About this file
This document is a sole source justification for the procurement of Haworth brand modular workstations and demountable walls by the United States Special Operations Command (USSOCOM) through simplified acquisition procedures. USSOCOM requires the Haworth furniture to match and integrate with its existing inventory of over 3,500 Haworth cubicles, citing standardization, interchangeability of parts, power requirements, and compatibility as factors in its previous selection of Haworth. The justification provides details of the furniture requirements across multiple buildings and rooms, identifies the statutory authority allowing other than full and open competition, and describes efforts to ensure offers are solicited from small business Haworth resellers on SAM.gov while establishing price fairness. It certifies the accuracy and completeness of the market research conducted validating the need for the Haworth brand.

I. Contracting Activity.
Department of the Air Force 6th Contracting Squadron/PKB 2610 Pink Flamingo Ave MacDill AFB 33621-5000
II. Nature and/or description of the action being processed.
United States Special Operations Command (USSOCOM), MacDill AFB, FL has a requirement for brand name Haworth workstations and brand name of equal demountable Walls. The requirement includes all installation and electrical connections between the building and the furniture.
The proposed action will result in a new firm fixed priced purchase order.
United States Special Operations Command (USSOCOM), MacDill AFB, FL has a Bona Fide Need for this brand name Haworth workstations and brand name of equal demountable Walls for this fiscal year (FY23). However, the production lead time for this product is 90-120 days and may result in delivery in the fiscal year subsequent (FY23) to the year in which the bona fide need for this item exists. IAW US Code, Title 31, Section 1502, we are permitted to "consider normal production lead-time in determining bona fide need for a purchase". Based on the fact this a FY 23 need, the products required have a lead time of 90-120 days and that no other vendor can manufacture this product prior to the ensuing fiscal year (FY23) the lead time exception applies. As such, it is my determination that this requirement is a Bona Fide Need for the current 2023 fiscal year.
III. Description of supplies/services required to meet agency needs.
USSOCOM requires standard Haworth furniture and accessories to supplement existing workspaces. These will be standard workstations and match adjacent furniture. Workstations will become interchangeable with existing standard SOCOM furniture inventory. Demountable walls must meet salient functional, physical and performance characteristics provided by the E2 Series 338 product line.

USSOCOM Memorandum for Distribution A, Subject: United Stated Special Operations Command Standard for Furniture dated May 12, 2009 identified Haworth Modular Office Furniture as the standard for cubical furniture. During a competitive source selection in 2007, USSOCOM selected Haworth as the main component of a furniture purchase, revalidating the previous source selection of Haworth office furniture products during the full scale renovation of the command's central office building in 2001. Factors leading to its selection included its unique power capabilities that meet USSOCOM's multiple computer workstation power requirements, while offering best value, durability and availability of interchangeable replacement parts with the commands existing 3500 cubicle inventory.
As of July 2021, USSOCOM has established a inventory of installed Haworth cubicles and working inventory to be re-utilized as required when office cubicles are reconfigured. This is a supplemental purchase supporting office reorganizations.
Different brands of systems furniture are not compatible or interchangeable. Integration of different brands of cubical workstations would significantly limit the flexibility of the command's ability to reorganize internally as is frequently required by its evolving missions. SOCOM's furnishing management contract (FA481419CA015) relocates or modifies individual workstations at a rate of an average of 30 workstations a month. If another brand of modular furniture were purchased and introduced into the command, SOCOM could frequently be forced to replace a larger number of existing Haworth workstations, with the additional disruptions to the workforce, with a new alternate brand cubicles which would not otherwise be required.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
This requirement will be competed amongst eligible small business Haworth resellers on sam.gov. Haworth is known to have 3 authorized resellers in the state of Florida.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
Procedures set forth in FAR 13.106(a)(1) & (2) will be utilized to establish price fair and reasonableness.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Currently, no other furniture exists that is compatible or interchangeable with SOCOM's current inventory of Haworth furniture. The market will continually be surveyed to validate the previous statement.
IX. Any other facts supporting the use of Other Than Full and Open Competition.
The US Special Operations Command (SOCOM) has experienced unprecedented growth since September 11, 2001. The SOCOM compound has expanded with new buildings and routinely reorganizes to accommodate the evolving mission.
Therefore, USSOCOM maintains an inventory of spare parts in order to rapidly accomplish frequent office reconfigurations as required. Maintaining multiple types of inventories of systems furniture would create an additional space requirement as well as an increased administrative burden and cost. USSOCOM also provides support to two local subordinate (component) commands. They also use Haworth as the standard cubical furniture. SOCOM's modular work stations' IT and electrical requirements were factored into the ultimate decision to utilize Haworth as the sole provider of modular workstations.
X. List of any sources that expressed, in writing, an interest in the acquisition.
Market research has identified 3 authorized Haworth resellers capable of fulfilling this requirement.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
In accordance with SOCOM's Furniture Standardization Memorandum dated May 12, 2009, SOCOM must currently comply with purchasing the standard Haworth modular workstations. However, pricing will be obtained from as many Haworth dealers, resellers, and distributors as possible.
