About this file

This document is an Excel spreadsheet detailing General Conditions Breakout for a Department of Veterans Affairs project involving steam distribution infrastructure replacement. The spreadsheet provides a comprehensive template for itemizing project overhead costs, including categories such as personnel (Superintendent, Project Manager, Field Office Engineer), insurance (Builder's Risk, Project Specific Liability), site maintenance, equipment (office/storage trailers, dumpsters), communication expenses (telephone, signage), documentation preparation, and compliance-related costs like infection control and weather protection. The associated federal contract opportunity (Solicitation Number 36C24925B0014) is for replacing cast iron steam distribution systems, managed by the Veterans Health Administration's Veterans Integrated Service Network 9, with all line items currently showing zero dollar values, suggesting this is a preparatory pricing template for potential bidders to complete.

GENERAL CONDITIONS BREAKOUT
When entering a line item for General Conditions costs on Schedule of Values, a breakout of the General Conditions costs must be provided. Per VAAR 852.236-88 Contract Changes-Supplement, paragraph (b)(10), the following contractual restrictions apply: Overhead and contractor’s fee percentages shall be considered to include insurance other than mentioned herein, field and office supervisors and assistants, security police, use of small tools, incidental job burdens, and general home office expenses and no separate allowance will be made therefore. Assistants to office supervisors include all clerical, stenographic and general office help. Incidental job burdens include, but are not necessarily limited to, office equipment and supplies, temporary toilets, telephone and conformance to OSHA requirements. Items such as, but not necessarily limited to, review and coordination, estimating and expediting relative to contract changes are associated with field and office supervision and are considered to be included in the contractor’s overhead and/or fee percentage.
