About this file

This file is an Excel spreadsheet detailing General Conditions Breakout for a federal contract opportunity related to road repaving at the Franklin R Sousley Campus, Lexington VAMC. The document provides a comprehensive template for documenting various project-related expenses categorized under General Conditions, including personnel costs (Superintendent, Project Manager, Field Office Engineer), insurance expenses (Builder's Risk, Project Specific Liability), site management costs (Site Maintenance, Dumpsters, Office/Storage Trailers), and administrative expenses (Telephone, Signage, Travel, Lodging, Record Documents).

The spreadsheet is associated with Solicitation Number 36C24925B0001 issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 9, specifically for a road repaving project. While the current document shows zero dollar values for each line item, it serves as a structured breakdown of potential project overhead and incidental expenses, with specific contractual restrictions noted regarding what is considered inclusive in overhead and contractor fee percentages, such as small tools, field supervision, and general office expenses.

GENERAL CONDITIONS BREAKOUT
When entering a line item for General Conditions costs on Schedule of Values, a breakout of the General Conditions costs must be provided. Per VAAR 852.236-88 Contract Changes-Supplement, paragraph (b)(10), the following contractual restrictions apply: Overhead and contractor’s fee percentages shall be considered to include insurance other than mentioned herein, field and office supervisors and assistants, security police, use of small tools, incidental job burdens, and general home office expenses and no separate allowance will be made therefore. Assistants to office supervisors include all clerical, stenographic and general office help. Incidental job burdens include, but are not necessarily limited to, office equipment and supplies, temporary toilets, telephone and conformance to OSHA requirements. Items such as, but not necessarily limited to, review and coordination, estimating and expediting relative to contract changes are associated with field and office supervision and are considered to be included in the contractor’s overhead and/or fee percentage.
