About this file
This document provides guidelines for conducting a distressed area analysis to qualify for increased DoD cost sharing of 85% under the Procurement Technical Assistance For Business Firms federal grant program. Applicants must submit documentation showing either that the per capita income of counties served is 80% or less than the state average, or that county unemployment rates have exceeded the national average by 1% or more over the prior 24 months. Instructions are provided for retrieving the necessary income and unemployment data from U.S. Department of Commerce and Department of Labor websites to conduct and clearly document the distressed area analysis. Qualifying counties would allow grant recipients to receive a higher DoD cost share of 85% for procurement technical assistance services rather than the standard 65% rate.
