About this file
The document is a Basis for Award file for the Mill Creek Campground Expansion and Improvement project issued by the Bureau of Land Management's Gunnison Field Office. The contract will be awarded based on price and other factors, with a strong emphasis on past performance evaluation. Past performance will be graded on a confidence scale (ranging from Significant Confidence to No Confidence), considering project relevancy, recency, and customer satisfaction. Offerors must provide three past performance examples from the last three years, including contract information, project description, and contact details. Pricing will be revealed to the technical evaluation board after other factors are graded and will serve as the deciding factor among similarly evaluated offers. The evaluation will draw information from government databases like SAM.gov, CPARS, and FPDS to assess contractor performance.
