About this file

This document is an Attachment containing the evaluation factors for federal solicitation FA441926Q0041, which pertains to the award of a commercial products or services contract using FAR clause 52.212-2 (Feb 2026, Deviation 2026-O0038).

The Government will evaluate offers based on two primary factors: Price and Technical Acceptability. For pricing evaluation, quotes will be assessed using a Total Evaluated Price (TEP) methodology that includes the base year plus four option years, with an additional 50% of Option Year 4 costs added to represent the total cumulative price under FAR clause 52.217-8 (Option to Extend Services). The Government reserves the right to award to other than the lowest quote if it determines a higher-quality item offers better value. Technical evaluation requires vendors to submit clear, concise technical documentation demonstrating how their quoted item meets all requirements specified in the Salient Characteristic Attachment and the Performance Work Statement (Attachment 1). Quotes will receive ratings of either "Acceptable" or "Unacceptable" based on whether they clearly meet minimum solicitation requirements. The evaluation methodology begins by assessing the three lowest-priced quotes for technical acceptability; if fewer than two meet technical requirements, evaluation continues sequentially through progressively higher-priced quotes until two technically acceptable quotes are identified. The Government will base all evaluations on information presented in the vendor's offer, assuming no prior knowledge of the offeror's experience.

Attachment 5 Evaluation Factors

FA441926Q0041

52.212-2 Evaluation—Commercial Products and Commercial Services. (Feb 2026)

(Deviation 2026-O0038)

As prescribed in 12.205(a)(2), insert a provision substantially as follows:

Evaluation—Commercial Products and Commercial Services (Feb 2026)

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

• Price

• Technical Acceptability (End of provision)

ADDENDUM TO RFO 52.212-2:

Best value is expected to result from selection of the technically acceptable quote with the lowest evaluated price. By submission of its quote, the vendor accepts all solicitation requirements, including all technical requirements and terms and conditions. Failure to conform to solicitation requirements may result in a quote being determined not awardable without further evaluation. The evaluation criteria are detailed below:

Factor 1 – Price. The Government will award a contract resulting from this solicitation to the responsible offeror whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government reserves the right to award to other than the low quote for a higher quality item. Prices will be evaluated on the Total Evaluated Price (TEP). TEP shall be the total of all years, base year and four (4)option years, plus an additional 50% of the total of Option Year 4. The additional 50% represents the total cumulative price of 52.217-8, Option to Extend Services. Should FAR clause 52.217-8, Option to Extend Services, be exercised in the future, the price will be pro-rated to the actual performance required.

Factor 2 – Technical. The purpose of the technical factor is to assess whether the vendor’s quoted item meets all of the provided information from the Salient Characteristic Attachment. Each vendor’s quote will be evaluated against technical requirements and will be assigned a rating of “acceptable” or “unacceptable.” Technical submission must be completed using a secondary document. The Technical information shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims. Proposals shall provide convincing rationale addressing how the technical portion of the offer meets solicitation requirements. Offerors shall assume the Government has no prior knowledge of the offeror’s experience. The Government will base its evaluation on the information presented in the offer.

Rating Description:

“Acceptable” - Quote clearly meets the minimum requirements of the solicitation.

“Unacceptable” - Quote does not clearly meet the minimum requirements of the solicitation.

The quote will be determined technically acceptable if it meets the requirements set out in Attachment 1- Performance Work Statement

Evaluation: The evaluation will begin with the three lowest-priced quotes to determine their technical acceptability. If fewer than two quotes meet the technical requirements, the process will continue by evaluating the next lowest-priced quote. This evaluation will repeat, moving to progressively higher-priced quotes, until two technically acceptable quotes are identified.
