About this file
These are three technical specification sections for earthwork and base course construction: Section 312000 (Earth Moving), Section 312333 (Trenching and Backfilling), and Section 321100 (Crushed Base Course).
Section 312000 – Earth Moving covers all excavation, grading, and compaction work at project sites, including horizontal and vertical construction staking, rough grading, subgrade preparation, filling, backfilling, and disposal of spoil material. All excavation is classified as "unclassified" regardless of material type, except for contaminated material requiring special handling. Contractors must employ an independent geotechnical testing laboratory to perform in-place density testing at specified frequencies: one test per 1,000 square feet for subgrade below building foundations and base courses, and one test per 1,000 square feet for backfill and fill at building exteriors. Compaction density requirements vary by location, ranging from 95% to 98% of maximum dry density per ASTM D698 within 2% of optimum moisture content. Topsoil must be free from subsoil, debris, and stones larger than one inch. The specification prohibits the use of explosives and requires proof rolling of subgrades with smooth drum, non-vibratory rollers. Finished grades and slopes must be within 0.1 feet of indicated grades, with minimum 3-inch fall in first five feet for unpaved areas adjacent to structures.
Section 312333 – Trenching and Backfilling addresses pipeline and appurtenance installation, including trench excavation, shoring, dewatering, and backfill operations. Field density testing frequency is one test set per 100 feet for utility mains and services (storm drain, water, sanitary sewer), with minimum density of 95% per AASHTO T-99 or ASTM D698 within ±2% optimum moisture. Type 1 Pipe Bedding consists of crushed stone or gravel placed 4 inches below, around, and 6 inches above the pipe with maximum plasticity index of 6, meeting specific gradation requirements (100% passing 1 inch, 90-100% passing 3/4 inch, 0-5% passing No. 8 sieve). Type 2 Bedding replaces unsuitable trench subgrade material and must meet different gradation standards with maximum plasticity index of 6 and liquid limit of 25%. Trench backfill uses native on-site material free of cinders, ash, and organic matter, compacted in maximum 8-inch lifts to 98% of maximum density. Minimum trench width is 3 feet-6 inches for pipes 18 inches or smaller; maximum permissible distance between backfilling operations and pipe end is 200 feet, with 100 feet maximum between pipe and excavator, and 300 feet maximum open ditch per work group.
Section 321100 – Crushed Base Course specifies placement of crushed gravel, stone, or similar materials for base courses. Material must be 3/4-inch minus, meeting specific gradation: 100% passing 3/4 inch, 40-70% passing No. 4 sieve, 25-55% passing No. 10 sieve, and 2-10% passing No. 200 sieve. At least 50% of material retained on the No. 4 sieve must have one fractured face. The liquid limit for material passing No. 40 sieve cannot exceed 25 with plasticity index not exceeding 6. Base course is placed in maximum 8-inch compacted layers with field density of minimum 95% per AASHTO T99. Contractors must submit test results 48 hours before material delivery and provide moisture density curves at their expense. Surface tolerances require no deviation exceeding 3/8 inch from a 10-foot straight edge, with finished grade within 0.05 feet of staked elevation; for asphalt surfacing applications, tolerance tightens to 0.02 feet maximum deviation.
