About this file
This is a Questions and Answers document for solicitation 1240LU26Q0074, issued by the U.S. Forest Service (USFS) for work at the Lookout Pass FAA Communications Site Parking Area. The document addresses bidder inquiries regarding demolition and site preparation work as of August 7, 2026.
Key project requirements include: demolishing a 42' x 23' (966 sq ft) building with approximately 1/4 to 1/3 remaining, while preserving the building foundation and an adjacent conex box housing emergency operations radio equipment for Mineral County. Contractors must assume the presence of asbestos-containing materials and are responsible for legally disposing of all demolition materials; bidders may request site access through the Contracting Officer's Representative (COR) to perform testing. Site preparation requires stripping and clearing topsoil, vegetation, trees, roots, construction debris, and fill material prior to placement of government-furnished gravel from the Big Creek Pit (Section 27, T19N, R30W). The USFS will provide pit access once the contract is awarded, though no loader equipment is provided at the pit. Electrical power will be relocated from the building to a new pedestal prior to contract award. Work restrictions prohibit operations between 7:00 PM and 5:00 AM on weekdays, weekends, and Federal Holidays without prior approval from the Contracting Officer. Bids should be submitted via email to Daniel Franco at Daniel.franco@usda.gov, Forest Service Property and Procurement Services, Intermountain Zone, CSA #9.

Lookout Pass FAA Comm Site Parking Area – Solicitation 1240LU26Q0074
Questions and Answers as of 8/7/2026
Q1. Can the type and volume of hazardous materials be provided by USFS for bidding purposes? The presence of lead-based paint, asbestos, or other hazardous materials will require special handling and disposal procedures. If the existing stockpile of demolition materials contains hazardous materials (particularly asbestos), the entire stockpile may require disposal to an appropriate landfill. This assumption will significantly affect pricing.
The USFS should provide assumptions to support fair bidding.
A1. The contractor is to assume that there are asbestos containing materials within the rubble and the rest of the building to be demolished. It is up to the contractor to legally dispose of all materials. If the bidder would like to perform testing, contact the COR, and they will help coordinate access to the site.
Q2. Preparation for gravel – what needs to be done prior to placement of the gravel?
A2. Contractor is to follow the specifications. Topsoil, vegetation, trees, roots, construction debris and fill material should be stripped and cleared in the area of gravel placement.
Q3. Where is the gravel coming from?
A3. Gravel is a government furnished material. The source is the Big Creek Pit, located in Section 27, T19N, R30W. The Forest Service will provide a key to the pit once the contract is awarded. Note: There is no loader provided at the pit.
Q4. Will the foundation of the building remain?
A4. Yes, the foundation of the building is to remain. It is not to be demolished.
Q5. Will the conex box be moved off the slab prior to demolition? The conex box is near the building demo area and restricts access for demo activities.
A5. No, it was determined that it is not possible to move the conex box from its current location. The conex box houses emergency operations radio equipment for Mineral County.
Q6. The electrical meter on the building, to be demolished, is still on and active for the adjacent tower. Will this be turned off and relocated prior to demolition work occurring?
A6. The power will be relocated from the building to a new pedestal prior to the award of this contract.
Q7. Are there restrictions on working days and hours?
A7. See 1.9 on page 6 of the solicitation. 1.9 Disturbances - No work shall be permitted from 7:00PM – 5:00AM on weekdays, on weekends or Federal Holidays without prior approval from CO.
Q8. Can the bid form be emailed or does it need to be delivered in a sealed envelope?
A8. In accordance with the solicitation “Lolo National Forest, Lookout Pass FAA Comm Site Parking Area, 1240LU26Q0074”, Send quote to:
Forest Service, Property and Procurement Services, Intermountain Zone, CSA #9 Attn: Daniel Franco E-mail: Daniel.franco@usda.gov
Q9. In the solicitation there are no dimensions/measurements of the existing concrete pad to stay nor any dimensions of the existing building to be removed. Could those be provided?
A9. The building is 42’x23’ = 966 sq feet. Approximately ¼ to 1/3 of the building is still remaining.
