About this file
This document is a U.S. Coast Guard justification for other than full and open competition under FAR 12.102(a), FAR Class Deviation 25-21 Rev. 1.
The Coast Guard, through the Department of Homeland Security (DHS) Assistance Commandant for CSI/PEO Contracting and Procurement, Kearneysville Division, is seeking to procure six (6) Absolute Battery Kits (12 Cell), NSN 6140-01-627-6177, Part Number 100G17. The Coast Guard operates more than ninety (90) 12-cell battery banks throughout the Rescue 21 Alaska Area of Responsibility (AOR), where these batteries serve as secondary backup power for critical communications equipment. The requested battery kits will support current casualty response for the Remote Fixed Facility (RFF) located at Mt. Robert Barron, Alaska. The justification is based on a brand name restriction, as the Absolute brand hardware is essential to maintain standard system configuration. The Coast Guard asserts that using non-Absolute hardware would create substantial risk to system availability, require extensive system development and retraining of personnel, result in loss of system configuration control, and cause substantial cost duplication not recoverable through competition. Any authorized reseller of Absolute brand hardware is identified as a suggested source. The contracting officer selected market research as the fair and reasonable price determination method for this procurement.
