I CoE
NS&I CoE will provide a state-of-the-art training venue with classrooms, computer labs, meeting spaces and other essential student resources. It will provide spaces to facilitate inter-agency collaboration, collaboration with other federal agencies, and academic institutions.
NS&I CoE should be designed as an exciting, collaborative, and open working environment. It will help enhance the FBI’s training, research, and development at the FBI Redstone campuses and will be closely associated with all the training and operational facilities. As a training facility, this building should be inviting and easily accessible.
The facility will accommodate five full-time staff for building and technology support and a large population of transient visitors at maximum capacity. The overall building concept will be predominately classroom and meeting spaces that will be flexible and adaptable to future program and technology changes.

B. GOALS AND OBJECTIVES FOR NS&I CoE
The NS&I Coe at the North Campus will significantly enhance the FBI’s operational, support, technology, training, and research and development capabilities and capacities.
Key planning attributes reflect a strong desire to:
▪ Create a center for innovation that is the essence of a 21st century campus
– a creative, collaborative, forward-leaning, technical working and research environment.
▪ Create an environment similar to an academic campus with associated landscaping and pedestrian connections between buildings.
Concept Goals
In responding to the objectives described above, the following key drivers of this concept emerged:
▪ Create strong, walkable connections between buildings.
▪ Create architectural edges and gateways making visual connections to the rest of the campus.
▪ Design conceptual buildings with a focus on transparency, connection and refuge.
Transparency – To allow visual connections between buildings and maximize daylighting
NS&I CoE
Connection – To encourage collaboration and minimize single-use buildings/zones
Refuge – To provide interior and exterior gathering and shelter spaces as key to encourage informal meeting and collaboration
C. PLANNING CONSIDERATIONS
Key planning considerations for the design team include, but are not limited to, the following:
▪ There should be a strong relationship between the proposed NS&I CoE, Tech 2, Tech 3 and the Innovation Center, completing the vision for the North Campus’ Technology District as an exciting, collaborative and open working environment.
▪ NS&I CoE should relate strongly to the quadrangle precinct of lawn and walkway outdoor spaces to encourage academic community collaboration within the landscape.
▪ Promote visual connections between buildings and access to shared program components.
▪ Adhere to the overall master plan concept, the Campus Design Guide and the landscape design for the central quadrangle of the Technology District.
▪ Design should be compatible with the architecture of the adjacent buildings, including the Innovation Center, Tech 2 and Tech 3 Buildings and as outlined by the Campus Design Guide.
