About this file
This is a Single Source Justification form (FWS Form 3-0034) submitted by the U.S. Fish and Wildlife Service for a simplified acquisition under the Simplified Acquisition Threshold (SAT). The justification supports a sole source acquisition for a Jib Crane and Vehicle Lift for the Fergus Falls maintenance building, which was accepted in 2025 and received funding for these two pieces of equipment that were included in the original bid specifications but previously unfunded.
The acquisition is justified based on specific structural constraints: the concrete foundations installed in the building are designed for the particular make and model of equipment specified, and the in-floor heating tubing routed around these foundations cannot be altered. Other manufacturers have different structural base requirements and dimensions, making substitution impractical. Market research was not conducted due to these specific installed structural foundations. While other makes and models are available, using them would require demolishing and recasting the foundations and potentially damaging the in-floor heating system, which could add 50 percent or more to project costs. No barriers to competition exist for the specified units themselves. The contractor qualifications will be met by a local manufacturer representative serving as the installer. The equipment and installation are being completed as a 100 percent Small Business Set-aside, with multiple offers expected and contract award at fair and reasonable price. The justification was certified by Program Officer Daniel Richardson on January 28, 2026, and approved by Contracting Officer Elvia Arellano on April 22, 2026.

| Text3: Other makes/models are available but the installed structural foundations would need to be demolished and recast, in addition to possible damage to the in-floor heating system piping. This expense could easily add 50% more in costs. |
| Text2: MR was not undertaken due to the specific installed structural foundations. |
| Text1: The Fergus Falls maintenance building, accepted in 2025, has received funding for a Jib Crane and Vehicle Lift. These two pieces of equipment were in the original bid specifications but were not funded. The structural foundations installed in the concrete are for these specific make/model. The installed in-floor heat tubing is routed around these foundations and can't be changed, tubing is primary building heat source. Other manufacturers have different structural base requirements and dimensions. |
The two Brand Name pieces of equipment are:
Jib Crane Unit: Gorbel Free Standing Jib Crane FS300-20-W21, 3 Ton capacity, 14 FT height under boom, 18 FT span, with a 3-ton manual chain hoist with trolly, grade 80 H-D galvanized chain, chain bag, to reach full height. Provide 7,000 PSI non-shrink grout under base plate as recommended by manufacturer.
Vehicle Lift Unit: Rotary SM18 4-post, 18,000 lbs. capacity, 12-bolt base, color blue, Elec motor -2HP/208-230V, 2 ea. Rolling jacks RJ9100Y-1, 1 ea. Oil drain pan FC5967BK.
| Text4: No barriers to these specified units. | |
| Text6: The equipment and its installation iss being competed as a 100% Small Business Set-aside. Multiple offers are expected, contract will be awarded at fair and reasonable price. | |
