About this file

This Request for Information (RFI) document contains detailed responses to contractor questions regarding a road repaving project at the Franklin R Sousley Campus for the Lexington VAMC. The RFI addresses technical specifications for road and parking lot construction, including pavement requirements, milling depths, base course specifications, full depth repair expectations, guardrail installation, and site lighting details. Key technical clarifications include a 3.5" base course with 1.5" surface course, 5" milling depth, approximately 3,600 square feet of full depth road repair, 150 linear feet of steel guardrail, and a new parking lot design (approximately 100 x 150 feet with 50 parking spaces) that requires a licensed professional engineer to design and potentially include a detention basin.

The document provides extensive electrical and construction specifications, with responses covering lighting requirements (30-foot poles, tied into existing exterior lights), pavement markings (required in parking lot), and construction phasing to maintain operational road access. The VA indicates contractors should make their own observations of existing conditions, with some general guidelines provided. The project includes an add-alternate for parking lot construction and site lighting, with specifications for electrical work, concrete bases for light poles, and overall site preparation. Contractors are advised to carefully review the updated bid item descriptions and appendices for comprehensive project details.

RFI Responses

596-25-104 - CLC - Road Repaving

1. There are a lot of electrical specifications but no electrical scope of work. Please advise.

a. The add alternate parking lot includes site lighting

2. Our understanding is that there will be a Phase 3 & 4 for the CLC. There is a large stockpile of dirt that would need to be hauled off for these next phases to occur. With the number of 68,000-pound tri-axles that would be required to move that amount of soil, we would suggest a heavier road, 5” base and 1.5” surface.

a. 3.5” base course with 1.5” surface course required for the base SOW.

b. There is now an add alternate to repair the entire road full depth with 5” base and 1.5” surface course in lieu of milling.

3. Solicitation SOW states “Contractor to verify all existing conditions, measurements, and construction limits.” The contractors were not given any existing measurements, conditions of the existing road or construction limits to verify. Can these be given to the contractor?

a. Contractor should make their own observations.

4. Solicitation SOW states “Mill current road to a maximum depth of five (5) inches to create a uniform surface for new pavement. Milling may require less than 5” and should create a structurally sound surface upon which to rebuild with new asphalt.” This can be a big discrepancy in bidding costs. Can the VA give the contractors an exact milling depth, so we are all bidding apples to apples?

a. Mill to a depth of 5”

5. Solicitation SOW states “Some portions of the road may be in too poor condition to mill.

In those areas, remove the asphalt and base to a depth necessary to achieve appropriate structural support upon which to rebuild the pavement. All areas showing “crocodiling” cracks and ruts are expected to be repaired full depth.” Again, can the VA give the contractors a Square Footage of the Full Depth repairs, so we are all bidding apples to apples?

a. Where the road exhibits crocodile cracking or rutting the VA will expect a full depth repair. Contractor shall take their own measurements. For bidding purposes, assume 3,600 SF of full depth repair will be required. Provide a cost per SF for full depth repair that can be used for required additive or deductive modifications.

6. Solicitation SOW states “Install one (1) inch to one and a half (1 ½ ) inches of surface course. Surface course shall consist of dense-graded asphalt mix composed of crushed gravel and stone and manufactured and/or natural sands. Finished surface shall be even with all existing manhole covers in the road.” Can the VA give an exact thickness of 1 1/2”?

a. 1.5” surface course

7. Solicitation SOW states “Compact asphalt and stripe to mark lanes.” What width, color and pattern for the striping?

a. No striping required on roads. Striping required in parking lot and for a crosswalk from parking lot.

8. Solicitation SOW states “Add guardrail to curve at the bottom of the hill to help ensure vehicles do not leave the road in inclement weather conditions.” Can the VA give the contractor the total length of the guardrail and a cut sheet, so we know what materials to use and depth of the posts?

a. Include 150 total linear feet of steel guardrail with steel posts per KYTC’s standard details and specifications. Reference Appendix C and Appendix D.

9. Can you give us the distance from the main road to the historic bride start and end points?

a. Updated SOW includes road widening over culvert. Ensure the historic stone headwall is not impacted.

10. How many feet from the bridge can we transition to the 24’ road?

a. Updated SOW includes road widening over full length of road between identified limits.

11. Solicitation SOW for Bid Item II states “Compact asphalt and stripe lot for parking.”

a. Can the VA give us the parking lot layout for striping?

i. Contractor shall hire a licensed professional engineer to layout and design the parking lot and determine whether a detention basin is required. For bidding purposes, assume a detention basin will be required. Cost to construct a detention basin should be included.

b. How many parking spaces does the VA want?

i. 50

c. Are any of the parking spaces ADA?

i. No

d. How far from the main road so we can estimate the amount to be excavated and the amount of DGA and asphalt?

i. As close as practical. It may not fully abut the main road.

e. How wide is the road leading to the parking area?

i. The entrance road shall be 24 feet

12. Can the VA give us the location to tie in the Parking lot lights for power?

a. Reference E-001. There are existing exterior lights across the street that can be tied into. If utilizing trenching for new electrical feeds, repair road appropriately with asphalt.

13. Spec section 32 12 13, 3.6 Application of Seal Coat says to wait an entire year before applying. Are we to seal coat?

a. No.

14. There is one side of the road that looks washed out. There need to be a diversion ditch alongside the road to prevent future washouts? Can the VA give us a detail of the ditch?

a. The repaired and widened road should be graded to drain appropriately. The repaired and widened road should have an appropriately constructed, compacted, and seeded soil abutting the edge of the roadway. In additional to seeding soil, contractor should ensure that grass is fully established.

15. Below shows the pump house and wooden walkway. From the edge of the wooden walkway +24’ puts you right at the base of a large tree. There is not any place to put a diversion ditch, and all the runoff water will come onto the road or wash out the road. Is this tree to be removed to allow a diversion ditch?

a. The tree should be fully removed. The soil on the edge of the road should be appropriately graded, compacted, and seeded to prevent erosion.

16. The scope states that work shall be performed during normal working hours. Has the VA made an optional entry for the workers at the CLC? The road will be closed for a couple days.

a. The repair/widening shall be phased to allow the road to remain operational at all times. A plan shall be developed by the contractor and submitted to the VA for approval.

Here are some questions from our electrical subcontractor.

17. Will the Parking Lot Lighting Service be new?

a. The lights will be new. There are existing exterior lights that can be tied into across the street.

18. Will the lighting be fed from an existing transformer?

a. There are existing exterior lights across the street that can be tied into to feed the new lights.

19. If yes, will it be Medium Voltage?

a. Not applicable.

20. Will a NEMA-4Xstand-alone parking lot lighting cabinet be accepted, with internal breakers, contactor, with an external photo-cell?

a. Existing exterior light feed already has a lighting controller.

21. Will the lighting require Electrical Engineered Design and Drawings be required?

a. No. However, electrical plan for the lighting must be submitted to the VA for approval prior to installation.

22. What height of lighting pole is required?

a. Pole should be 30 feet. Specified pole(s) or equivalent should be provided as shown in Appendix B – Light Pole.

23. Is electrical equipment spacing required for future lighting/poles?

a. No. Full coverage of parking lot is required.

24. There are specification sections for electrical (26 05 011, 26 05 13, 26 05 19, 26 05 41, 26 09 23, 26 56 00), but I do not see any electrical work on Attachment 2/Drawing S- 001? Is there any electrical work on this project?

a. Bid Item II, Add-alternate 1 includes site lighting for a parking lot.

25. Asphalt Paving specification section 32 12 16, page 4, Par. 3.4 says spread and compact to thickness shown on drawings. We do not see asphalt thickness requirements in the drawings?

a. Reference Detail 1 – Heavy Duty Pavement

26. Attachment 2/Drawing S-001 shows an add alternate parking lot. It does not show any details, dimensions of the parking lot, or the stone and asphalt thicknesses?

a. Reference updated Bid Item descriptions. Parking lot will be approximately 100 x 150 feet with 50 parking spaces. Parking lot and possible detention basin should be designed by a licensed professional engineer. Additional requirements can be found in the updated bid item descriptions.

27. Specification Section 32 17 23 is for Pavement Markings. We see no markings called for on Attachment 2/Drawing S-001. It is assumed they want us to match existing and/or extend existing markings for the road? Are there any pavement markings required for parking lot? Are there any new pavement markings required on the roads that are not matching the existing?

a. No pavement markings required on road.

b. Pavement markings required for the parking lot for parking stalls and a crosswalk across road.

28. Specification 030 30 00 is for Cast-in Place Concrete. There is no new cast in place concrete work on Attachment 2/Drawing S-001? Is any required?

a. The only area where cast in place concrete would be anticipated is the bases of the light poles and/or concrete involve in the construction of a possible detention basin for the Bid Item II, Add-alternate 1 Parking Lot.

29. I require additional information regarding bid item 2 for the parking lot alternate. Specifically, I need the following details:

- Square footage of the parking lot- appx 15,000 SF

- Total number of parking spaces - 50

- Specifications for lighting, conduit, and other related elements – Specifications provided.

Without these planned details for Bid Item II, costs could escalate significantly, and contractors may be left to make design decisions. I suggest removing Bid Item II from the scope unless we can provide the necessary planned details for the parking lot.
