52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2018)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(i). Price (ii). Technical Acceptability
(End of provision)
ADDENDUM TO FAR 52.212-2:
Best value is expected to result from selection of the technically acceptable quote with the lowest evaluated price. By submission of its quote, the vendor accepts all solicitation requirements, including all technical requirements and terms and conditions. Failure to conform to solicitation requirements may result in a quote being determined not awardable without further evaluation. The evaluation criteria are detailed below:
Factor 1 - Price. The total evaluated price will be determined by based on the extended price for Line Item 0001.
Before a contract may be awarded, the contracting officer must determine the price fair and reasonable per FAR 13.106-3. Please ensure all pricing is valid until 30 September 2021.
Factor 2 Technical -. The purpose of the technical factor is to assess whether the vendor’s quoted item meets all of the provided salient characteristics for the required item. Each vendor’s quote will be evaluated against technical requirements and will be assigned a rating of “acceptable” or “unacceptable.”
Rating Description:
“Acceptable” - Quote clearly meets the minimum requirements of the solicitation.
“Unacceptable” - Quote does not clearly meet the minimum requirements of the solicitation.
The quote will be determined technically acceptable if it meets the following salient characteristics:
- Perform hose testing IAW NFPA 1962 – Standard on Fire Hose.
- Perform a visual inspection of each hose to identify any physical damage.
- Perform a hydrostatic pressure test. Perform a hydrostatic pressure test on all nozzles and appliances IAW NFPA 1962 during this time as well.
- Ensure that all hose which fails any part of the inspection is marked and removed from service.
- Mark both ends of each section of hose with stencils provided by 97 CES/CEF and black spray paint provided by the contractor.
- Reload all hose to department specifications with the exception of “hotel packs”.
- Perform ground ladder testing IAW NFPA 1932—Standard on Ground Ladders.
- Perform vehicle mounted equipment testing on all pumps and pump systems IAW NFPA 1911.
- Provide both digital and hard copy of all test results within 10 days of completion to include: Date of test, service test pressures, hose diameter, length, type, identification number, location (which apparatus the equipment is assigned to) and pass/fail for each piece of hose, nozzle, appliance or ground ladder as required per NFPA 1962 and 1932.
- Provide both digital and hard copy of all test results within 10 days of completion to include: Date of test and all pertinent information as required by NFPA 1911 for vehicle mounted equipment.
- Standards and Codes: The contractor shall comply with all Federal, State and local regulations pertaining to the required work including, but not limited to:
a. National Fire Protection Association (NFPA)
b. Occupational Safety and Health Administration (OSHA)
