About this file

This document is an Addendum to FAR 52.212-2 for Evaluation of Commercial Products and Commercial Services, dated November 2021. The document outlines the Government's evaluation criteria for awarding a contract, which include three primary factors: (1) Price, (2) Technical Capability, and (3) Past Performance. Offerors are required to submit a technical narrative providing sufficient information to demonstrate their capabilities in accordance with the Performance Work Statement (PWS). Technical capability and past performance are considered approximately equal in importance to cost or price. The addendum also specifies that a written notice of award to the successful offeror will result in a binding contract, and the Government may accept an offer (or part of an offer) before the specified expiration time, unless a written withdrawal notice is received.
