About this file

This is a Performance Work Statement (PWS) and System Requirements Document (SRD) for the U.S. Army Communications-Electronics Command's Foreign Military Sales (FMS) project to upgrade the Royal Jordanian Air Force's (RJAF) Fiber Optic Wide Area Network (FOWAN) transmission nodes. The project involves delivering a new network platform with enhanced capabilities, including Dense Wavelength-Division Multiplexing (DWDM), Optical Transport Network (OTN) switching, and packet switching technologies to maximize network efficiency, scalability, and availability across 25 sites in Jordan's eastern region.

The solicitation (W91CRB25R5014) is a 100% small business set-aside with a Lowest Price Technically Acceptable (LPTA) evaluation methodology. The contract will be a firm-fixed-price with a performance period of 18 months, covering hardware delivery, services, training, and optional spare parts and maintenance support. Key deliverables include main platform equipment, daughter equipment, power systems, network management systems, program management, engineering, testing, logistics support, and two training sessions. Proposals are due by noon EDT on 22 April 2025, with an anticipated award focused on implementing a flexible, scalable network solution that supports various traffic protocols and can accommodate future expansions.
