The requirement for this section asks offerors to have project references send completed PPQs directly to the contracting officer. In most other government proposals the requirement asks offerors to include completed PPQs in the proposal response, with contacti infromation for the project references so the evaluation team can reach out to references to confirm the PPQ information or ask questions.

Please allow offerors to include the completed PPQ in the proposal response in lieu of sending directly to the contracting officer.

For many of the past performance projects we include for similar governemt solicitations, we have already asked refernces to complete PPQs (typically on the DoD format). Please allow offerors to include previously completed PPQs in the proposal response.

For completed government projects, we have final CPARS. Please allow offerors to include the final CPAR in the proposal response for governemnt past performance in lieu of a PPQ.

If offerors are allowed to include CPARS and/or previously completed PPQs in the proposal response, please remove the 15 page limit for this factor.

Please confirm that the projects submitted for Factor 3 Past Perfomance and Factor 4 Prior Experience should be the same projects

Please confirm the 10 page limit only applies to the Project Management Approach and does not include the organization chart, staffing matrix, or key personnel resumes.

RFQ Section V, B Definitions

Section V of the RFQ defines a project of similar scope, size and complexity as having been completed in the past 10 years as does Factor 3 and Factor 4. Do to the scope, size and complexity of this project, please allow projects of similar scope, size and complexity within the past 13 years.

Submission Requirements

Factor 3 - Past Performance requires the the completion of Attachment 1 - Past Performance Questionnaire. The RFQ notes in section III H that that the FBI will utilize CPAR for this project. Many Federal clients that have completed a CPARS for a project will not complete a separate evaluation form since a CPARS was completed.

Please confirm if an offeror has a completed CPARS for a relevant project that can be provided in lieu of Attachment 1. The offeror can still complete the contact information and Current or Historical Contract Information of Attachment 1 but the evaluation will not be completed only noted to reference the completed CPARS?

Is there an anticpated percentage of time requirement for the key personnel?

The Phase 1 submission requirements contain conflicting information regarding page limitations. The table on page 7 indicate maximum page numbers for the various factors. However, the individual factor submission requirements indicate different page limitations. For example, the table indicates 10 pages for Factor 5 Technical Approach, while the submission requirements on page 19 indicate the 10 page limitation applies only to the Project Management Approach. Also, the table indicates 3 pages for Factor 6 Lead Designer, while the submission requirements on page 20 indicate 18 pages.

In lieu of page limits for individual factors, would the Government consider a 80-page limit for the entire submission?

Concur that the key is project experience but some projects should demonstrate that the project team has worked together on DB projects.

250-mile radius applies to the General Contractors. The radius does not apply to the A-E Designer.

Attachment 1 PPQ should be submitted to the Contracting Officer for Factor 3 with Factor 3 blank keeping within the 80 page max. However, Completed PPQs or CPARS should be submitted within Factor 3.

Factor 4

Factor 4 under Evaluation Standards, states the standard is met when the Offeror's team demonstrates relevant prior experein on 5 similar projects. The Submission requirements identifies that at lease 1 similar project must be submitted by the Offeror, One by the Design team and 1 by the General contractor. After this orgnaization, there are still 2 remaining projects required to be submitted to meet the standard.

Does it matter which team member the remaining 2 projects are submitted by; Offeror, Design Team, General Contractor? Will submission by one or the other be considered more favorable?

Factor 3 Please confirm that projects submitted for Factor 3 do not have to be within 250-mile radius of Redstone Arsenal to be considered.

Factor 4

Please confirm that projects submitted by the Design Team for Factor 4 to be considered substantially complete within the past 10 years is referenced from the Design Completion. In order words the design has to be complete and construction can be on-going.

Section II C & Factor 4

Section II C states the page limit for Factor 4 is 15 pages. Factor 4 requires at least 5 projects, each project has to be limited to 2 pages, which would total 10 pages. Does this mean offerors can submit more than 5 projects?

Section II C & Factor 3

Section II C states the page limit for Factor 3 is 15 pages. Factor 3 allows a maximum of 5 projects utilizing the Attachment PPQ. It notes the PPQ is limited to 3 pages per project. However, it states the Attachment 1 PPQ is to be completed by the offerors reference and sent to Britt Standford.

Thus, please confirm the offeror is not to include anything in Factor 3 with our submission?

Attachment 1 - Past Performance Questionnaire & Factor 3

Factor 3 states the Past Performance Questionnaire is limited to 3 pages per project. The Current Attachment 1 - Past Performance Questionnaire is 4 pages (not included the blank page provided in the attachment. Please confirm the Attachment 1 is allowed to be 4 pages per project.

Section II C states the page limit for Factor 5 is 10 pages. Factor 5 notes the Project management Approach is 10 page limit but the Qualification of Minimum Key Personnel (which there are 4 personnel listed) notes each resume should not exceed 3 pages each.

Please confirm the Qualificaitons of Minimum Key Personnel are not included in the 10 page requirement.

Factor 3 – Past Performance on Relevant Projects, RFP page 16 of 23, indicates that “ The Offeror shall instruct the reference to complete the Attachment 1 and send the completed Attachment via e-mail to Britt Sanford, Contracting Officer (bmsanford@fbi.gov)”. In recent years, other federal agencies have allowed offerors to submit PPQs without being directly sent to the customer but rather include them as part of the proposal document. Furthermore, offeror’s have frequently been allowed to submit copies of completed PPQs that have been previously submitted with other proposals. This approach has proven to be much more convenient to customers because it streamlines the evaluation process, simplifies the logistics of sending PPQs, and reduces the number of times offerors need to impose on their customers to fill out PPQs. We respectfully request that the government adopt this well-established and effective approach to providing customer past performance evaluations. Please confirm that it is acceptable to submit federal PPQs (e.g., DoD PPQ-0 format) previously submitted in other proposals in lieu of Attachment 1 being submitted directly from the past project customer to the contracting officer.

Offerors are to submit a minimum of 3 and no more than 5 projects under Factor 3, which includes completed PPQs (Attachment 1). With the proposal submission, shall offerors include the first page of the Attachment 1 PPQ form with the completed contract and point of contact information for the person completing the questionnaire to validate for the contracting officer the applicable project and reference intended to be considered?

Offerors are to submit a minimum of 3 and no more than 5 projects under Factor 3, which includes completed PPQs (Attachment 1). In lieu of completed Attachment 1s, please consider the submission of completed CPARs to be included in the proposal for the representative featured projects under Factor 3. Oftentimes it is difficult to secure a customer reference for past projects, particularly projects that are upwards of 10 years old, due to personnel retirements, change in assignments, and/or employers. Including CPARs in lieu of new PPQs has proven to be much more streamlined of a process for offerors and as a federal project performance process, it offers thorough past project performance and documentation that already exists by government personnel who have been actively involved in the project. From a timing standpoint, government representatives complete CPARs on a regular basis at the time of project execution when their recollection of performance is most current and accurate.

Factor 3 - Past Performance

The submission requirements for Factor 3 indicate completed past performance questionnaires (Attachment 1) are to be provided directly to the Government from Offeror's client.

As an alternative, would the Government consider receiving completed past performance questionnaires from the Offeror, provided they are on the FBI@Redstone PPQ form that has been used for previous projects?

The nature of FBIs work at Redstone Arsenal is such that projects proposed for previous RFPs at this location are relevant to this procurement. Allowing offerors to submit completed PPQs that have been utilized in prior FBI@Redstone procurements eliminates the undue burden of requiring offerors to ask their clients to repeatedly complete the same PPQ document. Submission of completed PPQs by the offeror is widely accepted by many Federal agencies including USACE, NAVFAC, GSA, and Coast Guard.

Also, would the Government consider accepting a CPARS in lieu of a PPQ for projects having a CPARS?

Factors 3, 4, and 6 require that any projects demonstrated are to be substantially completed in the last 10 years. Please confirm that it is 10 years from the date of this soliciation due date.

Section II C states the page limit for Factor 5 is 10 pages. Factor 5 notes the Project management Approach is 10 page limit but the Qualification of Minimum Key Personnel (which there are 4 personnel listed) notes each resume should not exceed 3 pages each.Please confirm that the Organizational Chart and Staffing Matrix do not count towards these page counts.

Section II C states the page limit for Factor 6 is 3 pages, but Factor 6 notes that the biographical sketch of the Lead Designer is a max of 3 pages, and their portfolio is no more than 3 projects with a max of 5 pages per project. Please confirm that the page count should be a max of 18 pages.

Section I F states that "Questions regarding Phase I submission must be submitted via email on or before January 15, 2024", but Section III B Requests for Clarifications or Interpretation states "Offerors should make such requests not less than 14 calendar days prior to the date set for the receipt of offers." Please confirm requests for clarifications or interpretations may be submitted until February 1, 2024

Factor 4 indicates, "The information submitted for each project should demonstrate that the project is relevant to the characteristics of the project described in this solicitation." Beyond that statement, Factor 4 does not further define relevancy of featured projects for this factor.
